As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

The Department's strategic approach to the Arctic reflects the relatively low level of military threat in a region bounded by nation States that have not only publicly committed to working within a common framework of international law and diplomatic engagement, but have also demonstrated the ability and commitment to do so. Approximately 1,000 miles of the Alaskan coastline border and 200,000 square nautical miles of the U.S. exclusive economic zone are encompassed in the Arctic Ocean. As economic opportunities in the Arctic steadily increase, the U.S. is realizing the strategic importance of the Arctic, but lacks the infrastructure, command and control structure, and Arctic-capable assets to meet national strategic objectives. Since 2009, the U.S. has progressively released strategic documents outlining the U.S. interests and national objectives in the Arctic. Although these documents recognize the increasing interests of the United States in the region, they do not adequately address all the strategic risks at stake in the Arctic and do not provide clear guidance to the Department of Defense (DoD) for defensive lines of effort. The U.S. strategic approach to the Arctic is that of accepting the current stable and conflict free Arctic region as remaining the same in the future. This strategic approach is adequate for the near term; however, it lacks specific guidance to DoD on how to prepare for possible conflict in the future. Recent events involving Russia in the Ukraine and China in the South China Sea provide historical context to the willingness of nations to use military means to defend their national interests. Without adequate defensive posturing, competition over Arctic resources could become the first direct existential threat to U.S. sovereignty. This paper will provide a strategic assessment of the Arctic, from the Department of Defense perspective, and provide recommendations for the combatant commander to prepare defensive lines of effort, should they be needed in 10-15 years or beyond.

Book excerpt: Once ice-bound, difficult to access, and largely ignored by the rest of the world, the Arctic is now front and center in the midst of many important questions facing the world today. Our daily weather, what we eat, and coastal flooding are all interconnected with the future of the Arctic. The year 2012 was an astounding year for Arctic change. The summer sea ice volume smashed previous records, losing approximately 75 percent of its value since 1980 and half of its areal coverage. Multiple records were also broken when 97 percent of Greenland's surface experienced melt conditions in 2012, the largest melt extent in the satellite era. Receding ice caps in Arctic Canada are now exposing land surfaces that have been continuously ice covered for more than 40,000 years. What happens in the Arctic has far-reaching implications around the world. Loss of snow and ice exacerbates climate change and is the largest contributor to expected global sea level rise during the next century. Ten percent of the world's fish catches comes from Arctic and sub-Arctic waters. The U.S. Geological Survey estimated that up to 13 percent of the world's remaining oil reserves are in the Arctic. The geologic history of the Arctic may hold vital clues about massive volcanic eruptions and the consequent release of massive amount of coal fly ash that is thought to have caused mass extinctions in the distant past. How will these changes affect the rest of Earth? What research should we invest in to best understand this previously hidden land, manage impacts of change on Arctic communities, and cooperate with researchers from other nations? The Arctic in the Anthropocene reviews research questions previously identified by Arctic researchers, and then highlights the new questions that have emerged in the wake of and expectation of further rapid Arctic change, as well as new capabilities to address them. This report is meant to guide future directions in U.S. Arctic research so that research is targeted on critical scientific and societal questions and conducted as effectively as possible. The Arctic in the Anthropocene identifies both a disciplinary and a cross-cutting research strategy for the next 10 to 20 years, and evaluates infrastructure needs and collaboration opportunities. The climate, biology, and society in the Arctic are changing in rapid, complex, and interactive ways. Understanding the Arctic system has never been more critical; thus, Arctic research has never been more important. This report will be a resource for institutions, funders, policy makers, and students. They assess Russia's domestic discourse on the High North's role in the system of national priorities as well as of Moscow's bi- and multilateral relations with major regional players, energy, environmental, socio-cultural, and military policies in the Arctic. In contrast to the internationally wide-spread stereotype of Russia as a revisionist power in the High North, this book argues that Moscow tries to pursue a double-sided strategy in the region. On the one hand, Russia aims at defending her legitimate economic interests in the region. On the other hand, Moscow is open to co-operation with foreign partners that are willing to partake in exploiting the Arctic natural resources. The general conclusion is that in the foreseeable future Moscow's strategy in the region will be predictable and pragmatic rather than aggressive or spontaneous. The authors argue that in order to consolidate the soft power pattern of Russia's behavior a proper international environment in the Arctic should be created by common efforts. Other regional players should demonstrate their responsibility and willingness to solve existing and potential problems on the basis of international law.
