As a senator, he was a strong voice for the military, and he openly criticized President Eisenhower for his defense policies and meager budgets. A vociferous advocate of the big bomber and ICBMs, he helped establish the missile gap myth, providing the Democratic Party with a key issue in the 1960 presidential race. His career was a reflection of this country's triumphs and fears, especially the post-World War II obsession with the Soviet Union. Once a vehement Cold Warrior, by the mid-1960's he had come to realize that international relations had to be understood as more than a struggle between the two superpowers, that the United States must establish national priorities in foreign commitments. Stuart Symington's Cold War credentials were impeccable. He first became involved with the federal government through war contracts while he was chief executive officer at Emerson Electric Company in St. Louis, Missouri. He left Emerson to serve President Harry S. Truman in a number of appointive positions. Chapters Two, Three, and Four discuss his service under Truman from 1945 until 1952, first as head of the Surplus Property Administration, Assistant Secretary of War for Air, the first Secretary of the Air Force, then as chairman of the National Security Resources Board and chairman of the Reconstruction Finance Corporation. In 1952 he decided to make his bid for the United States Senate. Chapters V and VI describe Symington's relationship with the Eisenhower Administration, where he emerged as a persistent critic, especially over the lack of military spending. Chapter VII examines his bid for the presidency in 1960. Chapters VIII and IX explore his views on the wars in Indochina and his relationship with Presidents Lyndon Baines Johnson and Richard M. Nixon. Chapter X analyzes his changing attitudes toward the Executive Branch, legislative responsibilities, and the Central Intelligence Agency. In the end the one time Cold Warrior had become a realpolitik statesman.
