Book excerpt: This is the third state and outlook report on the European environment produced by the European Environment Agency (EEA) since 1994. The last report, published in 1999 concluded that, despite 25 years of Community environmental policy, environmental quality in the European Union (EU) was mixed and that the unsustainable development of some key economic sectors was the major barrier to further improvements. That remains the EEA's key conclusion, despite significant progress on some issues demonstrating that environmental policy works. The next report is due in 2010, and the EEA intends to have played its part in reversing unsustainable trends in sectors such as energy, agriculture and transport. This report is in four parts: (A) an integrated assessment of the atmospheric, aquatic and terrestrial environment; (B) a core set of indicators, including pollution, biodiversity, climate change, agriculture, energy, fisheries and transport; (C) country analysis; and (D) a bibliography of EEA publications since 2000.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union (EU) has a hugely important effect on the way in which environmental policies are framed and implemented in many different parts of the world, but especially Europe. The new and comprehensively revised edition of this well-known textbook provides a state-of-the-art analysis of all the EU’s environmental policies. Comprising five parts, it covers the rapidly changing context in which EU environmental policies are made, the key actors who interact to co-produce policy and the most salient dynamics of policy making, ranging from decision making through to implementation and evaluation. Written by leading experts in the field, individual chapters examine how the EU is responding to a multitude of different problems including biodiversity loss, climate change, energy insecurity, and water and air pollution. They tease out the many important ways in which the EU's policies on these topics co-evolve with national and international environmental policies. In this third edition a mixture of learning features are employed to ensure that undergraduate and postgraduate students fully understand how EU policies in this vital area developed in the past and how they are now adapting to the rapidly evolving challenges of the twenty-first century.

Book excerpt: "Despite more than 25 years of Community Environmental Policy - which has been successful in its own terms - general environmental quality in the European Union is not recovering significantly, and in some areas, it is worsening. This present report confirms both that situation and the fact that the unsustainable development of some economic sectors is the major barrier to improvement. Up to now what has been missing has been an assessment of whether the actual economic, sectoral and environmental policies over the next decade or so will bring improvements, or whether there are trends and developments pushing us off target and seriously challenging substantial progress. This report is designed to address this issue, providing information on the current state and future trends that is of direct use for deciding on sound and effective measures to really improve and protect the environment and move towards more sustainable development."--Editor.

Available in PDF, EPUB and Kindle. Book excerpt: Voluntary environmental agreements (VEAs) – generally agreements between government and business – have been regarded by many as a key new instrument for meeting environmental objectives in a flexible manner. Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. The book is divided into four sections. First, existing agreements, their development and efficacy are considered; second, the prospects for voluntary agreements in developing and transitional economies are discussed; third, a range of authors examine the role of VEAs as part of the policy mix to combat climate change; and, finally, the book concludes with an examination of how new tools for evaluating and improving VEAs could be utilized in the future. Voluntary Environmental Agreements will be of interest not only to academics, governments and businesses wishing to understand this specific instrument, but also to those already implementing or considering applying VEAs to meet their environmental objectives.

Book excerpt: This is an accessible but sophisticated introduction to, and analysis of, the increasingly important role of the European Union in environmental policy. The book ranges widely over the emergence and evolution of the EU role in this critical field of policy, the relationship between policies made at the EU and member state levels, and the nature of the environmental policy process. The book ends with in-depth studies of EU activities in key policy areas--from air quality and waste management to global warming--and sums up the successes and failures of EU policy to date.

Available in PDF, EPUB and Kindle. Book excerpt: A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.
