Book excerpt: The harvest, use, and sharing of salmon and other wild resources by Bristol Bay and Alaska Peninsula communities has been well documented by the Division of Subsistence over the past four decades. Remote Alaska Native communities in these regions remain economically and culturally dependent on their traditional fishing and hunting practices. This report describes the results of a project that documented salmon harvest and use patterns in six Bristol Bay and Alaska Peninsula communities (Chignik Bay, Chignik Lagoon, Chignik Lake, Perryville, Port Heiden, and Egegik) for 2016 in order to illustrate the household and community networks that facilitate the harvesting, processing, sharing, bartering, and trading of subsistence salmon resources within the communities, across the broader region, and throughout Alaska. Systematic household surveys and semi-structured interviews were used to capture detailed representations of harvest, use, and sharing practices in each study community for the 2016 study year. This report illustrates the qualitative and quantitative data collected during this research and situates the results within a broader discussion of resource management. Employing both types of research methods provided a detailed snapshot of sharing practices for the 2016 study year and allowed for comparisons among study communities, as well as a detailed description of the cultural values that shape these practices and the broader social and historical contexts in which they are embedded. The study found that subsistence use of salmon was almost universal in the study communities in 2016 and that most households were engaged in the exchange of salmon. In all study communities combined, 96% of households used salmon, 80% of households received salmon from other households, and 56% of all households gave salmon to others. The average per capita harvest of salmon in 2016 in the study communities combined was 118 lb. Sockeye salmon was the main salmon species harvested, composing more than one-half of the salmon harvest, by numbers of fish, in each community. The sharing network analysis revealed that each study community’s networks (local and non-local) have unique structural features and that sharing plays a critical role in community cohesion and overall social wellbeing in all the study communities. Salmon harvested by these communities were shared throughout Alaska and elsewhere, but the research documented very few instances of barter or customary trade. The project demonstrated how vastly important salmon resources are not only to the residents of these communities, but also to the extensive network of people living elsewhere.

Book excerpt: The Alaska Department of Fish and Game and Orutsararmiut Native Council in Bethel conducted a voluntary survey program to estimate subsistence salmon harvest for the Kuskokwim Management Area in 2019. This study was a continuation of the Kuskokwim Management Area subsistence salmon monitoring program, which has documented annual subsistence salmon harvests since 1960. Harvest information was collected primarily through postseason household surveys. Simple random sampling and stratified random sampling techniques were used, based on community size and user group designations, to select households to be surveyed. For the community of Bethel, subsistence salmon harvest information was collected by Orutsararmiut Native Council. The Alaska Department of Fish and Game surveyed the remaining communities in the Kuskokwim Management Area. Households were surveyed in 26 communities, including most communities within the Kuskokwim River drainage and south Kuskokwim Bay. In 2019, subsistence salmon fishers in the Kuskokwim Management Area reported harvesting five species of Pacific salmon, including Chinook Oncorhynchus tshawytscha, chum O. keta, sockeye O. nerka, coho O. kisutch, and pink salmon O. gorbuscha. The results indicate that more than one-half of Kuskokwim Management Area community Chinook salmon harvests fell below their respective 10-year averages and all but three community harvests were less than their 10-year average harvests for chum salmon in 2019. Further, more than two-thirds of Kuskokwim River drainage area community sockeye and coho salmon harvests fell below their respective 10-year averages. All surveyed communities surpassed their 5-year averages for Chinook salmon harvests in 2019; however, the majority of communities fell below their 5-year average harvests for chum salmon. One-half of community harvests fell below their respective 5-year averages for sockeye salmon whereas over three-quarters of communities fell below their 5-year averages for coho salmon. Information from the Kuskokwim Management Area subsistence salmon monitoring program, including information recorded in 2019, are used by the Alaska Department of Fish and Game, U.S. Fish and Wildlife Service, Alaska Board of Fisheries, the Federal Subsistence Board, the North Pacific Fishery Management Council, and numerous fishery stakeholder groups that advise these agencies in management and regulation of the fishery.

The primary fishing gear types used were set gillnets (40%), drift gillnets (33%), dip nets and other gear types (20%), and fish wheels (6%). Approximately 1,759 households owned 5,388 dogs and 197 households fed an estimated 66,688 salmon to dogs.

Book excerpt: Five Bristol Bay area communities located on or near the Nushagak River were selected to participate in research about salmon use and harvest, and participation in the subsistence fishery and harvest monitoring program. Post-season salmon harvest surveys were administered to households in Clarks Point, Ekwok, New Stuyahok, and Koliganek in 2013 and 2014, and in Dillingham in 2014 and 2016. The surveys were used to develop household use and harvest estimates for salmon; identify fishing and harvest locations and gear types used to harvest salmon; and gather assessments of changes to harvests and sufficiency of salmon supply. Households were also asked about their participation in the subsistence salmon permit program. Key respondent interviews and participant observation were also used throughout the study period to more fully explore the social and economic relationship that the communities have to salmon: there was a specific emphasis to collect local traditional knowledge about Nushagak River Chinook salmon stock abundance, health, habitat, and fisheries management, as well as individual experiences and histories regarding subsistence practices in Bristol Bay. This research was recommended in 2013 by the Alaska Department of Fish and Game (ADF&G) Chinook Salmon Research Team. Either sockeye or Chinook salmon was the most harvested species, in pounds usable weight, for all the study communities in every study year. Most households traveled some distance away from their community to obtain the salmon they needed for home use. Subsistence gillnet was the most common gear type used to harvest salmon, but coho salmon accounted for more of the rod and reel gear harvest than any other species at every community that used rod and reel gear. For both study years, the range of per capita harvests for all salmon spanned from 91 lb to 701 lb per person, and for Chinook salmon spanned from 42 lb to 218 lb per person. Post-season household surveys identified salmon harvests that were not reported to the harvest monitoring program, which yielded recommendations for improved community participation in subsistence fishing reporting. Key respondent interviews collected statements from community residents about their concerns for the health of salmon stocks in Bristol Bay and valuable descriptions of changed salmon habitat and abundance.

Households were surveyed in 28 communities in the Kuskokwim Management Area, including most communities along the Kuskokwim River and all communities within south Kuskokwim Bay. Subsistence salmon harvest estimates in 2016 were 36,268 Chinook, 46,026 chum O. keta, 54,627 sockeye O. nerka, 39,388 coho O. kisutch, and 4,527 pink salmon O. gorbuscha.
