This plan updates the September 2005 strategic plan using knowledge gained from results of ongoing research as described in the 2007 report Progress Toward Safe Nanotechnology in the Workplace: A Report from the NIOSH Nanotechnology Research Center and the 2009 report Progress Toward Safe Nanotechnology in the Workplace: A Report from the NIOSH Nanotechnology Research Center, Project Updates for 2007 and 2008. The NIOSH nanotechnology research program is a cross-sector program that supports the National Occupational Research Agenda (NORA). Nanotechnology provides many opportunities and challenges for all of us in occupational safety and health. The Strategic Plan for the nanotechnology program is the roadmap we are using to advance knowledge about the implications and applications of nanomaterials. With the input of a broad range of stakeholders in government, academia, and the private sector, NIOSH developed a strategic plan for nanotechnology research and guidance. The strategic plan also highlights how NIOSH's critical research and guidance efforts align with and support the National Nanotechnology Initiative's Environmental Health and Safety priorities. For the period 2009–2012, NIOSH will continue to fill information and knowledge gaps in priority areas. Specifically, NIOSH will: 1. Conduct toxicological research on nanoparticles likely to be commercially available. 2. Conduct research to identify long-term health effects of carbon nanotubes (CNT). 3. Develop recommendations for controlling occupational exposure to fine and ultrafine titanium dioxide (TiO2) including development of recommended exposure limits (RELs). Conduct research on improving sampling and analytical methods, determining the extent of workplace exposures, and controlling airborne exposures below the REL. Identify what medical surveillance is appropriate. Consider to what extent the observed relationship between TiO2 particle size and toxicity can be generalized to other metal oxides. 4. Develop recommendations for controlling occupational exposures to purified and unpurified single-walled carbon nanotubes (SWCNT) and multi-walled carbon nanotubes (MW¬CNT) including development of RELs. Conduct research to address gaps in information on sampling, analysis, exposure assessment, instrumentation and controls. Identify what medical surveillance or epidemiological studies are appropriate. 5. Conduct research on how to identify categories of nanoparticles that can be distinguished on the basis of similar physico-chemical properties. Conduct research to develop RELs and ultimately recommended exposure standards for these categories. 6. Conduct research on explosion potential of various nanoparticles.

Nanotechnology is a rapidly emerging material science technology that has been identified as a critical U.S. scientific and commercial enterprise with global economic benefits. Concern over the lack of knowledge about the potential health risks associated with the handling of pure, unbound engineered nanomaterials has been expressed by investors, entrepreneurs, government agencies, and public health advocacy groups. Such concerns create potential barriers to the growth of nanotechnology and the commercialization of products and devices that could help address serious global problems concerning energy, transportation, pollution, health, and food. Issues that have been raised about worker health and safety must be add ressed to ensure responsible development, societal benefit, and associated economic growth. Vision Statement: The NTRC facilitates responsible development of nanotechnology by identifying and addressing gaps in occupational safety and health knowledge. This vision is accomplished by creating a strategic plan of research, coordinating and facilitating the delivery of results, developing and disseminating science-based risk management recommendations, and providing national and world leadership.

NIOSH conducts research in order to detect and reduce work-related hazardous exposures, injuries, and diseases; its Respiratory Disease Research Program (RDRP) focuses on respiratory diseases. This National Research Council book reviews the RDRP to evaluate the 1) relevance of its work to improvements in occupational safety and health and 2) the impact of research in reducing workplace respiratory illnesses. The assessment reveals that the program has made essential contributions to preventing occupational respiratory disease. The National Research Council has rated the Program a 5 out of 5 for relevance, and a 4 out of 5 for impact. To further increase its effectiveness, the Respiratory Disease Research Program should continue and expand its current efforts, provide resources for occupational disease surveillance, and include exposure assessment scientists in its activities.

An estimated 5 million workers are required to wear respirators in 1.3 million U.S. workplaces. For some occupations, such as firefighting, the worker's protective equipment is the only form of protection against life-threatening hazards; for other workers, the PPT is a supplement to ventilation and other environmental, engineering, or administrative hazard controls. In the United States, federal responsibility for civilian worker PPT is integral to the mission of the National Institute for Occupational Safety and Health (NIOSH). This book examines the NIOSH Personal Protective Technology Program (PPT Program) and specifically focuses on the relevance and impact of this program in reducing hazardous exposures and improving worker health and safety.
