Book excerpt: This study of Transportation Security Administration's Screening Passengers by Observation Techniques (SPOT) program analyzes the Government Accountability Office (GAO) and Office of Inspector General (OIG) recommendations for improvement, as well as strengths and weaknesses of the program not specifically addressed in previous assessments. Any analysis of SPOT must be robust, as it represents one of the few threat agnostic countermeasures not limited by technology and finite detection capabilities. The GAO has recommended Congress withhold funding from SPOT until further evidence of effectiveness can be produced. The first portion of this study revisits the analysis of GAO and OIG in their respective reports. The GAO audits rely on meta-analyses that suggest human lie detection is no more successful than flipping a coin. This study assesses those claims, and reveals some contextual and analytical limitations of the claims. The OIG report offers similar claims, but adds additional insight into critical strategic areas. The second portion of this study focuses on the strengths and weaknesses of the SPOT program, including an analysis of several GAO and OIG conclusions. Many of the recommendations were operational in nature, and provided little strategic direction to improve the relevance, effectiveness, and credibility of the program. Analyzing strengths and weaknesses provides insight into more strategic recommendations that may improve the security value of SPOT.

Book excerpt: The Transportation Security Administration (TSA) began deploying the Screening of Passengers by Observation Techniques (SPOT) program in FY 2007 -- and has since spent about $900 million -- to identify persons who may pose a risk to aviation security through the observation of behavioral indicators. In May 2010, GAO concluded, among other things, that TSA deployed SPOT without validating its scientific basis and SPOT lacked performance measures. GAO was asked to update its assessment. This report addresses the extent to which (1) available evidence supports the use of behavioral indicators to identify aviation security threats and (2) TSA has the data necessary to assess the SPOT program's effectiveness. The report analyzed FY 2011 and 2012 SPOT program data. Tables and figures. This is a print on demand report.

Book excerpt: TSA has implemented numerous initiatives designed to enhance aviation security, but has collected limited information on the effectiveness of these initiatives in protecting commercial aircraft. Our recent work on passenger screening found that little testing or other data exist that measures the performance of screeners in detecting threat objects. However, TSA is taking steps to collection data on the effectiveness of its security initiatives, including developing a 5-year performance plan detailing numerous performance measures, as well a implementing several efforts to collect performance data on the effectiveness of passenger screening-such as fielding the Threat Image Projection System and increasing screener testing.

Book excerpt: Available evidence does not support whether behavioural indicators, which are used in the Transportation Security Administrations (TSA) Screening of Passengers by Observation Techniques (SPOT) program, can be used to identify persons who may pose a risk to aviation security. This book addresses the extent to which available evidence supports the use of behavioural indicators to identify aviation security threats, and TSA has the data necessary to assess the SPOT programs effectiveness.

Book excerpt: Incidents of airport workers using access privileges to smuggle weapons through secured airport areas and onto planes have heightened concerns regarding commercial airport security. The Transportation Security Admin. (TSA), along with airports, is responsible for security at TSA-regulated airports. To guide risk assessment and protection of critical infrastructure, including airports, the Nat. Infrastructure Protection Plan (NIPP) was developed. This report examined the extent to which, for airport perimeters and access controls, TSA: (1) assessed risk consistent with the NIPP; (2) implemented protective programs, and evaluated its worker screening pilots; and (3) established a strategy to guide decision making. Includes recommend. Illus.

Book excerpt: "This testimony discusses GAO's November 2013 report assessing the Department of Homeland Security (DHS) Transportation Security Administration's (TSA) behavior detection activities, specifically the Screening of Passengers by Observation Technique (SPOT) program. The recent events at Los Angeles International Airport provide an unfortunate reminder of TSA's continued importance in providing security for the traveling public. TSA's behavior detection activities, in particular the SPOT program, are intended to identify high-risk passengers based on behavioral indicators that indicate mal-intent. In October 2003, TSA began testing the SPOT program, and by fiscal year 2012, about 3,000 behavior detection officers (BDO) had been deployed to 176 of the more than 450 TSA-regulated airports in the United States. TSA has expended a total of approximately $900 million on the program since it was fully deployed in 2007. This testimony highlights the key findings of GAO's November 8, 2013, report on TSA's behavior detection activities. Specifically, like the report, this statement will address (1) the extent to which available evidence supports the use of behavioral indicators to identify aviation security threats, and (2) whether TSA has data necessary to assess the effectiveness of the SPOT program in identifying threats to aviation security."--Highlights.
