Volume Two, System-wide Activities, starts with a chapter on implementation competency, then follows with chapters on group-to-group conflict, goal alignment, process improvement, and project planning. Finally, the appendices contain the materials required for each activity.

Book excerpt: Discussion of Key Leader Engagements (KLE) as a nonlethal option for countering insurgent organizations. Outreach to insurgent organizations through KLE can be both an economy of force measure and, in some circumstances, could be more effective than engaging insurgent organizations with lethal force. The challenge with insurgent outreach to KLE, though, is that it must be tied to a legitimate host-nation government effort towards reconciliation or, at a minimum, accommodation with the insurgent organizations in question. Through the lens of the Multi-National Forces-Iraq Force Strategic Engagement Cell (FSEC), the author illustrates how KLEs can be incorporated as targets in the U.S. military's targeting process. FSEC's mission to reach out to Iraq-based insurgent organizations who sought reconciliation with the Iraqi government was entirely based in KLE-related targeting. FSECs activities, therefore, present a suitable case to study how...

Available in PDF, EPUB and Kindle. Book excerpt: "Air Force basic doctrine asserts that the precise application of force can reliably generate desired, discriminate effects at the strategic level of war. A deconstruction of that assertion reveals three necessary assumptions: the ability to clearly define desired discriminate effects at the strategic level of war, the ability to trace the desired discriminate effects back to a triggering action, and the ability to ensure that the actual effects generated by the triggering action are only the discriminate ones being sought. This paper presents evidence that these assumptions suffer from important conceptual weaknesses that are amplified when examined from the perspective of nonlinear and complex systems. Further evidence suggests that technological fixes are not likely to resolve these weaknesses nor produce the strategic efficiencies implied by the doctrinal concept. In fact, such fixes could increase the potential for small errors to combine in unexpected ways to create a system accident, where outcomes diverge in significant and undesirable ways from the intended discriminate strategic effect. This paper cautions against using the term "precision" in ways that imply congruency between technology and war, and recommends that doctrine clearly differentiate technical exactness from strategic correctness. It concludes that effect-based approaches can foreclose adversary option sets with far more reliability than compelling specific, predetermined behaviors, and it emphasizes the need to ensure that adaptation remains a fundamental feature of any effects-based concept."--Abstract.

Book excerpt: When American and British forces invaded Iraq in March 2003, select teams of special forces and intelligence operatives got to work looking for the WMD their governments had promised were there. They quickly realized no such weapons existed. Instead they faced an insurgency—a soaring spiral of extremism and violence that was almost impossible to understand, let alone reverse. Facing defeat, the Coalition waged a hidden war within a war. Major-General Stan McChrystal devised a campaign fusing special forces, aircraft, and the latest surveillance technology with the aim of taking down the enemy faster than it could regenerate. Guided by intelligence, British and American special forces conducted a relentless onslaught, night after night targeting al-Qaeda and other insurgent groups. Task Force Black reveals not only the intensity of the secret fight that turned the tide in Baghdad but the rivalries and personal battles that had to be overcome along the way. Incisive, dramatic, exceptionally revealing, the war in Iraq cannot be understood without this book.

The primary point of view of the text is the micro-perspective of the new practitioners of global governance: international public officers, transnational activists, global entrepreneurs, and world leaders. The novelty of the book derives from its two outputs: a micro description of the new way of playing the political game in the age of globalization, and a constructivist mapping of the current political terrain which is centered on the identification of the new references of contemporary politics beyond the traditional cleavage left vs. right.

Book excerpt: This book analyzes examples of strategic engagement in order to identify the factors which contribute to the success or failure of defence diplomacy in preventing interstate conflict. For more than a century, nations have engaged in defence diplomacy to cultivate mutual understanding and mitigate conflict. A subset of defence diplomacy is strategic engagement, defined as peacetime defence diplomacy between nations that are actual or potential adversaries. This book analyzes three cases of strategic engagement in order to elucidate the factors which contribute to the success or failure of this diplomacy in preventing conflict. It uses an inductive framework to compare strategic engagement in the following cases: Anglo– German defence diplomacy prior to World War I; U.S.–Soviet defence diplomacy during the Cold War; and post-Cold War U.S.–China defence diplomacy. Based upon archival, literature, and personal interview research, the book argues that defence diplomacy can mitigate the risk of interstate conflict between potential adversaries. The lessons learned from this book can be employed to discern the significant elements conducive to achieving a successful outcome of strategic engagement and averting conflict or even war. This book will be of much interest to students of defence studies, diplomacy studies, foreign policy and international relations.

Book excerpt: Dramatic political and economic changes throughout the world, coupled with rapid advances in technology, pose an important question for the U.S. Army: What technologies are best suited to defending U.S. interests against tomorrow's military threats? STAR 21 provides an expert analysis of how the Army can prepare itself for the battlefield of the futureâ€"where soldiers will wear "smart" helmets and combat chemical warfare with vaccines produced in days to counter new threats. This book summarizes emerging developments in robotics, "brillant" munitions, medical support, laser sensors, biotechnolgy, novel materials, and other key areas. Taking into account reliability, deployability, and other values that all military systems will need, the volume identifies new systems and emerging technologies that offer the greatest payoff for the Army. The volume addresses a host of important military issues, including the importance of mobile, rapidly deployable forces, the changing role of the helicopter, and how commercial technology may help the Army stay ahead of potential opponents. In contrast to Volume I, I learned these activities after graduate school while working internally as an Organization Development practitioner under the mentorship of Robert P Crosby. Volume II focuses on system-wide activities and includes group-to-group conflict, goal alignment, process improvement, and project or major initiative. Combine this set of system-wide activities with what you learned in Volume I (conflict resolution between two employees or a boss and employee, work team development, and transition sessions) and you have a basic toolkit to transform any workplace culture.
