Further, failure of a fascia girder of Lakeview Drive bridge in Pennsylvania on December 27, 2005 and with a large number of aging bridges in the U.S., highway agencies are concerned about the safety of similar bridges. This project was developed to evaluate the capacity of distressed box-beam through load testing; investigate the impact of distress types identified during phase I of this project on flexure and shear capacities of a beam in a structural system; identify proper materials and methods for long lasting repairs to improve the structural integrity of distressed box-beam bridges; and by performing simulations of the construction process using finite element (FE) models investigate stresses developed in components during each stage of construction and under operation, develop recommendations for changes or modifications to the design procedures, construction process, material specifications, and to the maintenance and repair techniques of side-by-side boxbeam bridge deck. Six tasks were performed in this project ranging from literature review, instrumentation and load testing of a severely deteriorated fascia beam, laboratory investigation of fresh and hardened (durability) properties of shear key grout and repair materials, evaluation of mechanical properties of shear key grout and repair materials, construction process simulation, and evaluation of flexural and shear capacities of distressed beams considering structural system behavior. Recommendations of this project include selection of repair and shear key material, development of comprehensive inspection procedures to assure bridge safety and implementation of the rational design procedure given in the report for improved durability.

Book excerpt: Bridges B-0071 and B-0171 in Hamilton County, Ohio have been in service for about fifty years. They are short span bridges with prestressed concrete girders. Until late 2001, they had conventional reinforced concrete decks, which have been replaced with fiber reinforced polymer (FRP) decks. Two girders in bridge B-0171 were replaced with new prestressed girders. These bridges are significant as there are few instances of FRP decks on concrete girders. The Hamilton County Engineers Office contracted with the Civil Engineering Department at the University of Cincinnati to perform load testing on the bridges. Information gained from this research will seek to confirm the safety of the new technology, evaluate construction and design techniques with reference to the FRP deck, and determine overall performance of the bridge to provide understanding of the system. The two short span prestressed concrete bridges with fiber reinforced polymer decks were subjected to four sets of nondestructive truckload testing. Strain gauges were placed along the height of the girder cross-section, and longitudinally and transversely across the bottom of the deck. Displacement transducers were placed to measure overall girder displacement, relative deck displacement, deck panel separation, and deck-girder connection separation. A three-dimensional finite element analysis model was created to replicate the performance of each bridge. The two new prestressed girders in bridge B-0171 strengthened the bridge considerably and increased its load carrying capacity. But the old prestressed girders in bridge B-0071 and bridge B-0171 did not show any sign of deterioration. The four sets of test data collected over a two-year period show that the age effect on structural behavior is very small for both the bridges. The deck had very little influence on the distribution of loads in the structure for these bridges. Due to low deck stiffness and incomplete connectivity, the FRP deck did little to strengthen the girders. The long term monitoring of the deck result complied with the short term testing as reported by Eder8. The finite element model closely matched with the structural components of the original bridge. The new improved model is a better representation as it was calibrated with four sets of field data collected over a period of two years. The field test data from both tests shows that the girders are simply supported on the abutment. But the girders in the model are designed as fixed end beams to have a reasonable value for the modulus of concrete used in the model. In reality it can be assumed that the support condition is between fixed and simply supported. It was also demonstrated that the deck had very little influence on the distribution of loads in the structure for these bridges. The majority of the load transfer between girders was most likely due to the diaphragms. The Impact Factor based on one set of experimental results was 1.217. However, for analysis the LRFD value of 1.33 was used. The Load Rating Factor for bridge B-0071 was 1.66 and for bridge B-0171 was 2.48 with the governing truck loading being the Design load Type Tandem. These rating factors were based on girder performance only due to insufficient deck information.

In other countries the situation is similar. FHW A estimates the cost of a bridge replacement and reha bilitation program at 50 billion dollars. The major factors that have contributed to the present situation are: the age, inadequate maintenance, increasing load spectra and environmental contamination. The deficient bridges are posted, repaired or replaced. The disposition of bridges involves clear economical and safety implications. To avoid high costs of replacement or repair, the evaluation must accurately reveal the present load carrying capacity of the struc ture and predict loads and any further changes in the capacity (deterioration) in the applicable time span. Accuracy of bridge evaluation can be improved by using the recent developments in bridge diagnostics, structural tests, material tests, structural analysis and probabilistic methods. There is a need for an international exchange of advanced experience to increase the research effi ciency. The Workshop is organized on the premise that the exchange of existing American and European experience in the area of bridge evaluation, repair and rehabilitation is beneficial for both parties involved.

The structural performance is investigated at the local level in the form of delamination and spalling and at the global level in the form of strength and serviceability load rating and reliability index. At the local level, Infrared scanning combined with high-definition image scanning is utilized to provide a rapid condition assessment of the bridge components (deck, superstructure, and substructure). Two scans are performed, a year apart. The results of the two scans are compared to each other and to the bridge element level inspection report. A new approach is developed to identify areas where further evaluation is recommended. At the global level, A novel approach is introduced to assess the impact of girders' deterioration on the load rating, component reliability index, and system reliability index of the bridge. The impact of repairs to the girders is also assessed while accounting for uncertainties in the loading, capacity terms, and repair procedures. Computer vision-based load test, validated and supplemented by strain gauge and potentiometers sensors, is utilized to measure deflection under static and dynamic loading conditions. The effect of field-derived distribution factors and dynamic impact factors is investigated for the load rating and component and system reliability indices. The findings of this investigation are used to develop a decision tree for recommending the utilization computer vision-based load test to explore possible increases in load rating or target component reliability.

There are more than six hundred thousand bridges on the highway system in the United States. Approximately one third of these bridges are in need of maintenance and will cost more than $120 billion to rehabilitate or repair. Several factors affect the performance of bridges over their life spans. Identifying these factors and accurately assessing the condition of bridges are critical in the development of an effective maintenance program. While there are several methods available for condition assessment, selecting the best technique remains a challenge. Therefore, developing an accurate and reliable model for concrete bridge deck deterioration is a key step towards improving the overall bridge condition assessment process. Consequently, the main goal of this dissertation is to develop an improved bridge deck deterioration prediction model that is based on the National Bridge Inventory (NBI) database. To achieve the goal, deterministic and stochastic approaches have been investigated to model the condition of bridge decks. While the literatures have typically proposed the Markov chain method as the best technique for the condition assessment of bridges, this dissertation reveals that some probability distribution functions, such as Lognormal and Weibull, could be better prediction models for concrete bridge decks under certain condition ratings. A new universal framework for optimizing the performance of prediction of concrete bridge deck condition was developed for this study. The framework is based on a nonlinear regression model that combines the Markov chain method with a state-specific probability distribution function. In this dissertation, it was observed that on average, bridge decks could stay much longer in their condition ratings than the typical 2-year inspection interval, suggesting that inspection schedules might be extended beyond 2 years for bridges in certain condition rating ranges. The results also showed that the best statistical model varied from one state to another and there was no universal statistical prediction model that can be developed for all states. The new framework was implemented on Michigan data and demonstrated that the prediction error in the combined model was less than each of the two models (i.e. Markov and Lognormal). The results also showed that average daily traffic, age, deck area, structure type, skew angle, and environmental factors have significant impact on the deterioration of concrete bridge decks. The contributions of the work presented in this dissertation include: 1) the identification of the significant factors that impact concrete bridge deck deterioration; 2) the development of a universal deterioration prediction framework that can be uniquely tailored for each state’s data; and 3) supporting the possibility of extending inspection schedules beyond the typical 2-year cycles. Future work may involve: 1) evaluating each of the factors that impact the deterioration rates in more depth by refining the investigation ranges; 2) investigating the possibility of revising the regular bridge deck inspection intervals beyond the 2-year cycles; and 3) developing deterioration prediction models for other bridge elements (i.e. superstructure and substructure) using the framework developed in this dissertation.
