Book excerpt: This paper discusses steps taken by the Defense Technical Information Center (DTIC) to strengthen small business participation in DoD extramural R & D, indicates a need for explicit attention to information transfer requirements by R & D contract administrators and concludes with a suggestion to the DoD contract administration community. Many factors impede small business efforts to do R & D business with the federal government. These run the gamut from federal procurement policies, regulations, and procedures; beliefs, biases, and practices of federal R & D people and their management systems; and the formidable advantages of bigness in the federal marketplace. Information transfer issues exacerbate the impacts of all the above and further reduce small business capabilities to compete for and to perform federal agency-- particularly DoD--R & D projects. The studies and testimony leading to the Small Business Innovation Development Act of 1982 indicated a need for change in federal agency approaches to R & D contracting. DTIC's approach has been to mitigate the impacts of information transfer barriers on small R & D firm efforts to do business with DoD. (Author).

Under the SBIR Program, each federal agency with an extramural budget for research or research and development in excess of $100 million per fiscal year must establish an SBIR Program. The program is funded by setting aside 1.25 percent of the participating agency's extramural R and R and D contracting dollars. The agencies participating in the Department of Defense SBIR Program are the Army, Navy, Air Force, Defense Advanced Research Projects Agency (DARPA), Defense Nuclear Agency (DNA), and Strategic Defense Initiative Organization (SDIO). The objectives of the DoD SBIR Program include stimulating technological innovation in the private sector, strengthening the role of the small business in meeting DoD research and development needs, encouraging participation by minority and disadvantage persons in technological innovation, and increasing the commercial application of DoD-supported research or research and development. The SBIR Program consists of three distinct phases. Under Phase I, DoD components make awards to small business, typically of up to one man-year of effort over a period of six months, subject to negotiation. Phase I is to determine, insofar as possible, the scientific or technical merit and feasibility of ideas or concepts submitted in response to SBIR topics.

An earlier report, An Assessment of the Small Business Innovation Research Program at the Department of Defense, studied how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. This report builds on the previous one, with a revised survey of SBIR companies. SBIR at the Department of Defense revisits some case studies from the 2009 study and develops new ones, and interviews agency managers and other stakeholders to provide a second snapshot of the program's progress toward achieving its legislative goals.

Book excerpt: This research explored the small business's perceived ability to provide goods and services to the Department of Defense through the Small Business Innovation Research (SBIR) program. The research was sparked by the enactment of Public Law 102-564, which increased the emphasis in commercialization as a basis for contract award and required a business plan to demonstrate commercial potential and third-party funding commitments. Five SBIR participants in the acquisition of Air Force research and developments innovation, were investigated through case-study methodology. The research concluded that although the defense industries recognized the cumbersome nature of government procurement, they are eager to provide recommendations that may enhance the effectiveness of the program. The research findings also suggested that the Government periodically solicit the perceptions of small business participants prior to making policy changes to ensure the impact of those changes is not contrary to the intent of the program. Finally, the research uncovered issues that impact small business participation in the program. Additional research into these issues may further improve the efficacy of the SBIR program which promotes technology transfer through the use of small businesses.
