Book excerpt: This paper presents a critical survey of the literature on the "resource curse", focusing on three main questions: (i) are natural resources bad for development?; (ii) what causes the resource curse?; and, (iii) how can the resource curse be overcome? In respect of these questions, three observations are made. First, while the literature provides considerable evidence that natural resource abundance is associated with various negative development outcomes, this evidence is by no means conclusive. Second, existing explanations for the resource curse do not adequately account for the role of social forces or external political and economic environments in shaping development outcomes in resource abundant countries, nor for the fact that, while most resource abundant countries have performed poorly in developmental terms, a few have done quite well. Finally, recommendations for overcoming the resource curse have not generally taken into account the issue of political feasibility.

[...] With respect to oil and gas development, the main themes of the energy plan include: • A focus on increased oil and gas production at the expense of economic development and envi- ronmental sustainability; • A weakened regulatory environment for the oil and gas sector, including allowing offshore oil development and coalbed meth- ane production; and With oil and gas reserves shrinking • A movement [...] In 2003, a request for proposals led to "over- subscription" in the plan and the Ministry of Energy and Mines increased the royalty credit for that year to $30 million.29 Then, in June 2004, the BC government signed a $40 million agreement with a private company to upgrade the Sierra Yoyo Desan Resource Road in order to "generate an increase in oil and gas exploration and development activities in [...] The BC energy plan expresses a bias towards lifting the moratorium (Policy 11), though the exact language is ambiguous: it calls for the Ministry of Energy and Mines to both "develop a provincial posi- tion" on the moratorium and "move...toward development of offshore resources." Book excerpt: Locally and globally, mega-hydraulic projects have become deeply controversial. Recently, despite widespread critique, they have regained a new impetus worldwide. The developmentand operation of large dams and mega-hydraulic infrastructure projects are manifestations of contested knowledge regimes. In this special issue we present, analyze and critically engage with situations where multiple knowledge regimes interact and conflict with each other, and where different grounds for claiming the truth are used to construct hydrosocial realities. In this introductory paper, we outline the conceptual groundwork. We discuss ‘the dark legend of UnGovernance’ as an epistemological mainstay underlying the mega-hydraulic knowledge regimes, involving a deep, often subconscious, neglect of the multiplicity of hydrosocial territories and water cultures. Accordingly, modernist epistemic regimes tend to subjugate other knowledge systems and dichotomize ‘civilized Self’ versus ‘backward Other’; they depend upon depersonalized planning models that manufacture ignorance. Romanticizing and reifying the ‘othered’ hydrosocial territories and vernacular / indigenous knowledge, however, may pose a serious danger to dam-affected communities. Instead, we show how multiple forms of power challenge mega-hydraulic rationality thereby repoliticizing large dam regimes. This happens often through complex, multi-actor, multi-scalar coalitions that make that knowledge is co-created in informal arenas and battlefields.

Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

While the Arctic region, unlike Antarctica, has been inhabited for thousands of years, it is under unique threat because of its vulnerability toward resource exploitation and the deposition of various airborne pollutants. With its varied populations, and with eight Nations asserting territorial interests, the Arctic needs a careful approach to its protection and development. This report describes the current Arctic environmental legal regime. It also discusses the possibility of negotiating a sustainability treaty for the Arctic with high standards of environmental protection similar to those in the 1991 Protocol on Environmental Protection to the Antarctic Treaty. It is hoped that this review of the legal and policy contrasts between the Arctic and Antarctic can help in the consideration of future directions for the Arctic legal regime.
