Its success, Paskoff argues, demonstrates that the federal government was far more active than generally thought in promoting economic growth and development in the years leading up to the Civil War.The river improvements program was one of the most volatile issues in national, sectional, and state politics, touching on questions of economic development, constitutional law, partisan politics, and sectional rivalry. Paskoff examines the controversial program from its beginnings during the early republic to 1844, giving careful attention to the policies of Andrew Jackson's administration. He explores the array of objections to the program -- some grounded in a strict interpretation of the Constitution and others in a concern over alleged federal wantonness, corruption, and waste -- and follows the political story through the administration of James K. Polk forward to secession. Like good students, they usually looked to their Ph.D. holding professor and chose the dissertations. Much to their surprise, Iwouldrespondthatthetheseswould win withouteventakingtime to ponderthe issue. The issue is clearly one of often naïve and rarely eloquent theses full of good primary data versus sometimes more sophisticated and better written works full of irrelevant theory and meaningless statistics. Perhaps this is an overstate ment of the situation, but it is not too far offthe mark. The University Microfilms International efforts to make the titles of disser tations in North America and the English speaking portions of Europe available through Dissertation Abstracts is commendable. With only one minor exception, dissertations in historical and underwater archaeology in the United States are to be found listed in Dissertation Abstracts and thus are available for purchase.

Sarpy instead found the only dry crossing on that stretch of the river and established St. Mary. Sarpy's new town boomed with the steamboats from St. Louis and Nebraska's first town of Bellevue right across the river. By the end of the Civil War the river had washed away St. Mary and nothing of the town remains today.

Excerpt: ...from the north-west, twelve hundred and fifty three miles from the Gulf, yet having been first explored, it received the name "Mississippi," which it has since retained throughout its entire oourse. If we regard the Missouri as a continuation of the Mississippi above the junction, the entire length will amount to about four thousand three hundred and fifty miles. Above the confluence of the two rivers, the waters of the Mississippi are remarkably clear; but after comringling with those of the Missouri, they become exceedingly turbid, and contain about four tenths of sedementary matter. The Missouri river, (" the Mud river,") which is the longest tributary stream in the world, has its source in the Rocky mountains, lat. 45 N., long. 110 W W. The springs whieh give rise to this turbulent river, are not more than a mile from the head waters of the Columbia, which flows westerly to the Pacific ocean. At a distance of four hundred and eleven miles from the source of the Missouri, are what are denominated the "Gates of the Rocky mountains." For a distance of nearly six miles, the rocks here rise perpendicularly from the water's edge to a height of one thousand two hundrod feet. The river here is about one hundred and fifty yards wide, and for the first three miles there is only one spot, and that of but a few yards in extent, on which a man could stand between the water and the perpendicular walls. At a distance of one hundred and ten miles below this, and two thousand five hundred and seventy-five miles above the mouth of the Missouri are the " Great Falls."
