Available in PDF, EPUB and Kindle. Book excerpt: To honour the distinguished career of Donald Savoie, Governing brings together an accomplished group of international scholars who have concerned themselves with the challenges of governance, accountability, public management reform, and regional policy. Governing delves into the two primary fields of interest in Savoie's work - regional development and the nature of executive power in public administration. The majority of chapters deal with issues of democratic governance, particularly the changing relationship over the past thirty years between politicians and public servants. A second set of essays addresses the history of regional development, examining the politics of regional inequalities and the promises and pitfalls of approaches adopted by governments to resolve the most vexing policy problems. Contributors provide readers with a valuable primer on the key issues that have provoked debate among practitioners and students of government alike, while reflecting on government initiatives meant to address inadequacies. Showcasing the practical experience and scholarly engagement of its authors, this collection is a valuable addition to the fields of public administration, public policy, political governance, and regional policy. Contributors include Peter Aucoin (Dalhousie University), Herman Bakvis (University of Victoria), James Bickerton (St Francis Xavier University), Jacques Bourgault (École nationale d'administration publique/UQAM), Thomas Courchene (Queen's University), Ralph Heintzman (University of Ottawa), Mark D. Jarvis (University of Victoria), Lowell Murray (Senate of Canada, retired), B. Guy Peters (University of Pittsburgh), Jon Pierre (University of Gothenburg) Mario Polèse (INRS-UCS), Christopher Pollitt (Leuven University), Donald J. Savoie (Université de Moncton), and Paul G. Thomas (University of Manitoba).

Available in PDF, EPUB and Kindle. Book excerpt: Despite the fact that the majority of emigration today originates in the global south, most research has focused on the receiving states of Europe and North America, while very little attention has been paid to the policies of the sending states toward emigration or toward their nationals abroad. Taking the country cases of Morocco, Tunisia, Lebanon and Jordan, this work explores the relationship between the government of the sending states, the outmovement of their citizens and the communities of expatriates that have developed. By focusing on the evolution of government institutions charged with various aspects of expatriate affairs, this work breaks new ground in understanding the changing nature of the relationship between expatriates and their home state. Far from suggesting that the state is waning in importance, the conclusions indicate that this relationship provides evidence both of state resilience and of new trends in the practice of sovereignty.

Available in PDF, EPUB and Kindle. Book excerpt: Given the importance that entrepreneurship and start-up businesses in technology-intensive sectors like life sciences, renewable energy, artificial intelligence, financial technologies, software and others have come to assume in economic development, the access of entrepreneurs to appropriate levels of finance has become a major focus of policymakers in recent decades. Yet, this prominence has led to a variety of policy models across countries and even within countries, as different levels of government have adapted to new challenges by refining or transforming pre-existing institutions and crafting new policy tools. Small Nations, High Ambitions investigates the roots of such policy diversity at the "subnational" level, offering in-depth accounts of the evolution of Quebec's and Scotland's policy strategies in the entrepreneurial finance sector and venture capital more specifically. As compared to other regions and provinces in the United Kingdom and Canada, Quebec and Scottish venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid, or tax-advantaged funds). These two regions can thus be described as "sponsor states," heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in policy models, this book seeks to explain policy divergence in Quebec and Scotland through political and ideological lenses. Its main argument is that the development of venture capital ecosystems in these regions was underpinned by Québécois and Scottish nationalisms, which induced preferences for policy asymmetry and state intervention.

Book excerpt: The trans-disciplinary thematic areas of oceans management and policy require stocktaking of the state of knowledge on ecosystem services being derived from coastal and marine areas. Recently adopted Sustainable Development Goals (SDGs) especially Goals 14 and 15 explicitly focus on this. This Handbook brings together a carefully chosen set of world-class contributions from ecology, economics, and other development science and attempts to provide policy relevant scientific information on ecosystem services from marine and coastal ecosystems, nuances of economic valuation, relevant legal and sociological response policies for effective management of marine areas for enhanced human well being. The contributors focus on the possible nexus of science-society and science-policy with the objective of informing on decision makers of the governmental agencies, business and industry and civil society in general with respect to sustainable management of Oceans.
