Book excerpt: This volume provides readers with an opportunity to learn from front line water managers of watershed-based agencies across Canada about integrated water management (or integrated water resource management). In common with practice in much of the world, the responsibility for implementing integrated watershed management in Canada is fragmented. Each province and territory in Canada has developed unique approaches or governance models to guide decision making in that regard. Thus, this edited volume enables readers from around the world to gain insight on the best practices in Canada for achieving success and addressing barriers to implement IWM. Although there remains non consensus about how to "best" approach river basin management, some of the main observations include: There is a need to balance a focus on "the big picture", with scoping the scale and scope of planning activities in order that feasible and effective solutions can be implemented Three types of integration are popular among the agencies included in the book: (i) among environment, economy and society, (ii) interactions between people and the environment and (iii) integration (or coordination) of administrative activities. Much more attention is required to achieving effective engagement from Indigenous communities The chapters were originally published in a special issue of the International Journal of Water Resources Development.

Book excerpt: While there is no single accepted definition of Integrated Water Resources Management (IWRM), the international community, including key organizations, such as the Food and Agriculture Organization of the United Nations, has widely accepted the Global Water Partnership's definition of IWRM as a process that promotes the coordinated development and management of water, land and related resources in order to maximize the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems. Practitioners agree that this requires a highly consultative process, engaging the watershed communities as well as stakeholders.

Book excerpt: This book reviews the concept, contemporary research efforts and the implementation of Integrated Water Resources Management (IWRM). The IWRM concept was established as an international guiding water management paradigm in the early 1990ies and has become a vital approach to solving the problems associated with the topic of water. The book summarizes fourteen comprehensive IWRM research projects with worldwide coverage and analyses their motivations, settings, approaches and implementation of results. Aiming to be an up-to-date interdisciplinary scientific reference, this book provides a comprehensive theoretical and empirical analysis of contemporary IWRM research, examples of science based implementations and a synthesis of the lessons learnt. It concludes with some major future challenges, the solving of which will further strengthen the IWRM concept.

Available in PDF, EPUB and Kindle. Book excerpt: For the past two decades, Integrated Water Resources Management (IWRM) has been the dominant paradigm in water resources. This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.

Book excerpt: Integrated water resources management advocates a coordinated approach for managing water resources in a way that balances social and economic needs with concern for the environment. While potentially useful, integrated water management is also controversial. Supporters believe that the multi-dimensional nature of water can only be understood and managed from a holistic perspective, while critics often argue that integrated water management lacks suffi ciently well-defi ned rules for its practical implementation. This book, written by academics, users and practitioners, provides a down-to-earth approach to the ideal of integrated water resources management, drawing from conceptual frameworks and real-life practice to identify the key aspects that are yet to be resolved. As such, it examines the role of water accounting, food trade, environmental externalities and intangible values as key aspects whose consideration may help the water management community move forward. Overall, integrated water resources management is perceived to be a useful utopia, whose value lies more in the steps that need to be taken to make it a reality than in achieving its ever-elusive end goal.

Book excerpt: In 2017 four rivers in Aotearoa New Zealand, India, and Colombia were given the status of legal persons, and there was a recent attempt to extend these rights to the Colorado River in the USA. Understanding the implications of creating legal rights for rivers is an urgent challenge for both water resource management and environmental law. Giving rivers legal rights means the law can see rivers as legal persons, thus creating new legal rights which can then be enforced. When rivers are legally people, does that encourage collaboration and partnership between humans and rivers, or establish rivers as another competitor for scarce resources? To assess what it means to give rivers legal rights and legal personality, this book examines the form and function of environmental water managers (EWMs). These organisations have legal personality, and have been active in water resource management for over two decades. EWMs operate by acquiring water rights from irrigators in rivers where there is insufficient water to maintain ecological health. EWMs can compete with farmers for access to water, but they can also strengthen collaboration between traditionally divergent users of the aquatic environment, such as environmentalists, recreational fishers, hunters, farmers, and hydropower. This book explores how EWMs use the opportunities created by giving nature legal rights, such as the ability to participate in markets, enter contracts, hold property, and enforce those rights in court. However, examination of the EWMs unearths a crucial and unexpected paradox: giving legal rights to nature may increase its legal power, but in doing so it can weaken community support for protecting the environment in the first place. The book develops a new conceptual framework to identify the multiple constructions of the environment in law, and how these constructions can interact to generate these unexpected outcomes. It explores EWMs in the USA and Australia as examples, and assesses the implications of creating legal rights for rivers for water governance. Lessons from the EWMs, as well as early lessons from the new ‘river persons,’ show how to use the law to improve river protection and how to begin to mitigate the problems of the paradox.

Book excerpt: The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. The report also offers, in a rigorous yet accessible manner, guidance about how to address these challenges and to seize the opportunities that sound water management provides in order to achieve and maintain economic, social and environmental sustainability.

Book excerpt: Integrated River Basin Governance - Learning from International Experience is designed to help practitioners implement integrated approaches to river basin management (IRBM). It aims to help the coming generation of senior university students learn how to design IRBM and it provides current researchers and the broader water community with a resource on river basin management. Drawing on both past and present river basin and valley scale catchment management examples from around the world, the book develops an integration framework for river basin management. Grounded in the theory and literature of natural resources management and planning, the thrust of the book is to assist policy and planning, rather than extend knowledge of hydrology, biophysical modelling or aquatic ecology. Providing a classification of river basin organizations and their use, the book also covers fundamental issues related to implementation: decision-making. institutions and organizations. information management. participation and awareness. legal and economic issues. integration and coordination processes. building human capacity. Integrated River Basin Governance focuses on the social, economic, organizational and institutional arrangements of river basin management. Methods are outlined for implementing strategic and regional approaches to river basin management, noting the importance of context and other key elements which have been shown to impede success. The book includes a range of tools for river basin governance methods, derived from real life experiences in both developed and developing countries. The successes and failures of river basin management are discussed, and lessons learned from both are presented. The ebook for this title is available to download for free on the WaterWiki.

It seeks to address the problems of water scarcity, conflict and pollution resulting from the gross mismanagement and over-exploitation of this finite resource. Highlighting the need for IWRM in mitigating abuse and ensuring sustainable use, it discusses issues relating to groundwater management; inter-state water conflicts; peri-urban water use; local traditional water management practices; coordination between water users and uses; and water integration at the grassroots level. With case studies from India, Bangladesh, Pakistan, and Nepal, the innovative, painstaking and transnational researches presented in the volume deal with questions of equity, gender, sustainability, and democratic governance in water policy interventions. It will interest researchers and students of development studies, environmental studies, natural resource management, water governance, and public administration, as also water sector professionals, policymakers, civil society activists and governmental and nongovernmental organizations.
