This is a narrow undertaking and leaves important elements of local government reform for future analysis. The study's primary foci are examining the factors that influence city-county consolidation, considering the impact of city-county consolidation on local government spending, and estimating the potential savings that could result from the scale economies and efficiency gains from consolidating local government units. While other regions of the United States are considered in this study, but the analysis focuses primarily on the Midwest where population declines and changes in the employment base and state policies (such as property tax caps in Indiana) have had dramatic effects on the fiscal viability of local governments. The current economic climate, along with policy changes related to property tax restructuring in many states, has led to substantial reductions in local governments' budgets. As a result, many local governments are in crisis and are considering some level of consolidation. Statistical methods and data on consolidation referendum attempts in the United States since 1970 are used to test whether governments that have consolidated (i.e., voters approved the consolidation referendum) had higher spending prior to their consolidation (as measured by local government employment rates, payrolls, and expenditures) compared to the average local government in the state. The effects of city-county consolidation are explored; using consolidation referendum data, the impact of consolidation on local government employment rates, payrolls, and expenditures is examined. The influence of consolidation on economic development is also investigated with some interesting results. The study also used two methods to estimate the savings from government consolidation and presents aggregate models to examine the potential savings from economies of scale and efficiency improvements. The book also helpfully provides a helpful discussion of the economies of scale and efficiency for several functional areas, including police and fire protection, sewerage, solid waste, public welfare, administration, health, education, and libraries. This book will be an essential resource for political scientists and policy makers interested in American government. Book excerpt: In its report of last year on the Communities and Local Government's Departmental Annual Report 2007 (HC 170, session 2007-08, ISBN 9780215037978) the Committee commented on the particular nature of the Department's work: on its unusual reliance for the achievement of the goals Government has set it on a plethora of other Departments, agencies, non-departmental bodies, local authorities and other stakeholders; on the long, devolved delivery chains by which those goals therefore have to be delivered; and on the skills of influence, brokering and negotiation which are required to achieve them. In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. Finally, the report considers examples of particular policies which highlight some of the Department's strengths and weaknesses, and follow up some issues in earlier inquiries. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. Book excerpt: A national initiative introduced in 2008 by the Crown Prosecution Service and the Association of Chief Police Officers to cut the amount of paperwork in prosecution files when dealing with straightforward cases can reduce the time burden on police forces, without diminishing the effectiveness of the magistrates' courts. But this report finds wide differences between individual police forces in how far they are complying with the guidance and lack of awareness among police officers about what to include in prosecution files. Alongside an estimated £10 million a year which the initiative could save police forces, it has the potential to reduce the size of prosecution files without increasing adjournments in court or reducing the number of guilty pleas. The Streamlined Process has not yet achieved its potential value for money, but has not had a negative impact on the progression of cases through the magistrates' courts. The project management of the national roll-out of the initiative was flawed. Almost 80 per cent of police files examined contained a disproportionate amount of paperwork and more than half of the files reviewed did not summarize key evidence to a high enough standard. The process was rolled out nationally before its pilots were completed and evaluated. Among the recommendations in the report is that, when government departments design initiatives, they must bear in mind the powers of the national and local bodies that will be driving the initiatives forward and the relationships between those bodies.

It does so by focusing on the role of law in shaping the central-local government relations which is neglected in many contemporary studies and yet is of vital importance in identifying the character of that relationship. Precisely why they should be so is not self-evident. The main objective of this introduction therefore is to highlight the importance of this dimension to the study of central-local relations and then to explain the way in which the key themes of the study are to be addressed. This has not only been a major undertaking, it has also been a highly complex, ambiguous, confusing, and frustrating activity. This has caused problems for government and for the judiciary and not surprisingly there have been expressions of discomfort on all sides. This book helps to explain where the process may have gone wrong and why ultimately it may be an objective which cannot be realised. Ultimately what the book seeks to demonstrate is that the issues raised by the government of central-local relations transcend the institution of local government and are directly linked to our system of parliamentary democracy. Furthermore the author argues that the system of central-local government relations has evolved in such a way that it reveals a great deal about our tradition of public law. An examination of these issues through an explication of the themes of legality and locality therefore requires the reader to address basic questions about the nature of contemporary British government.

Local authorities will be encouraged to develop neighbourhood charters setting out local standards and priorities; to manage services at the level of the neighbourhood; to work more closely with neighbourhood policing teams. Local people will receive more information about services and standards, and will be able to question and get a response from local councilors through a new service, Community Call for Action. Executive power will be invested in the leader of the council, and there will be three choices of leadership model: a directly elected mayor, a directly elected executive of councillors, or a leader elected by fellow councillors with a four year mandate. New training opportunities will be provided for councillors. The making of byelaws will be fully devolved to local authorities. The authorities will be encouraged to bring together local partners to help improve services, and to develop a delivery plan - the Local Area Agreement - setting out a single set of priorities for local partners, for the Sustainable Community Strategy that they are already required to prepare. The performance framework for local government will be simplified: there will be about 35 priorities for each area, with a set of some 200 outcome based indicators replacing the many hundreds of indicators currently required by central government. Ambitious efficiency gains will be required as part of the 2007 comprehensive spending review. The second volume shows how these proposals will apply to major local public service areas and cross-cutting issues: community safety; health and well-being; vulnerable people; children and families; climate change; and economic development, housing and planning.
