In an effort to confront the challenges posed by criminal violence, in Oct. 2007, the U.S. and Mexico announced the Mérida Initiative, a $1.4 billion counter-narcotics and anticrime assistance package for countries in the region. Collaboration between the U.S. and Mexico has intensified, providing an opportunity to address the mutual threat of drug trafficking and organized crime affecting the region. This report provides information on the status of funding provided under the Mérida Initiative as of Sept. 30, 2009. It describes how much has been appropriated, obligated, and expended. The report also identifies factors affecting the delivery of major equipment, services, and training; and provides a timeline of key events related to the initiative.

Book excerpt: This is a print on demand edition of a hard to find publication. Crime and violence related to drug trafficking in Mexico and Central America have increased in recent years and pose a threat not only to those areas but to the U.S. as well, particularly along the Southwest border. The Merida Initiative, announced in 2007, provides about $1.6 billion in law enforcement support to Mexico and Central American countries. The Dept. of State (State) manages the Initiative while other U.S. agencies play key roles in implementation. This report examines: (1) the status of Merida program implementation; (2) State's strategy for implementation; and (3) coordination mechanisms in place for Merida. The report reviewed agency documents and conducted fieldwork in Mexico and Central America. Charts and tables.

[...] The 111th Congress is likely to continue overseeing how Mérida and related funds have been used, any planned adjustments in the uses of funds appropriated during the FY2008-FY2010 budget cycles, and the degree to which the Obama Administration's new strategies for Mexico, Central America, and the Caribbean complement each other and U. S. domestic counterdrug and border security efforts. [...] In response to the Mexican government's request for increased cooperation and assistance, in October 2007 the United States and Mexico proposed the Mérida Initiative, a package of U. S. counterdrug and anticrime assistance to Mexico and Central America. [...] The four primary goals of the Mérida Initiative, as originally conceived, were to (1) break the power and impunity of criminal organizations; (2) assist the Mexican and Central American governments in strengthening border, air, and maritime controls; (3) improve the capacity of justice systems in the region; and (4) curtail gang activity in Mexico and Central America and diminish drug demand in th [...] In the Joint Explanatory Statement to P. L. 111-117, the conferees directed the Secretary of State to submit a report to within 90 days of the enactment of the Act addressing how prior Mérida funds have been used, progress to date, any planned adjustments in the uses of funds, and post-Merida plans.

Book excerpt: Sensational headlines have publicized the drug trafficking, brutal violence, and other organized crime elements associated with Central America's mara gangs, but there have been few clear-eyed analyses of the history, hierarchies, and future of the mara phenomenon. The first book to look specifically at the Central American gang problem by drawing on the perspectives of researchers from different disciplinary backgrounds, Maras: Gang Violence and Security in Central America provides much-needed insight. These essays trace the development of the gangs, from Mara Salvatrucha to the 18th Street Gang, in Los Angeles and their spread to El Salvador, Honduras, Guatemala, and Nicaragua as the result of members' deportation to Central America; there, they account for high homicide rates and threaten the democratic stability of the region. With expertise in areas ranging from political science to law enforcement and human rights, the contributors also explore the spread of mara violence in the United States. Their findings comprise a complete documentation that spans sexualized violence, case studies of individual gangs, economic factors, varied responses to gang violence, the use of intelligence gathering, the limits of state power, and the role of policy makers. Raising crucial questions for a wide readership, these essays are sure to spark productive international dialogues.

Book excerpt: Though pillage, profit, and plunder have been a mainstay of war since pre-colonial times, there is little contemporary focus on the role of finance and economics in today's "Drug Wars"—despite the fact that they boost US banks and fill our prisons with poor people. They feed political campaigns, increase the arms trade, and function as long-term fixes to capitalism's woes, cracking open new territories to privatization and foreign direct investment. Combining on-the-ground reporting with extensive research, Dawn Paley moves beyond the usual horror stories, beyond journalistic rubbernecking and hand-wringing, to follow the thread of the Drug War story throughout the entire region of Latin America and all the way back to US boardrooms and political offices. This unprecedented book chronicles how terror is used against the population at large in cities and rural areas, generating panic and facilitating policy changes that benefit the international private sector, particularly extractive industries like petroleum and mining. This is what is really going on. This is drug war capitalism. Dawn Paley is a freelance journalist who has been reporting from South America, Central America, and Mexico for over ten years. Her writing has been published in the Nation, the Guardian, Vancouver Sun, Globe and Mail, Ms. magazine, the Tyee, Georgia Straight, and NACLA, among others.
