Book excerpt: NATO and the EU are facing an increasingly uncertain and complex situation with overlapping crises on their eastern and southern borders. The increasingly aggressive military posture of the Kremlin represents one of the main challenges for NATO and the EU. Russia is showing willingness to compete strategically and to confront the two organisations directly, right now, both in their common neighbourhood and on the ideological and political level in their respective domestic contexts. NATO and the EU, meanwhile, are still only in the process of trying to build a sound strategy to deal with this multidimensional political warfare. When it comes to the Eastern and Southern flanks, NATO has, to date, favoured an approach which analyses the threats separately. Issues and interests are, however, increasingly cross-linked, if not intertwined. Yet NATO members have different perceptions, interests and therefore agendas which are linked to history and economics, possession or not of effective armies and energy dependence, and these differences risk seriously fragmenting NATO's analysis. The context of both flanks could not be more different. In the East, the lines of confrontation are clear. Russian behaviour has restored deterrence and collective defence as the Alliance's core purposes. Defining a clear strategy to counter hybrid warfare has begun, though it remains very much a work in progress. In the Mediterranean, however, NATO has yet to define an overarching structure to deal with the complex challenges the region presents, notably those related to governance issues and the strengthening of existing states. This joint monograph by CIDOB and The Institute for Statecraft attempts to shed more light on these seriously complex issues and to suggest ways forward.

From the perspective of the North Atlantic Treaty Organization (NATO), the threat to the three Baltic republics of Estonia, Latvia, and Lithuania -- former Soviet republics, now member states that border Russian territory -- may be the most problematic of these. In a series of war games conducted between summer 2014 and spring 2015, RAND Arroyo Center examined the shape and probable outcome of a near-term Russian invasion of the Baltic states. The games' findings are unambiguous: As presently postured, NATO cannot successfully defend the territory of its most exposed members. Fortunately, it will not require Herculean effort to avoid such a failure. Further gaming indicates that a force of about seven brigades, including three heavy armored brigades -- adequately supported by airpower, land-based fires, and other enablers on the ground and ready to fight at the onset of hostilities -- could suffice to prevent the rapid overrun of the Baltic states"--Publisher's web site.

The Eastern European NATO members, especially the Baltics, are at risk of territorial annexation by Russia. This thesis examines deterrence within the broader framework of strategic coercion, and analyzes conventional deterrence before and after the Cold War to build a historical reference. A significant historical finding is a trend towards a decreased reliance on forward presence, in favor of power projection through expeditionary forces. A robust deterrent policy through diplomacy and military forces is critical to deterring Russian aggression. The current reliance on power projection and expeditionary forces is inadequate to provide this deterrence. NATO’s power projection capability depends on strategic warning and airpower. Russia’s growing military capabilities, including anti-access measures and new precision strike capabilities, may impede the strategic warning and airpower that are essential to power projection. Deterrence in Eastern Europe requires a balanced strategy incorporating permanent forward presence and power projection. Such measures cannot guarantee deterrence, but may make a rapid military victory by Russia much more difficult."--Abstract.

Why do nations faced with the prospect of large-scale conventional war opt for or against an offensive strategy? John J. Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. He is also concerned with examining such relatively technical issues as the impact of precision-guided munitions (PGM) on conventional deterrence and the debate over maneuver versus attrition warfare.Mearsheimer pays considerable attention to questions of military strategy and tactics. Challenging the claim that conventional detrrence is largely a function of the numerical balance of forces, he also takes issue with the school of thought that ascribes deterrence failures to the dominance of "offensive" weaponry. In addition to examining the military consideration underlying deterrence, he also analyzes the interaction between those military factors and the broader political considerations that move a nation to war.
