Book excerpt: This synthesis will be of interest to state Department of Transportation (DOT) materials and construction engineers; contract, procedure, and specification specialists; construction personnel managers; researchers; and private consultants. The synthesis describes the current state of the practice of state DOT management techniques for materials and construction acceptance, including approaches to inspection and testing. The associated requirements for maintaining adequate qualified personnel to operate the acceptance and testing programs are considered in the information reported. The information was collected by surveying state DOTs and by conducting a literature search. This report of the Transportation Research Board presents background information on the changing role of specifications, quality assurance processes, warranties, material certifications, and personnel management regarding the state of the practice for state DOT management techniques for materials and construction acceptance. In addition, detailed information is presented on personnel issues. The details of materials test methods and statistical quality control procedures are not included in the report. However, discussion of these technical aspects of materials and construction acceptance are included on the basis of their influence on personnel training requirements, and changes in administrative requirements.

Book excerpt: The Tools You Need To Be A Successful Engineer As you read through this new text, you'll discover the importance of Statistical Quality Control (SQC) tools in engineering process monitoring and improvement. You'll learn what SQC methods can and cannot do, and why these are valuable additions to your engineering tool kit. And instead of overwhelming you with unnecessary details, the authors make the implementation of statistical tools "user-friendly." The rich set of examples and problems integrated throughout this book will help you gain a better understanding of where and how to apply SQC tools. Real projects, cases and data sets show you clearly how SQC tools are used in practice. Topics are covered in the right amount of detail to give you insight into their relative importance in modern quality assurance and the ability to immediately use them. This approach provides the mix of tools you'll need to succeed in your engineering career. Key Features of the Text * Provides a coherent presentation of the role of statistics in quality assurance. * Places special attention on making sure that while the technical details are absolutely correct, they do not overwhelm the reader. * Presents the material in realistic contexts, with examples and problems that are based on real-world projects, cases and data sets. * The implementation of statistical tools is user-friendly. * The statistical treatment emphasizes graphics and estimation (and de-emphasizes hypothesis testing).

Book excerpt: Since the mid 60's the Federal Highway Administration began to encourage Departments of Transportation and Contractors toward the use of quality control and quality assurance (QA/QC) specifications, which are statistically based. For example, a QA specification has become an important component in organization commitment to overall quality management. This consists of several activities including: process control, acceptance, and sometimes independent assurance of product (Buttlar and Harrell, 1998). These specifications must be designed to reward good quality, and penalize poor quality. The QA specification, also called as the QA/QC specification, is a combination of end-result specifications and materials and methods specifications. The highway agency is responsible for the acceptance of the product that is produced by the contractor following or implementing quality control in order to produce a product that meets the specifications provided by the highway agency. QA specifications typically are statistically based specifications that use methods such as random sampling in which the properties of the desired products or constructions are described by appropriate statistical parameters, and lot by lot testing. These methods would help the contractor know whether or not the operations are producing the acceptable product. Specifications for the construction of asphalt pavements can be classified into propriety specifications, method-related specifications (MRS), end-result specifications (ERS), performance-related specifications (PRS) or combination of these specifications. Propriety Specification This type of specification refers to some specific product or its equivalent in its clauses; therefore, it limits the competition and often results in a cost increase. Since the buyer has to accept the product as a "black box", the buyer's risk is much higher than in the other three types of specifications Method Specification This type of specification outlines a specific material selection and construction operation process to be followed by the contractor in providing a product. Since there is no explicit product specified, this type of specification allows competition among various suppliers and contractors; but, because the buyer sets the requirements for materials and methods, the owner has to bear the responsibility of the performance. End-Result Specification The final characteristics of the product are stipulated in the end-result specification and the contractor is given considerable freedom in achieving those characteristics. It may specify a limit or range for any given material and/or construction characteristic. The risk for the contractor or agency depends on how the acceptance limits and processes are specified. Performance Related Specification (PRS) This type of specification holds the contractor responsible for the finished product's performance; thus, the contractor assumes considerable risk for the performance of the finished product. This type of specification is often used in conjunction with some type of warranty. The challenge here is to use "true" performance indicators, which may not be available for all materials and processes. Statistical acceptance specifications tend to provide a more defensible approach to specifying HMA construction than the previously used methods of specification (Muench and Mahoney, 2001).

Available in PDF, EPUB and Kindle. Book excerpt: Organizations in the construction industry struggle with three key issues: quality management or better meeting customer expectations, supply chain management or more effectively working with suppliers to provide a seamless service to customers, and knowledge management, the challenge of learning between collaborating organisations and between people working on similar projects around the world. Excellence in these key aspects of business is the hallmark of great companies. This book tackles each of these themes, demonstrating their significance as strategic concepts for the construction sector and illustrating how development goals in each of the areas can be met. To be successful Total Quality has to impact on the organisation’s Performance, which should be measured on a “balanced scorecard”, including the results from the customer. This can be achieved through good Planning and improvements in Processes through involvement of the People. These 4Ps combine with the 4Cs – Customer, Culture, Communication and Commitment to provide a model for implementing total quality into construction. The book brings together, within this consistent theoretical framework, international case studies from all areas of the construction industry. These include examples as diverse as quarrying, construction, design, real estate, land development and regulatory agencies, drawn from the UK, USA, Hong Kong, Singapore Australia and Japan. Through these the authors demonstrate how a total quality or business excellence strategy can be applied in all activities in the construction supply chain to achieve world-class performance. Written by two of the world's leading experts, in a logical and very practical style, Total Quality in the Construction Supply Chain offers students and others new to the subject a clearly structured introduction to the concept of quality in the industry, while offering help and guidance to the most experienced professionals. The book should also appeal to people from all areas of the building and construction sector in any country.

Book excerpt: As usage of the NEC (formerly the New Engineering Contract) family of contracts continues to grow worldwide, so does the importance of understanding its clauses and nuances to everyone working in the built environment. This set of contracts, currently in the third edition, is different to others in concept as well as format, so users may well find themselves needing a helping hand along the way. Understanding the NEC3 Engineering and Construction Short Contract uses plain English to lead the reader through the contract’s key features, including: the use of early warnings programme provisions payment compensation events preparing and assessing tenders Common problems are signalled to the reader throughout, and the correct way of reading each clause explained. In addition, the things to consider when deciding between the ECSC and the longer Engineering and Construction Contract are discussed in detail. Written for professionals without legal backgrounds, by a practicing construction contract consultant, this handbook is the most straightforward, balanced and practical guide to the NEC3 ECSC available. An ideal companion for Employers, Contractors, Project Managers, Supervisors, Engineers, Architects, Quantity Surveyors, Subcontractors, and anyone else interested in working successfully with the NEC3 ECSC.
