Book excerpt: In 2000, the Environmental Protection Agency (EPA) found the City of Philadelphia to be in violation of the Clean Water Act (CWA) of 1972 due to insufficient stormwater infrastructure. In 2011, Philadelphia initiated a 25-year, citywide plan called Green City, Clean Waters to reduce stormwater runoff by implementing green stormwater infrastructure (GSI). The plan promised significant community involvement in the process. I conducted semi-structured interviews with City employees and individuals in the community that have partnered with the City to administer GSI and participant observation of community meetings and used them to explore different neighborhoods' experiences with Green City, Clean Waters and the work that the City is doing to connect with the community. I then created an analytical framework to address resilience, reconnecting society and nature, sustainable urban governance and planning, social justice in urban redevelopment, community trust in government, collaboration, and stormwater management and sea level rise to evaluate Green City, Clean Waters' prioritization of community involvement and greater citywide sustainability. Philadelphia has been surpassing its goals for reducing stormwater runoff and increasing GSI, but to achieve its long-term goals for Green City, Clean Waters, it will need help from the community. Recommendations I make for Green City, Clean Waters going forward include: dynamic public outreach; upgrading methods of communication with the community; community group networking; connecting with peer organizations; self-evaluation of progress; large-scale habitat restoration; and building momentum for citywide sustainability.

"From Stormwater Management to Artful Rainwater Design" (Echols and Pennypacker 2008) served as the foundation for a rubric which scores site designs based on a Likert-like rating system (1 - 5) in six amenity categories: Education, Recreation, Aesthetics, Safety, Publicity, and Best Management Practices. Scoring was conducted on site, after taking photos and producing simple sketch diagrams in plan and section. Data reveals a correlation between Education and Recreation public amenities (73%). For each stormwater project neighborhood and site scale data are interpreted to affect the total score of public amenity. Drawing on technical, theoretical and city planning documents, this thesis exposes how stormwater management sites in Philadelphia function as public amenities, thereby informing the conceptual design process.

Book excerpt: All modem cities-characterized by paved roads, rooftops, parking lots, and impacted soils-have serious problems with stormwater, and those problems are only growing as urbanization proceeds and climate change causes more severe weather events. Historically, cities have used gray infrastructure to manage stormwater; this is not only costly but causes an array of environmental problems. Proponents have long advocated using a green infrastructure approach, which has numerous advantages over traditional gray infrastructure systems. Nevertheless, very few U.S. cities have invested in green infrastructure on a significant scale. The question, then, is why have cities resisted adopting green infrastructure, and what would it take for them to choose a landscape-based approach to stormwater management over a conventional engineering solution? To answer this question, I studied a city that recently decided to embrace green infrastructure in a big way: Philadelphia. I argue that (i) new stormwater regulations and the 1990 withdrawal of federal funding changed the constraints and incentives for the city to make green infrastructure viable, particularly for a cash-strapped city; (2) a policy entrepreneur in the Philadelphia Water Department did two key things in preparation for a future policy window: he created an office organized around watersheds, and began redefining the problem; and (3) the policy entrepreneur capitalized on a regulatory policy window, the Combined Sewer Overflow Long Term Control Plan Update, that garnered momentum from the city's decision to "re-brand" itself as a green city and galvanized support for the $1.6 billion plan for green infrastructure across the city. These conclusions are supported by evidence from Philadelphia's decision to adopt a green infrastructure approach to manage runoff. Finally, I discuss the implications of these findings and make recommendations for the implementation of the plan.

CSOs are caused by stormwater runoff due to impervious surfaces. Green stormwater infrastructure (GSI) captures this stormwater before it reaches the combined sewers. The Monitoring, Analysis, and Research Support (MARS) group at PWD evaluates the performance of existing stormwater management practices. An accurate model of individual stormwater management practices can help to predict future performance and evaluate conclusions reached about existing performance. This thesis, completed by collaborators at Drexel University and PWD, develops and calibrates a rain garden model in R. The model processes influent volume, based on precipitation and drainage area. Volume of water infiltrated and ponded water level are calculated with time, and compared to observed water level. The Green-Ampt equation was selected as the governing method to model infiltration, which considers depth of water, soil porosity, suction head, and saturated hydraulic conductivity. The focus of the model is a rain garden at the Philadelphia Zoo. A simulated runoff test was performed in November 2016 that provided inflow and ponding data, as well as water level in an adjacent trench, that was used to calibrate the model. Following that, a significant storm was also modeled.

Two stormwater tree trench sites, including the Hewson Street and Reese Street stormwater management practices, were utilized as case studies to evaluate observation well water level data during simulated runoff testing and precipitation events. Given the head within the rock trench of a stormwater tree trench, Green-Ampt infiltration with a head term was considered to model cumulative infiltration depth and infiltration rate. With future monitoring of stormwater tree trenches, inlet efficiency, clogging and suspended solids concerns can be evaluated over time. With these diagnostic tools the Philadelphia Water Department will have the capability to consider constraints of stormwater tree trench design and performance, thus progressing the Green City, Clean Waters program and enhancing the quality of life in Philadelphia.

Impervious cover associated with urbanization increases surface runoff volumes and degrades the water quality of urban streams and rivers. Cities with combined stormwater and sewer lines such as Philadelphia, have been tasked with decreasing runoff volumes to help reduce combined sewer overflows and improve the water quality of local waterways. The Philadelphia Water Department uses the Environmental Protection Agency's Storm Water Management Model (SWMM) to predict runoff and evaluate if proposed stormwater infrastructure will reduce overflows. This study focused on the hydrogeological properties of grassy areas on and near Temple University's main campus in north Philadelphia. The dataset includes terrestrial LiDAR, ground penetrating radar, soil moisture sensor, surface compaction, and double ring and mini disk infiltrometer measurements. These data were used to establish what controls infiltration rates in the area and also provide input parameters for a SWMM model. A terrestrial LiDAR scan of the Berks St. site, a grassy vacant lot located just east of Temple's campus was used to generate a high-resolution digital elevation model. This elevation model was used to calculate the depression storage parameter, partition subcatchments in the SWMM model, and calculate a topographic wetness index (TWI). The TWI is a microtopography-based predictor of where runoff will collect and infiltrate. The TWI assumes a homogeneous infiltration rate and that runoff is routed by topography. This TWI was compared with soil moisture sensor measurements to determine if the microtopographic index could predict the majority of change in soil moisture at the field site. To determine if accounting for buried debris helped strengthen the TWI, GPR was used to map the extent and depth of subsurface objects. The results indicate that the TWI and GPR data could not predict where runoff would accumulate and then infiltrate because the TWI's assumptions were not met. Measurements made with a double ring infiltrometer indicate that infiltration rates at the site were both high and heterogeneous (40 to 1060 mm/hr), allowing precipitation to infiltrate into the subsurface rather than become runoff, minimizing the influence of microtopography. Co-located surface compaction and double ring infiltrometer measurements at sites on and nearby Temple's campus showed a negative correlation between surface compaction and infiltration rate (R2 = 0.67). Compacted areas on campus had lower infiltration rates and exhibited depression storage and runoff during rain events. Less compacted areas off campus had higher infiltration rates and exhibited no depression storage or runoff. The results of this study showed variance in surface compaction caused grassy areas around Temple's campus respond differently to rain events. The results not only provided field-based parameter values for a SWMM model, but shows that compaction's influence on infiltration should be considered when constructing a SWMM model. Runoff volumes in SWMM may be underestimated if compacted grassy areas are modeled with high infiltration rates.

Spanning almost 1 million miles in the United States, distribution systems represent the vast majority of physical infrastructure for water supplies, and thus constitute the primary management challenge from both an operational and public health standpoint. Recent data on waterborne disease outbreaks suggest that distribution systems remain a source of contamination that has yet to be fully addressed. This report evaluates approaches for risk characterization and recent data, and it identifies a variety of strategies that could be considered to reduce the risks posed by water-quality deteriorating events in distribution systems. Particular attention is given to backflow events via cross connections, the potential for contamination of the distribution system during construction and repair activities, maintenance of storage facilities, and the role of premise plumbing in public health risk. The report also identifies advances in detection, monitoring and modeling, analytical methods, and research and development opportunities that will enable the water supply industry to further reduce risks associated with drinking water distribution systems.
