Book excerpt: This report summarises the results of work at the Nordiska Afrikainstitutet/Nordic Africa Institute (NAI) on the impact of structural adjustment implementation on the economies, states and societies of sub-Saharan Africa. It consists of two essays and an appendix listing research projects which have been/are being carried out under the auspices of NAI. The first essay raises a series of conceptual and methodological questions in the context of a presentation of some of the main empirical results obtained from extended field work carried out during the course of 1992 and 1993 in Kenya, Tanzania and Zimbabwe. The second essay presents the three main themes - private trading networks and structures, the changing political economy of land, and popular forms of social provisioning - that constitute the core of the second phase of NAI's structural adjustment research and, in so doing, provides a review of aspects of the adjustment literature. This report is, therefore, an attempt both at stock-taking and agenda-building as part of a wider quest for deepening our understanding of the structures and processes of socio-economic change associated with the crisis and adjustment years in contemporary Africa

Book excerpt: First published in 1997, this volume is intended to make a contribution to both the literature and the contentious debate on the relationship between structural adjustment and reconstruction and development in Africa, as seen from the multidisciplinary perspective of academics and practitioners working in Africa on African development problems and issues. The implementation of structural adjustment in Africa has spawned a considerable, and still on-going, debate with vociferous advocates on both sides of the issue, particularly with respect to the efficacy of structural adjustment programmes (SAPs) as an antidote to Africa’s development crisis. This book contributes to that debate with a rich mixture of analytical views and ideas covering a wide range of countries and sectors on the role and impact of structural adjustment programmes on the process of reconstruction and development in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

Book excerpt: According to the FAO, one person in three in sub-Saharan Africa suffers from malnutrition, and one in seven is in danger of dying. Most African countries no longer seem capable of ensuring that their people have access to sufficient food. Given the failure of past efforts the objectives of food security policies and their effectiveness have to be reconsidered. This book shows that the debate on food security policies has changed with the passage of time. The entitlement debate triggered by A. Sen had a major influence on this change but, the bearing of socio-economic structures on the food security of African households and their individual members are still not fully recognised.

The book looks at how the debt crisis of the 1970's forced developing countries to seek external help and then reviews what constitutes as a standard adjustment programme, detailing the political, economic, social and environmental impacts of SAPs. The final section draws together theories and political responses and presents a case for alternatives to the programmes.

Available in PDF, EPUB and Kindle. Book excerpt: The policy paper analyzes the impact and effect of Structural Adjustment Programs (SAP) on the social cost living in Sub-Saharan African states. The issue of whether the implementation of SAP really mitigated the plight of many, or whether these policies pushed SSA in further economic deterioration. After a description of the background problem that consist of political, economic and socio/cultural factors that severely affect SAA, the policy paper analyzes the efficacy of the Structural Adjustment Program instituted by the International Monetary Fund to resolve the economic problems. The data accompanying this analysis, however, indicate a general trend of negative impact on economic and social lives. Significantly the socio-economic decline of SAA has occurred with much influence from overall funding strategies created by the IMF. The other purpose of this policy paper has been to identified and analyze the major socio/economic indicators that exemplify the living standards of the people of SAA. In addressing this issue, the paper employs interrupted time series analysis as a way to determine the levels of government expenditure in relation to socio-economic index. This is to determine the extent to which individuals/the private sector can resolve or be affected by government divestment of its role.Besides this policy reform options which are aimed at mitigation the effect of SAP on Sub Saharan African countries have been advocated. These policy options include:1. The Status Quo (SAP)2. Strengthening and diversifying Africa's productive capacity3. Improving the level of income and its pattern for distribution 4. Rural Enterprise Programs5. Adjusting the pattern of public expenditure to satisfy people's essential needs. The six criteria used for the evaluation of the policy options are:Effectiveness, adequacy, efficiency, equity, political feasibility, economic efficiency, and responsiveness.According to the information and data provided, the two policy options to be recommend to the sub-Saharan African countries are the strengthening and diversifying Africa's productive activity and rural enterprise programs. These are equally recommended but priority should be giving to the first for short and long term effects. On recommendation, it has been suggested that there should be more inter and intra governmental coordination among SSA countries.
