Book excerpt: Do you want to achieve startup speed at enterprise scale? Growth. It's what every company strives for. But it's become more and more elusive as companies struggle to hit their projected growth rates in an increasingly competitive market. While zero-based budgeting (ZBB) has been wielded for decades to cut costs, it falls short when it comes to spurring growth. But a zero-based mindset (ZBx) does that and more. ZBx facilitates forensic oversight into resource allocation that funnels savings back into growth initiatives and encourages new sources of innovation. The Big Zero shows how a ZBx approach focuses on agility over austerity, visibility over guesswork and the future over the past to fuel growth and competitiveness.

Book Synopsis Zero-Base Budgeting Impact on Air Force Laboratories by : Frederick Robert Taylor
Download or read book Zero-Base Budgeting Impact on Air Force Laboratories written by Frederick Robert Taylor and published by . This book was released on 1980 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research study is devoted to an examination of operational budgeting experiences in Air Force Research and Development Organizations. The specific objective was to investigate the lessons learned from the successes or failures of prior budgeting concepts to derive insights that could be used to improve the effectiveness of budgeting and administration in the Air Force. The study focuses on middle management's operational experiences with past and current budgeting concepts. The study concludes that Zero-Base Budgeting is working very effectively in Air Force research and development organizations, but not necessarily as advertised to the public as a concept to provide substantial reductions in government spending. The basic finding is that neither Zero-Base nor any other budgeting concept can impact no more than approximately twenty-five percent (25%) OF THE Federal budget, because roughly seventy-five (75%) is committed to permanent allocations such as social security, pensions and dept interest. Recommendations are made concerning the positive aspects of management involvement, feedback and communication between hierarchial levels as instruments of morale building and leadership development. The findings and recommendations of this study provide insights that can be beneficial in improving the effectiveness of budgeting and administration of Air Force research and development management.
