Book excerpt: Excerpt from The State Tax Commission: A Study of the Development and Results of State Control Over the Assessment of Property for Taxation This book is a study of the development and results of state control over the assessment of property for taxation. Historically this development has been in the direction of a steadily enlarging sphere of state activity. Beginning with state equalization of the local assessments, the expansion of state control has brought within its scope central assessment of the property of certain classes of corporations and the exercise of a varying degree of supervisory authority over the original assessment of property remaining in the jurisdiction of the local assessor. The first chapter outlines the administrative evolution which produced, in turn, the state equalization, the state assessment of corporations, and the state supervision of local assessment. Both the state board of equalization and the state board of corporate assessment of the older type failed, however, because the nature of the administrative problem was so generally misunderstood. The situation in a few' states under the older state boards of equalization and assessment is described in the second and third chapters. Under the state tax commission there has been the beginning of effective coordination of all parts of the administrative organization, and the beginning, therefore, of a solution of the problem of equitable distribution of the tax burden. The discussion of the achievements of the state tax commissions, and of the limitations under which these bodies have done their work, occupies the remainder of the book. This study was begun several years ago, while the writer was a graduate student at Harvard University. It was submitted as a doctoral dissertation at Harvard in 1914, and is now published, after a thorough revision. The foundation of the whole was a visit, in 1911, to all of the important tax commissions then in existence. Douglas S. Freeman of the city of Richmond was chosen as expert member and Secretary of the Commission. In submitting herewith the results of our investigation we are glad to report harmony among the members of the Commission. We regret however, the resignation of Senator George B. Keezell, which left a vacancy in the Commission. We could have wished that the ripe experience of this gentleman had been brought to bear on our work. It has been our purpose, throughout our work, to make such recommendations alone as were practical and operative. Many theories of taxation have in consequence been discarded and many plans of reforms have been rejected because, in our judgment, they were not of practical value to the Commonwealth. The recommendations which follow we believe to be of immediate importance, practical, advisable and feasible. Book excerpt: Excerpt from Biennial Report of the Wisconsin State Tax Commission to the Legislature But while the legislature imposed this duty on the. Tax commis sion, it utterly failed to provide it with the necessary machinery to carry it out. There are over assessment districts in the state, many of which have one or more assistants, so that the total number of persons employed in the assessment of the property of the state each year is not less than Except in a few chartered cities, all these assessors are chosen by popular vote at the general spring elec tion in April and required to begin their work on the first day of May following. There is no test of ability or experience required in the selection of these assessors, and the salary prescribed is such as to deter competent men from accepting the post. While the tax com mission is charged with the duty of securing uniformity in assess ments and equality in the distribution of the tax burden, it can neither select the assessing officers, nor prescribe their qualifications, nor fix their compensation, nor dismiss them for incompetency. The result is that different assessing officers are chosen at random every spring with no requirement of qualification, responsibility or experience, directed to assess over worth of property in the following two months in a uniform and equitable manner. It would be difficult to conceive of a more absurd or illogical method of securing uniformity or efficient service. Imagine the effect on a private' business required to be conducted in the same manner namely, by employing a general manager to conduct it and then depriving him of the power to hire his own help, fix their compensa tion, or dismiss them for neglect or incompetency.
