Book excerpt: This report documents work completed for the Directorate General for Energy (DG ENER) of the European Commission (EC) on the Study on energy subsidies and other government interventions in the EU. The work was done by a two-member consortium: Enerdata, the project lead, and Trinomics. It is the latest in a series of DG ENER studies going back to 2014 documenting energy subsidies and related instruments. The last study was also conducted by Enerdata and Trinomics and covered taxes and subsidies for 2008-2018 in the EU27 and G20. This study adds EU27 subsidy data for 2019 and 2020. Tasks 1-3 of this study involved collecting, documenting, normalising, controlling, and analysing subsidy data from national and EU sources. Task 4 compared this data to subsidy data reported by MSs in their National Energy and Climate Plans (NECPs), and collecting information on country policy environments affecting energy subsidies. Task 5 looked at how subsidy volumes (amount of payments) changed 2020 relative to 2019, the assumption being that the change was largely due to the economic and social impacts of the COVID-19 pandemic; in this task we also documented MS policy response measures to the pandemic that impact the energy sector by cataloguing and analysing information from MS Recovery and Resilience Plans (RRPs).

Book excerpt: This summary report presents the key results from the study on 'Energy costs, taxes and the impact of government interventions on investments in the energy sector' which brings together the findings of detailed task reports addressing: (1) the cost of energy (LCOE); (2) network costs; (3) external costs of energy; (4) energy taxes; (5) energy subsidies; and, (6) energy investments. This summary report also introduces three new synthesis analyses. The first analysis sums the results from (1)+(2)+(3) above to estimate a 'total cost of energy' per electricity technology. This shows that in the EU, wind energy, hydropower and nuclear power are the lowest cost technologies, whilst the fossil fuel technologies and biomass have the highest costs. The second analysis addresses energy taxes (4) and subsidies (5) and shows that subsidies to renewable energy are largely recovered through charges to consumers, and that tax revenues and their linked subsidies tend to move in tandem. The third analysis, compares the results of (3) and (4) to analyse the extent to which energy taxation compares to (internalises) the external costs identified in this work, it shows that for the EU27, consumption taxes for electricity are equivalent to around 50-60% of the external costs of electricity.

Section 3 analyses the role of subsidies in the observed dynamics of investments. Section 3.1 describes the power sector analysis and shows how fossil fuel and renewable subsidies affected the take-up of different technologies using a bottom-up energy sector model, FTT: Power. Section 3.2 to 3.5 present sector case studies using descriptive and econometric analysis. The first case study explores how fossil fuel subsidies impacted extraction investments. The second case study focuses on the electrification of transport and investigates the effect of subsidies on electric vehicle sales. The last case study analysis the buildings heating sector and the impact of buildings energy efficiency subsidies on heat pump sales.

In contrast, the prevailing image of the European Union is that of a highly bureaucratized polity favoring interventionist economic governance over free-market capitalism. In the context of clean energy, however, these roles appear to be somewhat reversed. A top-level survey of the U.S. clean energy policy landscape reveals a surprisingly pervasive reliance on government subsidies with few, if any, competitive elements. E.U. clean energy policy, meanwhile, reflects an unexpected commitment to market-based instruments and competition. This essay suggests that these counter-intuitive policy trends can be explained by critical differences in the black-letter law of both jurisdictions and its enforcement in the courts, among other factors. Unlike their American counterparts, E.U. judges prioritize the timely transition to a low-carbon energy economy over unrestricted competition among member states. As the European Union pushes for greater intrastate competition in clean energy policy, the United States focuses instead on defending the Founding Fathers' ideal of unfettered interstate competition.
