Book excerpt: In Jan. 2007, the Pres. announced a new U.S. strategy to stem the violence in Iraq and help the Iraqi gov¿t. foster conditions for national reconciliation. In ¿The New Way Forward,¿ the Admin. articulated near-term goals to achieve over a 12- to 18-month period and reasserted the end state for Iraq: a unified, democratic, federal Iraq that can govern, defend, and sustain itself and is an ally in the war on terror. To support this strategy, the U.S. increased its military presence and financial commitments for Iraq operations. This testimony discusses: (1) progress in meeting key security, legislative, and economic goals of ¿The New Way Forward¿; and (2) past and current U.S. strategies for Iraq and the need for an updated strategy. Book excerpt: This report, written in 2002 when the U.S. and other nations were approaching a decision on whether or not to go to war with Iraq, notes that the Iraq debate is focused on the run-up to possible military action. However, the question of how the U.S. and the international community should manage post-conflict Iraq is even more consequential, as it will determine the long-term condition of Iraq and the entire Middle East. If Washington does not define its goals for Iraq and build support for them domestically and with its allies, future difficulties will overshadow any initial mil. success. This report identifies a series of guiding principles and priorities to help the Bush admin. promote reconstruction and reconciliation in Iraq and build a more secure Middle East after military conflict.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. has been involved in military operations in Iraq since March of 2003. Congress has several tools by which to exercise oversight regarding negotiation, form, conclusion, and implementation of agreements by the U.S. The agreements with Iraq were negotiated and concluded as executive agreements and entered into force on Jan. 1, 2009, and yet there remain many unanswered questions about the specific terms within the Status of Forces Agreements (SOFA). This report discusses the historical legal framework governing U.S. military operations in Iraq and then provides a general background as to the content of agreements traditionally considered SOFAs. Also discusses specific aspects of the SOFA.

Book excerpt: If Iraq and the United States are to win the war in any meaningful and lasting sense, they must translate the Strategic Agreement they signed in November 2008 into a lasting and functional strategic partnership. In the process, the United States must put Iraq firmly in the lead, but sustain the kind of aid and advice that will help Iraq make further progress in political accommodation, the quality of governance, economic development, and security. The CSIS Burke Chair in Strategy conducted a detailed analysis of the current situation in Iraq, the challenges Iraq faces, and the actions the United States needs to take to help Iraq meet those challenges. Its report provides a detailed risk assessment of current and potential levels of violence in Iraq. It addresses the levels of political accommodation and stability and the problems Iraq still faces in the aftermath of the national election. It also addresses the opportunities and problems in developing Iraq's petroleum sector; investment and development issues in other sectors, the problems in the Iraqi budget forecasts, and progress in Iraqi reconstruction. It evaluates the need for continued economic aid and advice and describes U.S. options for extending such assistance. The concluding section examines progress in creating Iraqi military and police forces. It examines the role the United States can play in helping Iraq further develop such forces and analyzes what a strategic partnership, based on the Strategic Agreement, should mean.

Book excerpt: "In this analysis, commentator Michael Schwartz demolishes the myths used to sell the U.S. public on the idea of an endless "war on terror" centered in Iraq. He shows how the U.S. occupation is fueling civil war in Iraq and beyond and how U.S. officials dismantled the Iraqi state and economy, helping to destroy rather than rebuild the country."--BOOK JACKET.

Book excerpt: Iraq is the most pressing foreign and security policy issue that the United States faces today. Continued failure to make Iraq stable and secure threatens to disrupt the Middle East not by catalyzing the spread of democracy but by exporting instability and conflict. If violence continues, Iraq's neighbors will use the country as a theater in which to pursue their own goals, including those at odds with Iraqi and U.S. interests. Iraq will remain a training ground for terrorist groups, threatening U.S. and allied security. Continued conflict in Iraq not only will remain extraordinarily costly in terms of U.S. lives and resources, but will also damage the credibility of the United States and the efficacy of U.S. forces. It also feeds perceptions around the world that the United States is engaged in a "war on Islam." The U.S. government needs to consider alternative strategies and approaches for reducing the violence in Iraq. Even if policy makers choose not to make major changes, adjustments to current policies might help improve the effectiveness of the U.S. effort. In light of the continuing violence in Iraq, U.S. policy makers continue to reexamine policy options and their repercussions. This monograph assesses a number of approaches that the U.S. government can consider in its efforts to reduce sectarian violence and stabilize Iraq, and presents recommendations that may help increase the likelihood of success. It also considers possible next steps to take, whether these efforts succeed or fail. The analysis in this monograph is based on more than a year of research, which included travel to the region and extensive interviews with U.S., Iraqi, and other specialists, analysts, and officials, as one component of the project "The U.S. Air Force Role in the Middle East." It involved a multidisciplinary team of researchers who brought their expertise in political, economic, and military strategic analysis to these important questions.

Available in PDF, EPUB and Kindle. Book excerpt: The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

Book excerpt: "In April of 2003, a stunned world looked on as the armed forces of the United States and Britain conducted a lightning-fast military campaign against Iraq. Confounding predictions of failure, the Anglo-American victory brought down not just the Iraqi regime, but also much of the conventional wisdom about modern war. But even as U.S. and British forces occupied Basra, Tikrit, and Mosul, the Iraqi nation slipped into anarchy - and new military and security challenges emerged." "In this book, respected military analyst Anthony Cordesman provides the first in-depth examination of the key issues swirling around the most significant U.S. war since Vietnam. Finding answers is essential if we are to understand the United States' awesome power and its place in a new age of international terror and regional conflict. Finding answers is also essential if we are to draw the proper lessons and understand the new challenges of conflict termination, peacemaking, and nation building."--BOOK JACKET.
