Book excerpt: Naval Special Warfare (NSW) does not currently have a professional military education program for the enlisted community. There have been courses developed by the U.S. Navy, which all NSW enlisted members are required to attend in order to progress in rank, but there are no courses specifically designed to increase the tactical and operational effectiveness of the enlisted Sea, Air, and Land (SEAL) community. The current wars experience shows few deficiencies in our way of battle and there is an increasing interest in NSW to create programs designed for NSW by NSW in order to maximize the enlisted community's professionalism and capabilities on the battlefield. With the current demands on the NSW community and the increased pressure to increase our ranks, the development of our SEALs must be a priority, and it must be a continuous process in order to maintain the quality of the force. Through analysis of a survey of Naval Special Warfare officers and enlisted, this thesis attempts to determine what educational topics are critical for SEAL Chief Petty Officers. The results of this thesis will help determine the focus of the recently introduced Lead Chief Petty Officer's Combat Leadership course.

It is designed to ensure Navy Petty Officers are ready to fight and win wars at sea, under the sea, in the air, on land, and in outer space and cyberspace by exposing junior Petty Officers to innovative and modern leadership methodologies. Serving as the premiere leadership guide to junior Navy Petty Officers, it enhances development processes and tools such as the Navy Leader Development Framework, Education for Sea Power, Sailor 360, and Enlisted Leader Development courses. Furthermore, it reinforces modern lines of effort identified in the Chief of Naval Operations’ Design for Maritime Superiority and promotes the development of innovative leaders and strategic thinkers. This guide provides unique insights into the values, beliefs, attitudes, and skills that enable the success of naval leaders, how Petty Officers can use power bases, influence tactics, and managerial skills to achieve objectives, and how to influence their peers in support of organizational objectives to achieve the mission accomplishment.

Introduction The Backbone of the Armed Forces To be a member of the United States Armed Forces--to wear the uniform of the Nation and the stripes, chevrons, or anchors of the military Services--is to continue a legacy of service, honor, and patriotism that transcends generations. Answering the call to serve is to join the long line of selfless patriots who make up the Profession of Arms. This profession does not belong solely to the United States. It stretches across borders and time to encompass a culture of service, expertise, and, in most cases, patriotism. Today, the Nation's young men and women voluntarily take an oath to support and defend the Constitution of the United States and fall into formation with other proud and determined individuals who have answered the call to defend freedom. This splendid legacy, forged in crisis and enriched during times of peace, is deeply rooted in a time-tested warrior ethos. It is inspired by the notion of contributing to something larger, deeper, and more profound than one's own self. Book excerpt: This report presents results of an assessment of the Leadership and Management Education and Training (LMET) Leading Chief Petty Officer (LCPO) course held at the Naval Amphibious Base, Coronado, California, from 15 to 26 January 1979. This course was designed to increase the effectiveness of Leading Chief Petty Officers by providing them with competency skills found to be associated with superior performance in this billet. Twenty-two Chief Petty Officers participated as students and five Navy instructors conducted the course. The objectives of this assessment were: (1) To perform an on-site evaluation of the delivery of the course. Of specific concern was the ability and proficiency of Navy instructors to teach the course effectively and in compliance with course objectives. (2) To review instructor guides and student journals. Emphasis was to be on the adequacy of materials as they affect delivery. Also any local or program sponsor modifications made in the delivery since the initial course offering were to be evaluated. (3) To provide specific recommendations for management decisions concerning the assignment of Navy instructors to deliver the LCPO course.
