Crucially, this epidemic marked the first time the virus was able to spread beyond rural areas to major cities, overturning conventional assumptions about its epidemiology. With backgrounds ranging from development to disease control, the contributors to this volume - some of them based in countries affected by the Ebola epidemic - consider the underlying factors that shaped this unprecedented outbreak. While championing the heroic efforts of local communities and aid workers in halting the spread of the disease, the contributors also reveal deep structural problems in both the countries and humanitarian agencies involved, which hampered the efforts to contain the epidemic. Alarmingly, they show that little has been learned from these events, with health provision remaining underfunded and poorly equipped to deal with future outbreaks. Such issues, they argue, reflect the wider challenges we face in tackling epidemic disease in an increasingly interconnected world.

The objective of this study is to highlight and analyze the economic benefits ICT development or the Internet economy will offer as a new source of economic growth, promoting innovative development in the Asia-Pacific region. This study begins by briefing the activities of APEC and the APEC Telecommunications and Information Working Group and then overviews the current state of ICT development in the APEC member economies based on the ICT Development Index (IDI) published by ITU, analyzes the potential benefits of further ICT development in terms of economic growth, or in some sense, productivity growth, and finally presents implications and suggestions for ICT development or the Internet economy to facilitate economic growth of the Asia-Pacific region. Some of the findings and implications of this study are as follows. Despite the huge gaps among the APEC member economies, ICT as a whole has been developed significantly in the APEC region and the gaps have also been reduced in general during 2002-2012. The progress seems to be converging rather than diverging among the APEC member economies. However, there are still huge and enlarged gaps between these economies when it comes to ICT utilization. APEC therefore needs to make efforts to bridge the ICT development gaps existing among its member economies, especially regarding ICT utilization, in addition to continued efforts to further close the gaps in ICT infrastructure, which is regarded as a great achievement of the previous decade. ICT development is expected to bring about significant progress in the economic growth of each of the APEC member economies as well as APEC as a whole. The study is conducted against the backdrop of the 2014-2016 Ebola outbreak in Guinea, Liberia, and Sierra Leone, and in conjunction with the impact on human security of the civil wars that engulfed Liberia, Sierra Leone, and Côte d’Ivoire in recent decades. The author explores the state of public health and national health systems across the sub-region with a view to identifying the underlying institutional and societal challenges facing each nation-state, as well as the potential for enhancing national health systems and creating an integrated regional system of health security. Furthermore, the author examines the challenges facing the MRU countries in the broader context of human security which encompasses physical and mental health; food security; environmental security; political security including law and order; and community security, such as the protection and empowerment of vulnerable segments of the population. The author concludes by recommending deeper regional integration, supranational governance and sovereign collective self-reliance within the Economic Community of West African States (ECOWAS) as the most viable strategic approach to the pervasive health and human security challenges in West Africa.
