Book excerpt: University institutions have been a recent innovation in Papua New guinea, a late product of that country's protracted development towards nationhood. Charged with rapidly augmenting an embryonic national bureaucratic-technical elite, they have been eminently successful in fulfilling their brief: since their foundation in the middle and late 1960s they have undertaken ambitious programmes of teaching and research, and have maintained the flow of graduates which helped make Independence possible in 1975. There have been costs, however. The proper role of universities in Papua New Guinea has long been a topic for lively - and sometimes disruptive - contention. The universities are autonomous bodies at the apex of a pyramid of government controlled institutions of tertiary education, the very complexity of which has ensured the persistence of numerous tensions. There have been many individuals and groups with interests in the system to defend, and ambitions to promote. At the same time the universities have been so central to the government's task of nation building that in trying to maximize its investment in them it has habitually sought to bring them, against their will, more closely under its control. Relations within and between the universities, and between them and the government, have consequently often been uneasy, especially in the period following Independence as the country trod an uncertain path into nationhood.

This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

Book excerpt: Health and social care in every system and in every country is labour intensive, and must be oriented to people's needs if it is to be effective. It is now widely recognized that human resources for health (HRH) are a key enabler for the attainment of universal health coverage, and for the achievement of Sustainable Development Goal (SDG) 3 - Ensure healthy lives and promote well-being for all at all ages. As is stressed in the Global Strategy on Human Resources for Health: Workforce 2030, there can be no viable national, or global, health system without an effective health workforce. The Global Strategy, adopted at the Sixty-ninth World Health Assembly in May 2016, challenges the erroneous narrative of health workers as a unit of cost in the production of health. The evidence instead presents an intersectoral agenda on the pre-condition of equitable access to health workers in the attainment of universal health coverage, along with a dynamic labour market understanding of the substantive impact on education, employment, jobs and innovation in the health and social care economy. The Global Strategy, therefore, enables governments and other relevant stakeholders to adopt a holistic, rather than fragmented, approach to ensuring that the health workforce contributes both to improved health and to broader socioeconomic development.

The people living on the PNG side of the border along the South Fly coast live in abject poverty, with a near total absence of services and infrastructure. The disparity in income, housing and health outcomes when compared with their nearby neighbours and relatives in the Torres Strait Islands, is extreme. The border is the focus of a range of interventions by the Australian and Queensland governments, including border protection, quarantine, marine resource management, and infectious disease control, including an alarming outbreak of multi-drug resistant tuberculosis. Restrictions are increasing on trading, fishing and access to Australian services. However, questions remain as to whether this focus is having unintended consequences, increasing the destitution and frustration on the PNG side, in turn exacerbating the security threat to Australia. And as the Australian border hardens, the Indonesian border beckons. This book presents the results of three years of research into the unique social and political geography of the borderland. The Torres Strait Treaty between Australia and PNG serves to construct a complex institutional layering, a tiered economy and a hierarchy of identities between those South Fly villagers who have rights under the Treaty to travel into Australia, and those who do not. This creates a politics of expectation and frustration that permeates everyday life along the South Fly coast, through which development projects must navigate.
