The paper's findings are based on two qualitative data sources: a scan of developmental education reforms that involved changes to curricula, course structure, and/or pedagogy; and fieldwork conducted at 11 colleges working to replicate high-potential instructional innovations developed at other colleges. The data suggest that colleges tend to enact developmental education reforms in ways that may unintentionally undermine their potential benefits. The authors present a framework for engaging practitioners in activities that will increase the impact of their developmental education reforms while strengthening institutional capacity. The chapters examine system-level reforms that focus on strengthening the capacity to teach the basics, as in Ontario and Pakistan, as well as reforms that aim at building the capacity to teach a much broader set of competencies and skills, such as Kenya, Mexico, Singapore and Zimbabwe. The volume includes systems at very different levels of spending per student and reforms at various points in the cycle of policy implementation, some just starting, some struggling to survive a governmental transition, and others that have been in place for an extended period of time. From the comparative study of these reforms, we aim to provide an understanding of how to build the capacity of education systems to teach 21st century skills at scale in diverse settings.

Book excerpt: One of the greatest challenges that community colleges face in their efforts to increase graduation rates is improving the success of students in their developmental, or remedial, education programs. This literature review seeks to examine research on developmental education strategies and reforms and identify the most promising approaches for improving developmental education students' success. The key focus is on investigating those strategies with rigorous evidence showing improvements in students' achievement and suggesting areas for future innovations in developmental education practice and research. This analysis focuses on four different types of interventions for improving students' progress through remedial education and into college-level courses, including (1) strategies that help students avoid developmental education and move directly in college-level work; (2) interventions that accelerate students' progress through developmental education; (3) contextualized instructional models that connect students with workforce training and college-level courses; and (4) supplemental supports aimed at improving students' success. The findings from this study suggest that while research on best practices in developmental education abounds, little rigorous research exists that documents the effects of these reforms on students' achievement. The most promising strategies for moving students more quickly through remedial courses and into college-level work tend to be those that: (1) help students build their skills before entering college; (2) integrate students' into college-level courses; and/or (3) provide clear opportunities for the development of occupational and workforce skills. Exploration of more radical approaches to transforming developmental education is also recommended. Finally, suggestions for tackling the institutional challenges to implementing developmental education reforms, such placement tests, adjunct faculty, and professional development, are also provided. Book excerpt: At open-access two-year public colleges, the goal of the traditional assessment and placement process is to match incoming students to the developmental or college-level courses for which they have adequate preparation; the process presumably increases underprepared students' chances of short- and long-term success in college while maintaining the academic quality and rigor of college-level courses. However, the traditional process may be limited in its ability to achieve these aims due to poor course placement accuracy and inconsistent standards of college readiness. To understand current approaches that seek to improve the process, we conducted a scan of assessment and placement policies and practices at open-access two-year colleges in Georgia, New Jersey, North Carolina, Oregon, Texas, Virginia, and Wisconsin. We describe the variety of approaches that systems and colleges employed to ameliorate poor course placement accuracy and inconsistent standards associated with the traditional process. Taking a broad view of the extent of these approaches, we find that most colleges we studied adopted a "measured" approach that addressed a single limitation without attending to other limitations that contribute to the same overall problem of poor course placement accuracy or inconsistent standards. Much less common were "comprehensive" approaches that attended to multiple limitations of the process; these approaches were likely to result from changes to developmental education as a whole. Drawing from the study's findings, we also discuss how colleges can overcome barriers to reform in order to implement approaches that hold promise for improved course placement accuracy, more consistent standards of college readiness, and, potentially, greater long-term academic success of community college students. As a private nonprofit organization, NAS set out tohelp schools and districts significantly raise the achievement of largenumbers of students by offering whole-school designs and design-basedassistance during the implementation process. NAS is currently in thescale-up phase of its effort, and its designs are being widely diffused toschools across the nation. During the 1997_1998 and 1998_1999 school years,RAND assessed the effects of NAS designs on classroom practice and studentachievement in a sample of schools in a high-poverty district. RAND foundthat high-poverty schools often have fragmented and conflicting environmentswith difficult and changing political currents and entrenched unions.Teachers in high-poverty schools tend to face new accountability systems andfluctuating reform agendas. These teachers generally lack sufficient timefor implementing reform efforts, often becoming demoralized and losing theirenthusiasm for the difficult task of improving student performance underdifficult conditions. RAND concluded that high-stakes tests may motivateschools to increase performance and to seek out new curricula andinstructional strategies associated with comprehensive school reforms.However, those same tests may provide disincentives to adopt richer, morein-depth curricula that can succeed in improving the learning opportunitiesof all students, particularly those in high-poverty settings.
