Available in PDF, EPUB and Kindle. Book excerpt: In Missed Opportunities, Marc Raboy reveals the short-sightedness behind the traditional view of Canadian broadcasting policy as an instrument for promoting a national identity and culture. He argues that Canadian broadcasting policy has served as a political instrument for reinforcing a certain image of Canada against insurgent challenges, such as maintaining the image of Canada as a political entity distinct from the United States and acting against internal threats, most notably from Quebec. It has served as a vehicle for the development of private broadcasting industries and to further the general interests of the Canadian state. Most of the time, Raboy maintains, this policy has been the object of vigorous public dispute.

Loverboy. Bryan Adams. The Barenaked Ladies. The Tragically Hip. Céline Dion. Arcade Fire. K-oS. Feist. These musicians are national heroes to generations of Canadians. But what does it mean to be a Canadian musician? And why does nationality even matter? Canuck Rock addresses these questions by delving into the myriad relationships between the people who make music, the industries that produce and sell it, the radio stations and government legislation that determine availability, and the fans who consume it and make it their own. An invaluable resource and an absorbing read, Canuck Rock spans from the emergence of rock and roll in the 1950s through to today's international recording industry. Combining archival material, published accounts, and new interviews, Ryan Edwardson explores how music in Canada became Canadian music.

Book excerpt: This volume is a compilation of papers reflecting many of the issues related to telecommunications that are being debated today and are likely to continue to be addressed in the next few years. The papers examine the ways in which economic and technological forces are changing the regulation of telecommunications and the characteristics of the industry itself. After an introduction on issues such as the information highway, industry consolidation, market integration, and constraints on new policies, the papers cover such topics as the changes in Canadian telecommunications and their economics, the role of telecommunications in productivity and competition, the business network concept as an alternative governance structure, competition policy, convergence of technologies, separation of infrastructure from services, European telecommunications policy, and the historical context in which Canada has handled earlier transformations of a technological nature.

Available in PDF, EPUB and Kindle. Book excerpt: In Canada, the audio-visual and print industries are referred to as the cultural industries, whereas the United States calls them the entertainment industries. These language distinctions are accompanied by different domestic policies and political discourses. The United States has relatively open policies toward these activities, while Canada has adopted an inward-looking approach. Failure to integrate cultural industries into NAFTA and WTO has led to trade disputes between Canada and the United States over copyrights, television licensing, violence in media, and discriminatory magazine policy, indicating the need for an agreed-upon process for settling cultural trade disputes. Much Ado about Culture explores the differing sets of policies--cultural nationalism versus the open option--and the resulting conflicts in the context of technological developments as well as international agreements dealing with trade, investment, copyright, and labor movements. The Canadian cultural industries are examined, from film and television production and distribution to broadcasting, publishing, and sound recording. Several areas of recent conflict, such as Sports Illustrated, Country Music Television, and Borders Books, highlight the types of policies disputed, the process followed, and the conclusions reached. Finally, the authors propose an alternative approach to constraining national cultural policies by international agreement that would allow the gains from openness to be realized while serving legitimate cultural concerns. Authored by the acknowledged experts on trade disputes in the cultural arena, this book will be essential reading for international economists, policymakers, and lawyers interested in the cultural industries. Keith Acheson and Christopher Maule are Professors of Economics, Carleton University, Ontario.

Available in PDF, EPUB and Kindle. Book excerpt: The impact of information technology (IT) on government in the last five years has been profound. Using the governments of Canada and Ontario (both recognized as international leaders in the use of IT) as case studies, Digital State at the Leading Edge is the first attempt to take a comprehensive view of the impact of IT upon the whole of government, including politics and campaigning, public consultation, service delivery, knowledge management, and procurement. Using the concepts of channel choice, procurement market analysis, organizational integration, and digital leadership, this study explores the inter-relationships among all these aspects of the application of IT to government and politics. The authors seek to understand how IT is transforming government and what the nature of that transformation is. In the process, they offer an explanation of Canada's relative success, and conclude with practical advice to politicians and public servants about how to manage IT in government more effectively. Based on new and original research undertaken over the last five years, the findings of this intriguing study will be of interest to those studying or working in the fields of public administration, political science, and information technology.

Book excerpt: This book examines the impact of the Canadian Broadcasting Corporation/Société Radio Canada (CBC/SRC) on the development of art music in Canada during the broadcaster’s first fifty years (1936-1986). In so doing, it investigates the achievement of one man: John Peter Lee Roberts. Born in Australia, he arrived in Canada in 1955, and, over the next thirty years, he worked tirelessly as a producer, administrator and adviser at the state broadcaster to bring the music of Canada to the world and the world of music to Canadians. Roberts also played a crucially important role in commissioning, disseminating and promoting new music by Canadian composers.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers the first comparative monograph on the management of elections. The book defines electoral management as a new, inter-disciplinary area and advances a realist sociological approach to study it. A series of new, original frameworks are introduced, including the PROSeS framework, which can be used by academics and practitioners around the world to evaluate electoral management quality. A networked governance approach is also introduced to understand the full range of collaborative actors involved in delivering elections, including civil society and the international community. Finally, the book evaluates some of the policy instruments used to improve the integrity of elections, including voter registration reform, training and the funding of elections. Extensive mixed methods are used throughout including thematic analysis of interviews, (auto-)ethnography, comparative historical analysis and, cross-national and national surveys of electoral officials. This text will be of key interest to scholars, students and practitioners interested and involved in electoral integrity and elections, and more broadly to comparative politics, public administration, international relations and democracy studies.
