NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper. Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

In this provocative contribution to the disputes, university president Michael S. Roth focuses on important moments and seminal thinkers in America’s long-running argument over vocational vs. liberal education. Conflicting streams of thought flow through American intellectual history: W. E. B. DuBois’s humanistic principles of pedagogy for newly emancipated slaves developed in opposition to Booker T. Washington’s educational utilitarianism, for example. Jane Addams’s emphasis on the cultivation of empathy and John Dewey’s calls for education as civic engagement were rejected as impractical by those who aimed to train students for particular economic tasks. Consistently dominated by the Malay party UMNO, which represents the largest ethnic group, the Malaysian government requires the support of its Chinese, Indian, and East Malaysian minorities to retain control. The need to appeal to a politically and ethnically divided electorate restrains the arbitrary exercise of power by the ruling coalition. As a result, the government responds to popular aspirations, particularly since a split in the dominant Malay party in the 1980s. Yet it also controls the electoral process, ensuring victory in all national elections. Communal, social, and economic factors have all contributed in rather ambiguous ways to shaping the Malaysian political system. Communal tensions, change in the class structure, and the consequences of economic growth have generated pressures in both democratic and authoritarian directions. The government has been remarkably stable despite sharp ethnic divisions and, Crouch suggests, it is unlikely to move swiftly toward full democracy in the near future.

Book excerpt: In the United States, broad study in an array of different disciplines â€"arts, humanities, science, mathematics, engineeringâ€" as well as an in-depth study within a special area of interest, have been defining characteristics of a higher education. But over time, in-depth study in a major discipline has come to dominate the curricula at many institutions. This evolution of the curriculum has been driven, in part, by increasing specialization in the academic disciplines. There is little doubt that disciplinary specialization has helped produce many of the achievement of the past century. Researchers in all academic disciplines have been able to delve more deeply into their areas of expertise, grappling with ever more specialized and fundamental problems. Yet today, many leaders, scholars, parents, and students are asking whether higher education has moved too far from its integrative tradition towards an approach heavily rooted in disciplinary "silos". These "silos" represent what many see as an artificial separation of academic disciplines. This study reflects a growing concern that the approach to higher education that favors disciplinary specialization is poorly calibrated to the challenges and opportunities of our time. The Integration of the Humanities and Arts with Sciences, Engineering, and Medicine in Higher Education examines the evidence behind the assertion that educational programs that mutually integrate learning experiences in the humanities and arts with science, technology, engineering, mathematics, and medicine (STEMM) lead to improved educational and career outcomes for undergraduate and graduate students. It explores evidence regarding the value of integrating more STEMM curricula and labs into the academic programs of students majoring in the humanities and arts and evidence regarding the value of integrating curricula and experiences in the arts and humanities into college and university STEMM education programs.
