One of the AFGLSC's focus areas is to improve Air Force supply chain processes. Imbedded in this focus area is the requirement to define and deploy a supply chain risk management program. Supply chain resilience has been identified as a method of enhancing traditional risk management associated with commercial supply chains both in recent literature and research. This leads to the problem statement: Does recent literature and research provide AFGLSC with a method to enhance current supply chain risk management with supply chain resilience? A literature review identified a supply chain resilience framework and measurement tool that could be of potential benefit to Air Force supply chain managers. The Supply Chain Resilience Assessment and Management (SCRAM (trademark)) tool is used to measure current supply chain vulnerabilities and capabilities, provide recommendations for improvements, and provide information to better prepare supply chain leadership with managing products, processes, and relationships. Eleven Air Force weapon systems were identified and organized into two groups based on their current position (phase) within the weapon system life cycle. Phase I is identified as weapon systems from conception through production and Phase II is identified as weapon systems from post production through disposal. SCRAM was used to measure the vulnerabilities and capabilities of each USAF weapon system to determine if differences existed as they progressed through the weapon system life cycle. The results indicate that the supply chain resilience framework and measurement tool provide Air Force leadership with the information they need to improve the strategic management of their supply chain.

In response, the National Defense Authorization Act for Fiscal Year 2012 directed the Secretary of the Air Force to have a federally funded research and development center provide an independent review of the proposed reorganization. In January 2012, RAND Project AIR FORCE was tasked to conduct this review, the purpose of which was to describe the functional responsibilities, manpower authorizations, and disposition of AFMC's proposed restructure, including an assessment of life-cycle costs; to independently assess how realignments would likely affect life-cycle management, weapon system sustainment, and support to the warfighter; and to examine options for providing effective and efficient weapon system life-cycle management. The resulting analysis was limited to how the reorganization would affect product development/support-system design and operations support (depot maintenance and Air Force supply chain operations). It did not examine how the reorganization affects the management of nuclear weapons, developmental testing, or laboratory and basic research. For context, the report also includes a comprehensive overview of the history of Air Force life-cycle management and the changing roles and responsibilities of the organizational precursors to AFMC.

However, over the past 5 years GAO has reported on key risks associated with the system, such as challenges deploying the F-35 with ALIS, inaccurate data that reside in ALIS, and ineffective training for personnel who need to use ALIS. This report assesses the extent to which (1) improvements have been made over the past 5 years and challenges remain for ALIS users, and (2) DOD is taking actions to enhance the long-term viability of the system. GAO is recommending that DOD track how ALIS is affecting readiness of the F-35 fleet and develop a strategy for the ALIS re-design. In addition, GAO believes that Congress should consider requiring DOD to develop a performance measurement process for ALIS.
