Book excerpt: The purpose of this edited volume is to examine the disconnect in the sexual violence prevention field between legislation, research and practice. The work is focused primarily on United States policies and initiatives, with key case studies internationally. Contributions show that current policies are mainly based on repeat offenders: residence restrictions, registration and notification statutes, and post-sentence initiatives. While these initiatives address public fears, they are not evidence-based and do not necessarily reduce offending. Research shows that post-sentence policies may destabilize offenders and limit their ability to reintegrate with society at a critical period, therefore increasing the chances of recidivism. Furthermore, the majority of sex crimes (95%) are committed by first time offenders. This innovative book is divided into two parts juxtaposing what is currently being done legislatively with what the research evidence suggests would be best practice.

Though studies exist that seek to explain how people become trapped within violent relationships and what factors facilitate survival, escape and safety, this book provides fresh insights into this complex and multifaceted issue. People often ask of women in abusive relationships “why does she stay?” Critics suggest that this question carries implicit notions of victim blame and fails to hold to account the perpetrators of abuse. The studies described in this book, however, explore the question from the perspectives of survivors and represent a shift away from individual pathology to an approach based on the recognition of structural oppression, agency and resilience. Comprising eight chapters, new theoretical frameworks for the analysis of IPV are provided to guide practitioners and policy makers in improving services for vulnerable people in abusive relationships, and a range of studies into the experiences of a diverse range of survivors, including mothers in Portugal, women who experienced child marriage in Uganda, and refugees in the United States of America, generate findings which elucidate perspectives from marginalised and under-researched groups.

We know this directly because of the courage survivors have shown in facing their perpetrators in courts, online and in the public eye. But society is hesitant, incapable or unwilling to hold offenders to account: they keep their jobs — or get promoted to powerful positions — and survivors frequently end up being on trial themselves. Furthermore, mainstream discourse and thinking about sexual violence and consent are limited to problematic op-eds, oversimplified viral videos or tweets. These will not end sexual violence. The contributors to Dis/Consent argue that the conversations happening today around consent and sexual violence ignore and erase the multiple forms of oppression that are part and parcel of sexual violence. They highlight the relationships between our social structures, social institutions and individual experiences of sexual consent and sexual violence. And because sexism, racism, misogyny, homophobia, transphobia and ableism are deeply intertwined with sexual violence, it will not be undone without systemic, anti-oppressive, decolonizing change. Refusing to reduce intersectionality to a hasty footnote, this volume examines the construction of sexual violence and consent at diverse intersections of identity and includes a diversity of perspectives and positionalities rarely found in conversations about sexual violence and sexual consent.
