Available in PDF, EPUB and Kindle. Book excerpt: In October 2002 the United States confronted North Korea with suspicions that Pyongyang was enriching uranium in violation of the Agreed Framework that the nations had worked out during the Clinton administration. North Korea subsequently evicted international monitors and resumed its nuclear weapons program. The Peninsula Question chronicles the resulting second Korean nuclear crisis. Japanese journalist Yoichi Funabashi, informed by interviews with more than 160 diplomats and decision makers from China, Japan, Russia, South Korea, and the United States, provides a behind-the-scenes look at the negotiations to denuclearize the peninsula. Between 2002 and 2006, a series of top level diplomats, including the prime minister of Japan, attempted to engage with North Korea. Funabashi illustrates how the individual efforts of these major powers laid the groundwork for multilateral negotiations, first as the trilateral meeting and then as the Six-Party Talks. The first four rounds of talks (2003–2005) resulted in significant progress. Unfortunately, a lack of implementation after that breakthrough ultimately led to North Korea's missile tests in July and subsequent nuclear tests in October 2006. Th e Peninsula Question provides a window of understanding on the historical, geopolitical, and security concerns at play on the Korean peninsula since 2002. Offering multiple perspectives on the second Korean nuclear crisis, it describes more than just the U.S. and North Korean points of view. It pays special attention to China's dealings with North Korea, providing rare insights to into the decision-making processes of Beijing. This is an important, authoritative resource for understanding the crisis in Korea and diplomacy in Northeast Asia.

Book excerpt: A timely look at the impact of China’s booming emergence on the countries of Southeast Asia Today, Southeast Asia stands uniquely exposed to the waxing power of the new China. Three of its nations border China and five are directly impacted by its claims over the South China Sea. All dwell in the lengthening shadow of its influence: economic, political, military, and cultural. As China seeks to restore its former status as Asia’s preeminent power, the countries of Southeast Asia face an increasingly stark choice: flourish within Beijing’s orbit or languish outside of it. Meanwhile, as rival powers including the United States take concerted action to curb Chinese ambitions, the region has emerged as an arena of heated strategic competition. Drawing on more than a decade of on-the-ground experience, Sebastian Strangio explores the impacts of China’s rise on Southeast Asia, the varied ways in which the countries of the region are responding, and what it might mean for the future balance of power in the Indo-Pacific.

Book excerpt: This text provides a comprehensive re-examination of post-World War II Sino-Japanese relations, focusing notably on Chinese premier Zhou Enlai’s foreign policy toward Japan. It juxtaposes Zhou’s stance on issues which confront current bilateral relations — such as the “history issues” and the territorial dispute over the Senkaku (or Diaoyu) Islands — with the current Chinese foreign policy of President Xi Jinping. Through in-depth analysis of primary sources, including newly published writings and biographies of Zhou as well as newly released diplomatic archival documents, this book reveals the truth behind secret negotiations between China and Japan and sheds new light on contemporary Sino-Japanese relations.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays by leading scholars from Japan, China, South Korea, and the United States examines how and why bitter historical memories have resurfaced in recent years as freshly virulent and contentious issues between Japan and its neighbors—especially China and South Korea. Moreover, it seeks to identify what set of conditions and what sequence of measures will enable these modern nations to manage, palliate, and exorcise the wrongs of the past in a spirit of reconciliation, so that the dangerous growth of nationalist resentments and revanchism can be checked. Comfort women ... the Yasukuni Shrine ... the history textbook controversies ... The single sorest issue confronting East Asia today is the growing animosity and conflict between Japan and its neighbors—especially China and South Korea—over their respective and collective memories of Japan's pre-1945 militaristic aggression, oppression, and atrocities. Even as East Asia has established itself as one of the most vibrant economic regions of the world, the strident nationalisms that have emerged here in the post-Cold War period have exacerbated historical grievances and heightened the international tensions that separate Japan from China and South Korea, blocking the development of an international system based on comity and cooperation.

Available in PDF, EPUB and Kindle. Book excerpt: Why has the Chinese government sometimes allowed and sometimes repressed nationalist, anti-foreign protests? What have been the international consequences of these choices? Anti-American demonstrations were permitted in 1999 but repressed in 2001 during two crises in US-China relations. Anti-Japanese protests were tolerated in 1985, 2005, and 2012 but banned in 1990 and 1996. Protests over Taiwan, the issue of greatest concern to Chinese nationalists, have never been allowed. To explain this variation in China's response to nationalist mobilization, Powerful Patriots argues that Chinese and other authoritarian leaders weigh both diplomatic and domestic incentives to allow and repress nationalist protests. Autocrats may not face electoral constraints, but anti-foreign protests provide an alternative mechanism by which authoritarian leaders can reveal their vulnerability to public pressure. Because nationalist protests are costly to repress and may turn against the government, allowing protests demonstrates resolve and increases the domestic cost of diplomatic concessions. Repressing protests, by contrast, sends a credible signal of reassurance, facilitating diplomatic flexibility and signaling a willingness to spend domestic political capital for the sake of international cooperation. To illustrate the logic, the book traces the effect of domestic and diplomatic factors in China's management of nationalist protest in the post-Mao era (1978-2012) and the consequences for China's foreign relations.
