Subnational political regimes controlled by hard-line antidemocratic elements linked to the Institutional Revolutionary Party (PRI) remain important in late-twentieth-century Mexico, even in an era of much-intensified interparty competition. The survival and even strengthening of state and local authoritarian enclaves in states like Puebla, Tabasco, Guerrero, Oaxaca, Chiapas, and the Yucatan raises serious questions: To what extent will failure to democratize in states and localities where little or no political change has occurred constrain or disrupt the national-level democratization process? How can Mexican leaders engineer a deconcentration of political power and a fiscal decentralization that do not simply strengthen authoritarian elites in the periphery?Drawing on recent field research in ten Mexican states, the contributors show how the increasingly uneven character of democratization in Mexico can be a significant obstacle to the completion of the process in an expeditious and lowconflict manner.

Book excerpt: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Even after a national government is democratized, subnational authoritarian 'enclaves' often continue to deny rights to citizens of local jurisdictions. Gibson offers new theoretical perspectives for the study of democratization in his exploration of this phenomenon. His theory of 'boundary control' captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or 'states'). He also reveals how federalism and the territorial organization of countries shape how subnational authoritarian regimes are built and how they unravel. Through a novel comparison of the late nineteenth-century American 'Solid South' with contemporary experiences in Argentina and Mexico, Gibson reveals that the mechanisms of boundary control are reproduced across countries and historical periods. As long as subnational authoritarian governments coexist with national democratic governments, boundary control will be at play.

In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”

Book excerpt: This dissertation addresses the issue of regime juxtaposition -that is, the existence of subnational undemocratic regimes SURs alongside national democratic governments. More specifically, the study explores the factors that facilitate the reproduction of these regimes in Argentina and Mexico, two countries that have recently experienced national democratization albeit in a territorially uneven fashion. The first part of this study builds on an original dataset collected during fieldwork in Argentina and Mexico to measure levels of democracy across all twenty-four Argentine provinces and thirty-two Mexican states. In doing so, this dissertation then provides a systematic and comprehensive assessment of how subnational democracy has varied and evolved among disparate subnational units and over time. The second part of the dissertation develops an analytic framework to explain SUR continuity. The framework is then tested using a variety of qualitative and quantative methodologies in two countries and four subnational cases. Building on a cross-sectional time series analysis, and on an in-depth qualitative comparative study which gathered evidence in 150 original interviews with key national and subnational political actors, the study finds that SURs' financial dependency on the federal government and the nature of SURs' state-administrations, in combination with national variables, are the primary factors explaining different trajectories of SUR continuity.

In Votes, Drugs, and Violence, Guillermo Trejo and Sandra Ley develop a political theory of criminal violence in weak democracies that elucidates how democratic politics and the fragmentation of power fundamentally shape cartels' incentives for war and peace. Drawing on in-depth case studies and statistical analysis spanning more than two decades and multiple levels of government, Trejo and Ley show that electoral competition and partisan conflict were key drivers of the outbreak of Mexico's crime wars, the intensification of violence, and the expansion of war and violence to the spheres of local politics and civil society.
