Book excerpt: The book China and the World Bank: Promoting Capacity Development summarizes the experience of China’s capacity development under the support of the World Bank through the detailed analysis of China’s 50 loan projects. Professor Yifu Lin, former chief economist and senior vice president of the World Bank wrote the foreword of the book. And he recommends the book as filling the gap of the research field in China’s capacity development under the help of the World Bank. Capacity development usually refers to a dynamic and perfecting process, that the recipient countries’ public sectors allocate and use available resources for promoting the development capacity to achieve the expected goals of economic and social development in a more effective, efficient, appropriate and sustainable way. This book is divided into five parts: the first part is "economic management and system reform", which discusses the experience of capacity development in economic reform, finance, taxation and industry sectors; the second part is "poverty alleviation and rural development", which analyzes the experience of capacity development in poverty alleviation and development, agricultural comprehensive development and rural water supply and environmental sanitation; the third part is "infrastructure", which refines water conservancy and hydropower experience in capacity development of expressways and urban transportation. The fourth part is "human development", which describes the experience of capacity development of basic education and medical health. The fifth part is "environmental protection", summarizing the experience of environmental management and urban water industry capacity development.

Managing them well helps development. Strengthening municipal management of planning, finance, and service provision has been at the core of World Bank support through municipal development projects (MDPs). This book reviews how, worldwide, nearly 3,000 municipalities have benefitted from 190 World Bank-supported MDPs over the past decade, three quarters of which achieved satisfactory outcomes. The finance dimension of MDPs computerized accounting, revenue generation, and municipal credit produced some of the best results, but weaker outcomes came from attempts to stimulate private finance of municipal services. City planning, used by municipalities worldwide, was not a strong priority for MDPs. But building municipal information systems, for example in Chile, were successful. Monitoring and evaluation rarely worked well, except when municipalities themselves were convinced of its usefulness, such as in Russia, Tunisia, and Colombia. Results in managing service provision were mixed. The poverty focus of MDPs was strikingly weak across the portfolio. Cost-benefit analysis rarely prioritized municipal investments. But MDPs helped municipalities strengthen their procurement function. MDPs helped municipalities manage services more effectively. Better results still can come from a stronger poverty focus, more attention to planning and prioritizating investments, and more effective operation and maintenance of such investments.

Available in PDF, EPUB and Kindle. Book excerpt: Half of the world's people live in urban areas, and roughly a third of these live in desperate poverty without access to basic amenities. Taking on the themes of UN-HABITAT's Water and Sanitation in the World's Cities (2003), this new volume focuses on the deficiencies in the provision of water and sanitation where most of the populations of the developing world live: in towns and small cities. Drawing on extensive unpublished research and 15 commissioned papers from experts involved in designing and implementing innovative projects around the world, this is the first major study of the problems facing the smaller urban centres that are recognized to be of enormous importance by governments, international agencies, NGOs and service providers. Tackling these problems is a crucial part of development and of good governance, and critical to meeting the Millennium Development Goals. The volume will be essential reading for all professionals and researchers in the relevant fields and a valuable resource for teachers and students of urban development.

Available in PDF, EPUB and Kindle. Book excerpt: This report, an update of an earlier report from the Advisory Commission on Intergovernmental Relations, presents a review of urban America and its governmental capabilities. Chapters focus on: (1) urban America today (major aspects of the urban problem, changes in urban problems, changes in the perception of urban problem solving, and programs for meeting urban needs); (2) overcoming the urban fiscal problem (the plight of central cities, Federal action, State action, and the development of an effective and equitable state and local revenue system); (3) improving services in urban America; (4) restructuring local governments (the Federal role, and others); (5) solving the problem of metropolitan areas (urban development, urbanization, building requirements, urban development planning and land use regulation, and urban development policy framework); and (6) intergovernmental problems and strategies for the future. The report concludes that urban society is worth saving. The connection between the high standard of living in America and the urban setting of most American activity today is not coincidental. What is called for is a series of actions which will produce, at the end, a revitalized American urban scene. The Federal system already has begun to change. yet the need for urban statemanship at all levels remains great. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: The Challenge of Slums presents the first global assessment of slums, emphasizing their problems and prospects. Using a newly formulated operational definition of slums, it presents estimates of the number of urban slum dwellers and examines the factors at all level, from local to global, that underlie the formation of slums as well as their social, spatial and economic characteristics and dynamics. It goes on to evaluate the principal policy responses to the slum challenge of the last few decades. From this assessment, the immensity of the challenges that slums pose is clear. Almost 1 billion people live in slums, the majority in the developing world where over 40 per cent of the urban population are slum dwellers. The number is growing and will continue to increase unless there is serious and concerted action by municipal authorities, governments, civil society and the international community. This report points the way forward and identifies the most promising approaches to achieving the United Nations Millennium Declaration targets for improving the lives of slum dwellers by scaling up participatory slum upgrading and poverty reduction programmes. The Global Report on Human Settlements is the most authoritative and up-to-date assessment of conditions and trends in the world's cities. Written in clear language and supported by informative graphics, case studies and extensive statistical data, it will be an essential tool and reference for researchers, academics, planners, public authorities and civil society organizations around the world.
