Book excerpt: Rozman shows how East Asia’s international relations over three decades can be best understood through the lens of triangles, analyzing relations between the key nations through a series of trilateral relationships. He argues that triangles present a convincing answer to the question of whether we had entered a new era of bipolarity like the Cold War or an age of multipolarity. Triangulation emerged as a dynamic in East Asia in the aftermath of the Cold War and was accelerated in the course of the Xi and Trump administrations. Even as Sino-US competition and confrontation deepened, triangles had a substantial presence. East Asian triangles share an unusual mixture of three distinct elements: deep-seated security distrust, extraordinary economic interdependence, and a combustible composition of historical resentments and civilizational confidence. The combination of the three makes the case for triangularity more compelling, Rozman argues. The legacy of communism, the pursuit of reunification on the Korean Peninsula, and moves to expand beyond the US-Japan alliance have all driven the way triangles have evolved. Only as bipolarity intensified in the 2020s was triangularity losing ground. The degree of turnabout is analyzed for all of the cases considered. Rozman evaluates each key triangle of states in turn and assesses how the relationship impacts the region more widely. This book provides an essential framework for understanding the current state and trajectory of East Asian international relations, for students and policymakers. Book excerpt: While the strategic dynamics in the IOR are complex and involve many powers there is little doubt that the “strategic triangle” involving the US, China and India is one of the key traditional security issues facing the IOR. Given Sri Lanka’s geopolitically significant location in the IOR this strategic triangle is bound to have an impact on its national interests and security. The central questions raised by this volume are the following: What are the prospects of competition and cooperation within the strategic triangle? What structure or pattern will the triangular relations assume? How can stability be maintained in the triangular relationship in the interest of peace in the IOR? and What would be the impact of this strategic triangle on a small country such as Sri Lanka situated in a geopolitically significant location in the IOR? The dynamics of the US-China-India strategic triangle in the IOR will be complicated, containing elements of both competition and cooperation. The research contained in the substantive chapters of this volume present a multiplicity of views on the possible patterns that the strategic triangle can assume. Based on Harry Harding’s typology of the strategic triangle in international affairs, these include: one mediating the conflict between the other two; two-against-one; and all-working-together. The multiplicity of patterns that the strategic triangle could assume indicate that there is likely to be considerable fluctuation in its structure. What is important in maintaining stability is that the competition is not allowed to become unmanageable, and the fostering of cooperation based on common interests. The US-China-India strategic triangle poses Sri Lanka as a country situated in a geopolitically significant location in the IOR with both challenges and opportunities. The most fundamental challenge is posed by the tendency of each of these three major powers to subordinate Sri Lanka to their grand strategic objectives and interaction with each other. The fundamental opportunity presented to Sri Lanka by the strategic triangle is that of using its geopolitical importance to each of these three major powers by virtue of its location in the IOR to its own advantage in a way that best serves its national interests.

Turkey is left in its region to deal with Russia and crises that are primary outcomes of Western failures in Syria, Libya, Iraq, Azerbaijan, and Qatar. In the absence of its Western allies, Turkey engaged with Russia alone to deconflict and stabilise Syria, Libya, and Azerbaijan. Turkey's ruling conservative AK Party, however, had won elections from 2002 to 2012 on a strong pro-EU and pro-West agenda. Now, it is talking about ‘strategic autonomy’, ‘multidimensionalism’, ‘diversification’, or ‘the world is bigger than five’. The new foreign policy gestures are underpinned by the rise of the domestic defence industry, nationalist politics at home, and increased trade relations with key Asian economies, China, India, and Indonesia. At an international level, the ruling party has instrumentalised strong criticism of the West for injustice and neglect of the Turkish, Muslim, Islamic, and non-western world. Although this reminds of the history of Turkey's failed quests to shift from a West-centric foreign policy to an unknown direction, the book argues that Turkey's reconnect with Asia is rather to complement and strengthen its relations with the West.
