Book excerpt: This study presents and discusses structural features of the Mozambique economy through the lens of a recently constructed 2019 social accounting matrix (SAM). This is an important reality check of the SAM construction process since it brings together various data sources that are not necessarily consistent with each other into a single framework. A number of dimensions are explored including industry composition and factor earnings, imports and exports, household income and expenditure and some labour market data. Agriculture remains a dominant industry in Mozambique accounting for over 70 per cent of employment although its contribution to GDP is about 25 per cent. On the other hand, services, public and private together, represent 48 per cent of GDP and 21 per cent of employment. Manufacturing plays a minor role at 10 per cent of GDP and just over 4 per cent of employment, while mining with just over 11 per cent of GDP, accounts for just over 1 per cent of employment. In spite of the importance of agriculture for employment, a little over a third of household income is earned in rural areas. Some simple multiplier calculations show low economic integration.

Our findings reflect the significant short- and long-term challenges that Mozambican policy makers face. Broad-based dynamic change and structural transformation is lacking. Using structural decomposition analysis, the study finds that at the economy-wide level, final demand is the overwhelming determinant of the change in value added. The change in the final demand expenditure patterns and the shift between domestic and foreign final demand had little impact over the period of observation. The change in adding value per unit of gross output made a negative contribution to the overall change in value added. On average, industries became less adept at adding value to their intermediate inputs. On the other hand, a positive impact of the technology effect was found in that sectors shifted backward linkages such that this added to change in value added, although the effect is relatively small. This is confirmed in that the value added multipliers declined over the period whereas those of gross value of production remained more or less the same.

The diagnosis was of an economy that failed to maintain monetary control, consumed beyond its means, focused production excessively on nontraded goods, and relied on inefficient and inflexible microeconomic structures. Nevertheless, Mozambique was also at war. The pace of stabilization and structural adjustment quickened after 1992, when, concurrent with the demise of apartheid, civil strife finally came to an end. After more than 10 years of adjustment, the reform program has now been essentially implemented. Yet, this does not imply, as shown in this study, that sufficient conditions for sustained economic development are in place. Mozambique remains very poor, and even under highly optimistic assumptions about the future, the development process is set to last for decades. This report attempts to respond to some of the basic development challenges facing Mozambique and to provide both qualitative and quantitative insights for policymaking in the years to come. Throughout, the issues addressed are approached from an economy wide perspective. This study forms a part of the multicountry research initiative, Macroeconomic Reforms and Regional Integration in Southern Africa. This initiative covers six countries in the region and pays particular attention to the evaluation of the merits of alternative development strategies. The choice and design of an appropriate development strategy is by no means immediately evident for any developing country. However, for a country with abundant arable land and scarce human and physical capital, such as Mozambique, the role of agriculture in development is particularly interesting. In keeping with the focus on agriculture, a social accounting matrix (SAM) for 1995, with significant agricultural sector detail, was constructed as part of this study. The SAM contains 40 activities, including 13 agricultural and 2 food-processing activities, 3 factors of production, and 2 households (urban and rural). It captures two innovative but fundamental features of the Mozambican economy: high marketing costs for domestic, imported, and exported goods; and the significant prevalence of home consumption, particularly for rural households.

A social accounting matrix multiplier decomposition model is used -- in particular, an extension of the standard model that details the process of income distribution through the economy's institutions. When we focus on the impact on rural low-income households, the emphasis is on the food crop and food-processing sectors. The results suggest surprisingly that such households do not benefit much from exogenous increases in agricultural crops; high-income rural and urban households benefit more. A full decomposition of the multipliers suggests that rural low-income households link strongly to food-processing, but that the latter is not very prominent in the Mozambican economy due to high import penetration. The second focus is therefore on international trade, which reveals that the high rates of imports regarding food-processing are mainly sourced from South Africa.

The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.

Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.
