Typically three to five years following construction, reflected cracks, one of the primary forms of distress in hot-mix asphalt overlays of flexible pavements, may be observed. When rolled down, reflected cracks affect ride quality. In addition, reflected cracks allow the penetration of water into the pavement and the base. The water causes the asphalt mix to deteriorate and the base to soften. Consequently the service life of pavements is reduced. Cold In-Place Recycling (CIR) provides an economical rehabilitation method that mitigates crack reflection by pulverizing the asphalt pavement surface, thus destroying the old crack pattern in the recycled layer. However, recycled roads have inconsistent performance. Several years after recycling, some roads are still in excellent condition with only a few minor cracks while extensive cracking and rutting were observed on other roads. These opposite behaviors can be observed on roads that were constructed in the same county, by the same contractor in the same construction season. Thus the difference in performance is probably not from such factors as weather, equipment, contractors' experiences, and construction procedures. Rather, other factors become more prominent in affecting pavement performance, such as: age of the recycled pavement; traffic volume; support conditions; and aged engineering properties of the CIR materials. This dissertation investigates how aged engineering properties of the CIR materials and other factors affect pavement performance. Twenty-four sample roads were selected to represent various ages, traffic volumes, and support conditions in a geographically balanced sampling in Iowa. Pavement Condition Index (PCI) ratings were collected using an automated pavement distress digital image collection and analysis system. Engineering properties of CIR materials were examined through field and lab tests. Statistical analyses were conducted to descript the relationships between the pavement performance and the prominent factors. The conclusions and recommendations were presented in this dissertation.

Book excerpt: A promising pavement rehabilitation strategy that is of interest to state highway agencies and local governments involves the in-place pulverization of failed hot mix asphalt (HMA) pavements and re-use of the pulverized material as a granular base material. Advantages of this technique include a reduction in the use of virgin aggregate, a reduction in the amount of construction traffic, and removal of the potential for reflective cracking from the existing cracked pavement layers through the new HMA surface. However, the performance of this technique has not been comprehensively evaluated, and, in particular, permanent deformation characteristics. In this thesis, four pilot projects in northeastern California were used to evaluate the pulverized material and this rehabilitation strategy. The characteristics and performance of the pulverized material were evaluated by comprehensive laboratory and field testing, and analyses. Based on the multistage repeated load triaxial test results, the shakedown limits of the pulverized material were estimated and compared with the stress states calculated from the cross-anisotropic finite element analyses based on real traffic and climate data. A recursive-incremental damage model was used to predict permanent deformation of the pulverized base layer over the long term and to compare it with that of typical aggregate base material. Based on the comprehensive laboratory testing, field testing, and analyses, the pulverized material was found to be generally stiffer than typical aggregate base material, possibly due to better aggregate shape than that found in typical aggregate base material. The pulverized mateiral has less permanent deformation resistance at low stress levels but greater resistance at higher stress levels than typical granular material used in California. Possible reasons for the lower permanent deformation resistance at low stress levels might be the laboratory compaction method and that the recycled HMA in the pulverized material undergoes additional breakdown under initial loading since coarse fractions of the pulverized materials are greater than that of the comparison virgin aggregate base. Overall, the performance benefits of this rehabilitation strategy make it a viable option for flexible pavement rehabilitation.

Book excerpt: The objectives of this study were: 1) To determine the cost effectiveness of thin hot mix asphalt (HMA) overlays as a maintenance technique; 2) To determine under what conditions a thin overlay would be suitable; 3) To determine the timing of constructing a thin overlay to maximize its benefits; and 4) To develop a prototype aggregate source information system to correlate aggregate source quality to pavement performance. Performance data for thin overlays constructed by ODOT since 1990 were collected to study the cost-effectiveness of thin overlay. The average thin overlay project cost is about 40% of the average minor rehabilitation project cost for the Priority System, and approximately 60% for the General System pavements. In contrast, the average service life of a thin overlay is generally more than 70% of that of a minor rehabilitation. Therefore, most of the thin overlays are deemed cost effective. Thin overlay projects that are not cost effective tend to be those performed on very poor pavements, and with insufficient thickness. Thin overlays are most likely to be cost effective if the existing pavement's PCR score is between 70 and 90 for Priority System, and between 65 and 80 for General System pavements. A prototype aggregate source GIS system was developed. Higher aggregate soundness loss is shown to correlate with higher pavement deterioration rate. A thin HMA overlay is generally a cost-effective maintenance treatment. Employed properly, thin overlay provides a relatively low cost alternative in preserving and extending the service life of the existing pavement.

However, mechanically or thermally driven movements at joints and cracks in the underlying pavement usually lead to development of reflective cracks in the overlay. The formation and propagation of reflection cracking is controlled by the mechanical properties of the asphalt and the condition of the overlaid pavement. Current state of practice for asphalt overlay design is policy oriented and lacking an engineered design approach. There is need for establishing state of practice in design of overlays as well as for assessment of PCC pavement condition and recommending improvements to existing pavement prior to overlay construction. The objective of this study is to develop a simple decision tree-based tool for selecting suitable asphalt mixtures and overlay designs to prolong overlay lives by lowering reflective cracking and improving in-situ density. This research will leverage the current National Road Research Alliance (NRRA) effort of constructing, instrumenting, and monitoring 12 MnROAD test sections, laboratory performance tests on asphalt mixtures from the test sections, and past field performance data. The proposed tool incorporates field performance data, performance modelling, and life-cycle cost analysisto develop best practices for rehabilitation of PCC with asphalt overlays.

Book excerpt: This dissertation integrates and assesses in-service hot mix asphalt pavement data from several typically available but disconnected data sources to inform pavement policy and specification development. This in-service pavement data approach captures connected pavement data from different stages of pavement projects (e.g. mix design, construction, performance after completion) to better understand the relationship between actual in-service performance and mix design, structural design, and construction variables. The dissertation addresses the following research question: what is the value of the in-service pavement data approach in developing hot mix asphalt pavement policy and specifications? To test this question, the dissertation applies this approach using data from 2007 to 2017 to investigate several current Washington State Department of Transportation (WSDOT) research questions. Using the in-service pavement data approach, WSDOT pavement performance questions regarding (1) 3/8-inch versus 1/2-inch nominal maximum aggregate size (NMAS) mixtures, (2) the influence of elevated in-place density mixtures and other mixture characteristics, and (3) high-reclaimed asphalt pavement (RAP) (> 20%) versus up-to-20%-RAP mixtures are analyzed. High level findings include: (1) there is no statistical evidence to suggest a difference in performance between 3/8-inch and 1/2-inch NMAS mixtures; however, the cracking/rutting performance of 3/8-inch NMAS mixtures may be trending higher for older mixtures (ages 9-10); (2) there is no field evidence to suggest an apparent trend between elevated density and increased cracking/rutting performance; however, fine-graded mixture cracking performance may be trending higher than coarse-graded mixtures for older contracts (ages 8-10) and no contracts with a density of 94% or higher perform poorly ([less than or equal to] 50 cracking/rutting condition value); and (3) there is no statistical evidence to suggest a difference in performance between high-RAP (> 20%) and up-to-20%-RAP mixtures. Ultimately, the in-service pavement data approach is a repeatable framework that can be used to better understand the relationship between actual in-service performance and mix design, structural design, and construction variables. Additionally, it is generalizable to any field with large data sets on in-service pavements (e.g. airfields, highways, etc.). Towards this end, the in-service pavement data approach and high-level findings of the WSDOT case studies may be applicable to the U.S. Air Force pavement program.
