Book excerpt: Countries have committed, through the Paris Agreement and the Sustainable Development Goals (SDGs), to pursue climate targets and policies that would limit global temperature rise to well below 2 degrees Celsius, compared to pre-industrial levels. A shift toward green public investment will help to mitigate greenhouse gas (GHG) emissions. In addition, substantial public investment will be necessary to build public infrastructure that makes economies more resilient to climate change and related natural disasters. Climate change mitigation and adaptation challenges thus compound preexisting needs for public investment to foster the economic recovery from the pandemic and to meet the SDGs in a broader range of areas, often in a context of limited fiscal space. Against this backdrop, a priority for all countries is to manage their public investment efficiently and effectively. To help countries improve the institutions and processes for infrastructure governance (the planning, allocation, and implementation of public investment), the IMF developed in 2015 the Public Investment Management Assessment (PIMA), which has already been applied in over 70 countries. However, the current PIMA does not provide a sufficiently tailored assessment of how public investment management can support climate change mitigation and adaptation. To fill this gap, this paper introduces a new module to the to the current Public Investment Management Assessment (PIMA) framework, the “Climate-PIMA” (C-PIMA), whose goal is to help governments identify potential improvements in public investment institutions and processes to build low-carbon and climate-resilient infrastructure.

The lack of investment in infrastructure can also lead to unequal access to essential services like water, sanitation, and transportation, which can have significant social and economic consequences. Additionally, inadequate infrastructure systems can worsen environmental challenges such as pollution and climate change, thus impacting the city's long-term sustainability. Furthermore, the shortage of investment in infrastructure can limit economic development opportunities, hindering the city's growth and competitiveness. Addressing the issue of inadequate funding and resources for infrastructure development and maintenance necessitates a coordinated approach from various stakeholders, including local and national governments, the private sector, and civil society organizations. This may involve strategies such as increasing public investment in infrastructure, promoting public-private partnerships, improving the efficiency and effectiveness of infrastructure management, and engaging with local communities to ensure their needs and opinions are considered in infrastructure planning and decision-making.A range of research methods are utilized to assess the efficacy of urban sustainability and digital infrastructure governance in Bizerte City. To evaluate these aspects, a combination of Field & Survey Experiments, and Qualitative Research could be implemented. Field experiments are used to examine the effectiveness of infrastructure governance and sustainability initiatives on the city's infrastructure, environment, and quality of life. For instance, a new waste management system, renewable energy project, or transportation infrastructure project can be tested through baseline measurements and comparison with post-implementation data to assess its effectiveness. Survey experiments are utilized to collect data on residents' attitudes, opinions, and behaviors regarding infrastructure governance and sustainability. Pre- and post-implementation surveys can be conducted to evaluate the impact of an intervention on residents' attitudes and behaviors towards aspects such as public transportation services, recycling, and water and wastewater services. Qualitative research techniques such as interviews, focus groups, and observations can provide a deeper understanding of the intricate social, cultural, and economic factors that influence infrastructure governance and sustainability. Interviews with local stakeholders such as government officials, business owners, and community leaders can offer insight into their viewpoints on infrastructure governance and sustainability issues in the city. The combination of these research methods will enable the evaluation of infrastructure sustainability from multiple perspectives, facilitating the identification of areas requiring improvement, the development of effective interventions, and the advancement of more sustainable infrastructure systems.

Book excerpt: Public investment supports the delivery of key public services, connects citizens and firms to economic opportunities, and can serve as an important catalyst for economic growth. After three decades of decline, public investment has begun to recover as a share of GDP in emerging markets (EMs) and low income developing countries (LIDCs), but remains at historic lows in advanced economies (AEs). The increase in public investment in EMs and LIDCs has led to some convergence between richer and poorer countries in the quality of and access to social infrastructure (e.g., schools and hospitals), and, to a lesser extent, economic infrastructure (e.g., roads and electricity). However, the economic and social impact of public investment critically depends on its efficiency. Comparing the value of public capital (input) and measures of infrastructure coverage and quality (output) across countries reveals average inefficiencies in public investment processes of around 30 percent. The economic dividends from closing this efficiency gap are substantial: the most efficient public investors get twice the growth “bang” for their public investment “buck” than the least efficient.

Book excerpt: The Food Shock Window (FSW) under the Rapid Credit Facility (RCF) and the Rapid Financing Instrument (RFI) was approved in September 2022 for 12 months, as a complement to the tools used by the Fund to support the broader international effort to address the global food shock. The Fund has been working closely with partners to provide a coordinated international response to the global food shock, and has contributed through policy advice, technical assistance and lending. Where needed and possible, financial support to countries affected by the global food shock has been delivered by the IMF through multi-year Fund-supported programs The FSW complemented this support in situations where these programs were not feasible or not necessary. As the global food shock and associated balance of payment pressures are expected to continue throughout 2023, the IMF extended the FSW until end-March 2024 to allow the FSW to continue serving as a contingency tool. This extension will also provide sufficient time to observe if the FSW can lapse without limiting the capacity of the Fund to support its members. To ensure adequate borrowing space under the emergency financing limits for those countries that have received support through the FSW, the IMF also extended the additional 25 percent of quota added to the Cumulative Access Limit until end-2026 for countries that have accessed the Food Shock Window through the RFI and until the completion of the 2024/25 PRGT review for those that accessed the Food Shock Window through the RCF.
