Book excerpt: This book reappraises the Japanese employment system, characterized by such practices as the periodic recruiting of new graduates, lifetime employment and seniority-based wages, which were praised as sources of high productivity and flexibility for Japanese firms during the period of high economic growth from the middle of the 1950s until the burst of bubbles in the early 1990s. The prolonged stagnation after the bubble burst induced an increasing number of people to criticize the Japanese employment system as a barrier to the structural changes needed to allow the economy to adjust to the new environment, with detractors suggesting that such a system only serves to protect the vested interests of incumbent workers and firms. By investigating what caused the long stagnation of the Japanese economy, this book examines the validity of this currently dominant view about the Japanese employment system. The rigorous theoretical and empirical analyses presented in this book provide readers with deep insights into the nature of the current Japanese labor market and its macroeconomic impacts.

Available in PDF, EPUB and Kindle. Book excerpt: "The century-long process by which a distinct pattern of Japanese labor relations evolved is traced through the often turbulent interactions of workers, managers, and, at times, government bureaucrats and politicians. The author argues that, although by the 1920s labor relations had reached a stage that foreshadowed postwar development, it was not until the 1940s and 1950s that something closely akin to the contemporary pattern emerged. The central theme is that the ideas and actions of the workers, whether unionized or not, played a vital role in the shaping of the system. This is the only study in the West that demonstrates how Japanese workers sought to change and to some extent succeeded in changing the structure of factory life. Managerial innovations and the efforts of state bureaucrats to control social change are also examined. The book is based on extensive archival research and interviewing in Japan, including the use of numerous labor-union publications and the holdings of the prewar elite’s principal organization for the study of social issues, the Kyochokai, both collections having only recently been catalogued and opened to scholars. This is an intensive look at past developments that underlie labor relations in today’s Japanese industrial plants."

Book excerpt: This publication deals with current labor market issues in Japan, Germany and the European Union. In the book, the "labor market" serves as central focus point, yet the methodology of addressing this focus point is very broad. It includes the analysis of the general labor market development and its conditions in the European Union and in Japan as well as more specific investigations, such as the impact of fiscal policies, exchange rates or information technology on the demand for labor. The book also focusses on the single firm level, particularly on organizational performance, worktime flexibility and on occupational health and safety management. Other contributions address specific subsectors of the economy, such as the role of the female workforce in Japan, the development of the rural labor market in East Germany or the comparative impact of international workforce migrations in Hungary and in Japan. The results of the book, which reflect the outcome of an international conference at the University of Freiburg in 1996, may help to understand in more detail one of the most complex and serious problems of today's society and to find ways for its solution.

Book excerpt: After the collapse of Japan's bubble-economy in the late 1980s, a wide range of neo-liberal reforms were introduced which dramatically affected the nature of the labor market. These reforms expanded and consolidated a two-tier market, widening the gap between those who benefit from the 'company citizenship' of 'regular' (long-term, secure) employment conditions and those who are increasingly disadvantaged by reduced income and security in the peripheral Ã?Â?Ã?Â?non-regular system of casual and short-term employment. The contributions in this volume use the 2005 Social Stratification and Mobility (SSM) survey data to analyze the effects of Japanese labor market reforms on social mobility, social welfare, company 'citizenship, ' incomes, as well as the policy implications for homelessness. (Series: Social Stratification and Inequality) *** "The volume makes a timely contribution in the context of extensive public debate in the media and recent academic works about the widening gap between rich and poor, and about the consequences of that gap for individuals and the society as a whole. The book is a valuable addition to the field and complements recent publications on social inequality . . . [and] is significant in two major ways. The first is that, going beyond quantitative changes in social inequality, it illuminates, and convincingly argues for, qualitative changes in social inequality. This is insightful. It advances our understanding of patterns of inequality, since we have long seen debates on increasing inequality in income and life chances and in terms of the 'working poor' and 'new poverty.' The second significance is the authors' insistence that institutions rather than individual attributes guide social inequality . . . Institutions set boundaries to, and guide, family and individual decision and actions, which have resulted in the qualitative changes in social inequality in the last three decades." - Journal of Japanese Studies, Vol. 40, No. 1, 2014Ã?Â?Ã?Â?

Available in PDF, EPUB and Kindle. Book excerpt: Divisions of Labor positions the ideological and organizational evolution of the Japanese labor movement within the larger historical currents that shaped and organized labor globally in the twentieth century. Interspersing detailed narratives of Japanese labor history with analyses of parallel developments in Western European and international labor movements, Lonny Carlile shows how world views and labor movement strategies were shared across national boundaries and shaped in similar ways in the industrialized West and East. Beyond this, he highlights how in both Western Europe and Japan issues that had divided labor since the 1920s were central to the Cold War, which kept labor movements at odds with themselves internally in systematically similar ways. His book suggests that, to the extent that the historical courses of labor movements diverged, this was as much a uh_product of differences in geopolitical location as any inherent cultural or nationally specific ideological tendency. The volume’s approach brings to the fore an important new dimension to our existing understanding of post–World War II Japanese labor and political history by outlining the connection between the politics of Japanese labor and the structure and dynamics of global politics. In addition, by drawing out these parallels and similarities, it provides thought-provoking insights into twentieth-century labor movements in general. Divisions of Labor will be of interest not only to students and specialists of Japan and East Asia, but also to readers with a more general interest in labor history and politics, diplomatic history, Cold War history, comparative politics, and sociology.

Book excerpt: Despite its low unemployment rate, the recent shift in the Japanese Beveridge curve indicates increased labor mismatch. This paper quantifies the age, employment-type (full or part-time), and occupational mismatch in the Japanese labor market following Sahin and others (2013). Between April 2000 and April 2013, the age mismatch has steadily declined while the occupational and employmenttype mismatch has shown a countercyclical pattern, showing a sharp increase during the global financial crisis. Occupational mismatch accounted for approximtely 20-40 percent of the recent rise in the unemployment rate in Japan. The magnitude was comparable to that of the U.K. and the U.S.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive overview of Japanese labour market institutions and practices with respect to employment issues and labour payments. It contains extensive discussion of the effects of industrial relations, small business activity, business cycles and schooling on work and pay. An early chapter is devoted to presenting, in an accessible manner, essential labour market ideas and concepts that recur throughout the text. Important topics covered include (i) unions and wage determination, (ii) the breakdown of total labour costs, (iii) the Japanese bonus system, (iv) the employment life-cycle, (v) small businesses and subcontracting, (vi) pay and productivity over the business cycle. A key feature is that subject areas and themes are examined within a comparative United States/European framework. This allows assessments of whether or not the structure and performance of the Japanese labour market has differed from experience elsewhere.

Available in PDF, EPUB and Kindle. Book excerpt: In the second half of the 1980s Japan has emerged as one of the new major destination countries for migrants from Asia. The migrant labour pool was then joined by Japanese descendants from South American countries in the 1990s. Japan's policy of keeping the labour market closed to foreign unskilled workers has remained unchanged despite the 1990 immigration policy reform, which met the growing need for unskilled labour not by opening the 'front-door' to unskilled workers but by letting them in through intentionally-provided 'side-doors'. This book throws light on various aspects of migration flows to Japan and the present status of migrant workers as conditioned by Japan's immigration control system. The analysis aims to explore how the massive arrival of migrants affected Japan's immigration policy and how the policy segmented the foreign labour market in Japan.
