Ranging from the seventeenth century to the chaotic aftermath of empire, the papers collected here consider Tokugawa Japan’s halting engagement with Taiwan as a key world historical moment that illuminates changing attitudes towards maritime expansion; the ways in which the colonial project was packaged and sold in print as well as image; and the complex legal discourses surrounding the making and unmaking of empire. Together they show how influence flowed both ways between Taiwan and Japan and the importance of inter-Asian interactions. This book was published as a special issue of Japanese Studies.

The book considers these issues in all of East Asia, including China, Japan and Korea, focusing in particular on Hong Kong, which was subject to British rule from 1842 to 1997, and on Taiwan, which was subject to Japanese rule from 1895 to 1945. The book discusses how, although the main impact of land ownership by individuals and modern surveying were felt after colonialism had ended, it is by studying the introduction of these factors that their impact can be most clearly understood.

Book excerpt: Japanese Studies has provided a fertile space for non-Eurocentric analysis for a number of reasons. It has been embroiled in the long-running internal debate over the so-called Nihonjinron, revolving around the extent to which the effective interpretation of Japanese society and culture requires non-Western, Japan-specific emic concepts and theories. This book takes this question further and explores how we can understand Japanese society and culture by combining Euro-American concepts and theories with those that originate in Japan. Because Japan is the only liberal democracy to have achieved a high level of capitalism outside the Western cultural framework, Japanese Studies has long provided a forum for deliberations about the extent to which the Western conception of modernity is universally applicable. Furthermore, because of Japan’s military, economic and cultural dominance in Asia at different points in the last century, Japanese Studies has had to deal with the issues of Japanocentrism as well as Eurocentrism, a duality requiring complex and nuanced analysis. This book identifies variations amongst Japanese Studies academic communities in the Asia-Pacific and examines the extent to which relatively autonomous scholarship, intellectual approach or theories exist in the region. It also evaluates how studies on Japan in the region contribute to global Japanese Studies and explores their potential for formulating concrete strategies to unsettle Eurocentric dominance of the discipline.

After the Second World War in Asia, the victorious Allies placed around 5,700 Japanese on trial for war crimes. Ostensibly crafted to bring perpetrators to justice, the trials intersected in complex ways with the great issues of the day. They were meant to finish off the business of World War Two and to consolidate United States hegemony over Japan in the Pacific, but they lost impetus as Japan morphed into an ally of the West in the Cold War. Embattled colonial powers used the trials to bolster their authority against nationalist revolutionaries, but they found the principles of international humanitarian law were sharply at odds with the inequalities embodied in colonialism. Within nationalist movements, local enmities often overshadowed the reckoning with Japan. Instead, emulation of China-the hegemon with a civilizational influence-drove the rapid formation of centralized, bureaucratically administered, territorial governments in Korea, Japan, and Vietnam. Furthermore, these countries engaged in state-building not to engage in conflict or to suppress revolt. In fact, war was relatively rare and there was no balance of power system with regular existential threats-the longevity of the East Asian dynasties is evidence of both the peacefulness of their neighborhood and their internal stability. We challenge the assumption that the European experience with war and state-making was universal. More importantly, we broaden the scope of state formation in East Asia beyond the study of China itself and show how countries in the region interacted and learned from each other and China to develop strong capacities and stable borders.

It also argues for the need to rediscover their own strategic cultures as an essential means of re-inventing and implementing their own unique models of national development. As a substantial contribution to the subfields of small power politics and strategic cultures in international relations, the book marks a paradigm shift in both theory and practice.
