Book excerpt: Excerpt from Studies in Citizenship for Recruits Any efficient Army, large or small, must be composed of men so selected, trained, and allocated that every technical and military requirement of the service is met adequately and promptly. Disciplining the men in the habit of instant obedience, training them in the manual of arms, and drilling them in close order and extended order formations is more important than ever before, in view of the large number of men involved. In addition, the individual soldier, especially in combat troops, must show mental alertness, initiative, sense of responsibility, and devotion to duty to a high degree. The trained Army technician must also have these qualities developed in accordance with the requirements of his special work. Moreover, it is important that each soldier, officer, as well as enlisted man, understands fundamental business ideals and practices; that he is considerate, fair-minded, and reliable in his dealings with others; and that he understands his obligations as a citizen and is disposed to meet those obligations with fidelity and loyalty. As a basis for faithful and loyal service the enlisted man should know: 1. How to speak, write, and read simple English with understanding. 2. His duties as a soldier and citizen. 3. Enough of the long struggle for liberty to understand its meaning and to appreciate its value. 4. Enough of the sacrifices and achievements of America to inspire loyalty to the country and to the service. 5. Enough about human interdependence to inspire his disposition to act honestly, industriously, reliably, cooperatively, and thriftily. 6. Enough about current national and international problems to enable him to act intelligently in the discharge of his duties. 7. Enough about the mechanism of the American Government to understand his place and responsibilities in it. This course for enlisted men is designed to give them such knowledge and understanding of the army and the country it serves as will help them to perform their duties with intelligence and dependable loyalty. Book excerpt: Excerpt from American Citizenship In view of the large number of textbooks on civics already available, some very decided reasons should be forthcoming from those who venture to add another one to the long list. Our first plea in justification of this volume is our belief that the books on government now offered to the schools have certain fundamental defects. An examination of the extensive collection of texts in the Library of Congress, which embraces all of the most recent books on civics, shows that they fall into two groups: those which are formal and legal, and those which are "sociological," in character. The authors of the first group err, in our opinion, in treating government as a multitude of rules already well settled which, when committed to memory, are calculated to make good and wise citizens. The authors of the second group, it seems to us, in their revolt against the mechanistic theory of government, err just as much in minimizing those concrete political and administrative processes by which social work of a public character is accomplished and in emphasizing in civics private activities which are remote from official operations. For example, the principle of the separation of governmental powers, so scorned by the sociological school, is in fact more important, as we try to show, than half of the beneficent enterprises undertaken in the name of modern collectivism. And both groups of books are equally in error in so far as they seem to regard civic life as static or settled rather than dynamic and progressive. It is coming to be recognized that if the vote is to be used to the best purpose, if the most enlightened policy is to gain popular support, a deliberate effort must be made to prepare the mass of the people for the work of self-government. The training includes two different activities: firstly, experience of community life, with a view to promoting a wide social, as distinct from a sectional, consciousness; and secondly, a study of society in general, and the facts and principles of government in particular. In the former line a great amount of experiment and organization has already taken place. Some experiments, such as the scouting movement, have met with remarkable success, and certain of them - e. g. the Junior George Republic and the Little Commonwealth - have disclosed almost startling possibilities. In this volume we are concerned with the second branch of activity, the study of government, and this branch is almost as important as the other. The mere stimulation of interest in public affairs may even be dangerous unless it is under proper guidance. Uninformed public spirit may, in Harrington's phrase, "spit fire and blow up castles;" whereas the same impulse based on adequate knowledge is more likely to lead to constructive reform.
