Available in PDF, EPUB and Kindle. Book excerpt: Microenterprises play an important role in sub Saharan Africa. They account for a sizeable portion of the economy, by providing employment and a means of livelihood for much of the nonagricultural population. This paper is the result of a survey of the literature and extensive discussions with practicioners and its primary focus is a direct approach in support of microenterprises. Perhaps the simplest objective to pursue is access to credit. The main lesson from experimentation in this field is that the poor are bankable and and can be served relatively inexpensively, provided nontraditional lending methods are utilized (e.g. group lending). Technical assistance and support services can also be provided to help first-time entrepreneurs set up their own businesses, to assist microenterprises in their daily business, or to help them graduate to a larger size. The task of assisting microenterprises requires small, flexible, and responsive organizations, with sufficient autonomy to make ad hoc decisions, yet with adequate coordination at the national level. Such organizations include PVOs, NGOs, cooperatives, banks, business associations, churches and women's groups. The report recommends that capacity building be incorporated as a specific objective of microenterprise support programs and should be budgeted for. Shifting the focus of assistance from beneficiaries to support institutions is an effective way of reaching the most marginal groups.

Available in PDF, EPUB and Kindle. Book excerpt: The microenterprise strategy—helping people start small businesses—has generated attention among policymakers and the media as a way to create jobs and help lift people out of poverty. Through extensive interviews and case studies of five diverse microenterprise programs in different U.S. regions, Lisa J. Servon examines the potential and limits of these programs. In the late 1980s, the microenterprise strategy came to the United States from less-developed countries such as Bangladesh, where the Grameen Bank flourishes. Since then over 200 programs have opened their doors in nearly every state. This book identifies the current discourse on microenterprises, discusses how this approach represents a departure from traditional economic development and social welfare strategies, and examines the wide range of results. Boot strap Capital tells the story of both the programs and the people who use them. One program, Women's Initiative, targets very low income women in the San Francisco Bay Area and requires all clients to undergo three months of training before they can apply for a loan. Some of the participants are true entrepreneurs; others pursue self-employment because the mainstream economy has failed them. Servon finds that microenterprise programs combat the problem of persistent poverty by serving a broad socioeconomic group and by focusing on the goals of empowerment, economic literacy, and community organization. She shows that microenterprise programs do more to help those who exist at the margins of the mainstream economy than those who are completely cut off from it. She calls for a rethinking of expectations for this strategy, based on the experience of programs and entrepreneurs in this country. This book provides the basis for reframing policy support for these programs.

Book excerpt: Microenterprises - very small businesses consisting of a single self-employed person, a family, or at the most a few employees - are the main source of livelihood of up to half of the population of most developing countries. In the past this vital sector, often referred to also as the informal sector, has received inadequate attention, but increasingly multilateral and bilateral agencies and non-governmental organizations are searching for ways to help improve the effectiveness of these microenterprise operations and to enable them to make a greater contribution to the development of the third world and to the general efforts to enhance incomes and raise living standards. This collection of sixteen papers by experts with considerable experience in the field emanates from the International Conference on Microenterprises held in Washington DC, USA, sponsored by the Committee of Donor Agencies for Small Enterprise Development on 6-9 June 1988. It is organized according to the major issues relating to the subject: the structure of the microenterprise sector, government policies towards microenterprises, informal credit markets, financial and technical services, institutional aspects and a review of the experience of assistance projects. This publication should be of great interest and value to all concerned in increasing assistance to the development of microenterprises in developing countries.

Book excerpt: In this study, three objectives were set: to identify the factors inhibiting the growth and development of microenterprises among SSA countries; to evaluate the level of institutional support for microenterprises currently; and to explore the implications of an underdeveloped microenterprise category for most SSA countries vis-à-vis the aspirations of sustainable economic development. Primary data were generated through multistage sampling technique, involving two sampling stages. Two sets of questionnaires were distributed through trained field officers. The first stage was the pilot stage. It involved the distribution of unstructured questionnaire to 50 microentrepreneurs. This was a 'fill-in' questionnaire. The respondents were asked to fill-in their responses to the questions as they appealed to them and to the best of their ability, in their own words. These responses were then used to develop the main questionnaire which was used at the second stage of the sampling. This was distributed to 2000 microentrepreneurs. The data generated were carefully analyzed. The objective of identifying the factors affecting microenterprises development was realized using the multivariate discriminant analysis, MDA. Out of the 9 variables analyzed, 8 were identified as significantly affecting microenterprise development. These factors include the lack of modern equipment, government policies, and the lack of finance/capital. The two other obj ectives were achieved using a combination of secondary materials from other researchers and materials from the survey. It was clear that there were more than enough support institutions but they were not accessible to microentrepreneurs due to some forms of information asymmetries or ignorance. It was also explained that a neglect of microenterprises and their roles in the economy will further push countries of Sub-Saharan Africa further away from their aspirations of sustainable economic development. The recommendation is that SSA countries should see the development of microenterprises as matter of priority or face the consequences of neglect.

Book excerpt: Small and micro enterprises have been an important theme in development thinking since 1950s, yet for a variety of reasons East African governments and administrations have been sceptical about their role in their own countries' development. While many constraints have been lifted by the more liberal policies of the 1990s, many micro entrepreneurs and their labourers, primarily women, are still fighting for an enlarged social space. The papers in this book describe these strategies of negotiation between rural micro enterprises and the new liberalised rural economy.

Book excerpt: While there have been numerous books and articles written on the popular topic of microfinance , few books have been written on the business model behind it: the microenterprise . Due to its diversity of thought and high quality of chapter contributions, this book is poised to be the book on microenterprises . Contemporary Microenterprise is a collage of the latest research and viewpoints on the subject by recognized academics and experts from around the globe. Through the confluence of diverse and profound voices from around the world, very small (micro) businesses have proven to be the most prevalent and fastest-growing business form, and a suitable model for enterprise survival and success in a challenging global economy. Joseph Mark Munoz has brought together an international cast of contributors, and draws insights from concepts and cases from locations such as Vietnam, the United States, Latin America and Africa. The chapters include conceptual frameworks and research that yield valuable lessons and practical business solutions. The broad scope of this compendium, coupled with its careful attention to detail, will be of critical value to business students and their professors, industry executives, government officials, policymakers, consultants and entrepreneurs.

For this reason, the USAID included ME development in its programming. In 2001, the agency reported that it was conducting ME projects in 52 countries and had obligated almost $2 billion since 1988 to support its program. The program supports micro loans, among other services, to assist poor entrepreneurs. This report: determines the extent to which the agency's microfinance activities are meeting the program's key objectives; assesses the reliability of USAID's reporting on its overall ME activities; and examines the agency's role in identifying and disseminating ME best practices.
