Exactly a half century after James V Forrestal took the oath of office as the first secretary of defense, the Department of Defense marked its 50th anniversary on 17 September 1997. This book presents a 50-year history of the evolution of DoD organization and the top leadership of the department. The higher organization of the department has evolved from the small office of the secretary of defense and three special assistants established in 1947 to a formal Office of the Secretary of Defense, now including more than 2,000 persons. As this study shows, developing an effective department-wide organization concerned Forrestal and most of his successors. DoD is becoming increasingly more reliant on the private sector to provide a wide range of services, including those for critical information technology and mission support. DoD must maximize its return on investment and provide the warfighter with needed capabilities and support at the best value for the taxpayer. GAO examined DoD's approach to managing services to do the following: (1) identify the key factors DoD should emphasize to improve its management of services, and (2) assess the extent to which DoD's current approach exhibits these factors. GAO recommends that DoD take a proactive approach to managing strategic and transactional level service acquisition elements. This includes establishing a normative position of service spending, determining risk areas for greater attention, and communicating these in a manner in which individual transactions can then be made to support strategic goals and meet cost and performance objectives. DoD concurred with all of GAO's recommendations and noted several actions the department is taking or plans to take to improve the acquisition of services.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

The chapter discusses specific milestone review procedures, expectations, and best practices for a variety of topics related to acquisition program affordability, cost, and manpower. The chapter further describes the role of both DoD Component cost estimates and independent cost estimates in support of the DoD acquisition system. Chapter 4, Systems Engineering , outlines DoD guidance on systems engineering, and explains expectations for completing the Systems Engineering Plan (SEP). The chapter describes standard systems engineering processes and how they apply to the DoD acquisition system. It addresses the systems engineering principles that a program manager should apply to achieve a balanced system solution. Chapter 5, Life-cycle Logistics , provides the associated guidance the Program Manager (PM), Product Support Manager (PSM), and Life-Cycle Logisticians can use in influencing the design and providing effective product support.
