In leading up to this from our conversation in the back room a few moments ago, I do not believe exports, in and of themselves, are the holly grail. I think that a lot of people have gotten their values screwed up in this whole debate. Exports can be a very positive thing. It can be a very positive thing for our economy, but at some levels, exports, while positive toward the economy, can be negative toward other elements of our society. No one would have, for example, suggested that we build Hitler's freeways for him before World War II and that that would have made Hitler any less of a Nazi. Even though building freeways for Hitler is infrastructure, it would have permitted him to have spent more money on Stukas. I happen to believe in free trade between free people. I have no problems when free peoples are trading with one another in a very open way and making profit from one another. The study concludes that preferential access to world markets is necessary but not sufficient for success in nontraditional exports. Efficient services are necessary to reduce exporters costs, and the government should be more proactive in laying the foundation for export diversification, increasing the effectiveness of institutions, and addressing impediments to crossborder trade.

Bangladesh’s ambition is to build on its very solid growth and poverty reduction achievements, and accelerate growth to become a middle income country by 2021, and share prosperity more widely amongst its citizens. This includes one of its greatest development challenges: to provide gainful employment to the over 2 million people that will join the labor force each year over the next decade. Moreover, only 54.1 million of its 94 million working age people are employed. Bangladesh needs to use its labor endowment even more intensively to increase growth and, in turn, to absorb the incoming labor. The Diagnostic Trade Integration Study identifies the following actions centered around four pillars to sustain and accelerate export growth: (1) breaking into new markets through a) better trade logistics to reduce delivery lags ; as world markets become more competitive and newer products demand shorter lead times, to generate new sources of competitiveness and thereby enable market diversification; and b) better exploitation of regional trading opportunities in nearby growing and dynamic markets, especially East and South Asia; (2) breaking into new products through a) more neutral and rational trade policy and taxation and bonded warehouse schemes; b) concerted efforts to spur domestic investment and attract foreign direct investment, to contribute to export promotion and diversification, including by easing the energy and land constraints; and c) strategic development and promotion of services trade; (3) improving worker and consumer welfare by a) improving skills and literacy; b) implementing labor and work safety guidelines; and c) making safety nets more effective in dealing with trade shocks; and (4) building a supportive environment, including a) sustaining sound macroeconomic fundamentals; and b) strengthening the institutional capacity for strategic policy making aimed at the objective of international competitiveness to help bring focus and coherence to the government’s reform efforts. This second volume provides in-depth analysis across seven cross-cutting themes that underpin most of the findings of pillars 1 and 2 above.

Book excerpt: The purpose of this paper is to describe the role and the operating significance of IMF quotas. Each member of the IMF has a quota, the functions of which are threefold. These functions are interrelated, but the attempt to find a series of figures that would effectively perform all these functions for each member necessitated a large amount of compromise in the determination of quotas. A quota determines the subscription or contribution of each member to the capital of the IMF; and the total of the quotas of all members determines the size of the IMF’s financial resources. Each member is required to pay to the IMF of its quota in gold, and the balance in its own currency. Apart from any retained profits or accumulated losses, quotas directly determine the total assets of the IMF. Assets can be increased only by admitting new members or by increasing the quotas of existing members, though the Fund may under prescribed conditions increase the funds at its disposal by borrowing.
