Book excerpt: In the wake of the 1986 Chernobyl disaster, a prerequisite for the accession of Bulgaria, Lithuania and Slovakia to the European Union was a commitment to prematurely close and subsequently dismantle their early Soviet-designed reactors. Three nuclear power plants with a total of eight reactors were concerned: Kozloduy Units 1-4 in Bulgaria, Ignalina in Lithuania, and Bohunice V1 in Slovakia. From the early 1990s, the EU began to provide financial and technical assistance to partner countries in Eastern Europe and Central Asia via the TACIS and PHARE programmes. In 1999, the EU launched three Nuclear Decommissioning Assistance Programmes (NDAP) to help Bulgaria, Lithuania, and Slovakia with the closure and dismantling of the eight nuclear reactors, and the significant social, financial and economic burden this caused. Without covering the full cost of decommissioning nor the compensation of all economic consequences, the Nuclear Decommissioning Assistance Programme aimed to provide financial assistance to several types of projects, for a total EU NDAP support, estimated at €3.8bn for the three countries between 1999 and 2020 (European Parliament, 2017). The NDAP covered two elements: a 'decommissioning window' and an 'energy window'. This report is the final report produced under the framework of the ex-post evaluation of the nuclear decommissioning assistance programme - Energy Window 2007-2013.

Book excerpt: In the framework of their accession negotiations, Bulgaria, Lithuania and Slovakia committed to closing eight nuclear reactors located on their territories. Recognising the exceptional circumstances of their closure, the EU committed to provide assistance to these countries to support decommissioning through the Nuclear Decommissioning Assistance Programme (NDAP). The aim of the present study was to provide the European Commission with the necessary information to prepare its mid-term evaluation of the NDAP for the period 2014-2020. The study found that programmes are generally on track towards reasonably achieving the principal objectives set for this programming period. Beyond progress on decommissioning, the NDAP has also contributed to some indirect socio-economic impacts. The programme's Monitoring & Control framework has continued to be refined to respond to past weaknesses and enhance programme management. Programme governance & management structures are fit-for-purpose, but further efforts can be directed to improving their functioning. The cost performance of programmes has been satisfactory, but continuous efforts can be made to secure and improve cost-effectiveness at all levels. Finally, the EU Added Value of the NDAP as it has traditionally been defined is naturally declining, but the programme can redefine how it adds value through an increased focus on knowledge-sharing.

Why do some countries help others to develop nuclear weapons? Many analysts assume that nuclear transfers are driven by economic considerations. States in dire economic need, they suggest, export sensitive nuclear materials and technology—and ignore the security risk—in a desperate search for hard currency. Kroenig challenges this conventional wisdom. He finds that state decisions to provide sensitive nuclear assistance are the result of a coherent, strategic logic. The spread of nuclear weapons threatens powerful states more than it threatens weak states, and these differential effects of nuclear proliferation encourage countries to provide sensitive nuclear assistance under certain strategic conditions. Countries are more likely to export sensitive nuclear materials and technology when it would have the effect of constraining an enemy and less likely to do so when it would threaten themselves. In Exporting the Bomb, Kroenig examines the most important historical cases, including France's nuclear assistance to Israel in the 1950s and 1960s; the Soviet Union's sensitive transfers to China from 1958 to 1960; China's nuclear aid to Pakistan in the 1980s; and Pakistan's recent technology transfers, with the help of "rogue" scientist A. Q. Khan, from 1987 to 2002. Understanding why states provide sensitive nuclear assistance not only adds to our knowledge of international politics but also aids in international efforts to control the spread of nuclear weapons.
