While ranching in the Amazon—and its destructive environmental consequences—receives attention from both the media and scholars, the states of Mato Grosso and Mato Grosso do Sul actually host the most cattle. A significant beef producer in Brazil beginning in the late nineteenth century, the region served as a laboratory for raising cattle in the tropics, where temperate zone ranching practices do not work. Mato Grosso ranchers and cowboys transformed ranching’s relationship with the environment, including the introduction of an exotic cattle breed—the Zebu—that now dominates Latin American tropical ranching. Cattle in the Backlands presents a comprehensive history of ranching in Mato Grosso. Using extensive primary sources, Robert W. Wilcox explores three key aspects: the economic transformation of a remote frontier region through modern technical inputs; the resulting social changes, especially in labor structures and land tenure; and environmental factors, including the long-term impact of ranching on ecosystems, which, he contends, was not as detrimental as might be assumed. Wilcox demonstrates that ranching practices in Mato Grosso set the parameters for tropical beef production in Brazil and throughout Latin America. As the region was incorporated into national and international economic structures, its ranching industry experienced the entry of foreign investment, the introduction of capitalized processing facilities, and nascent discussions of ecological impacts—developments that later affected many sectors of the Brazilian economy.

Book excerpt: The purpose of this paper is to empirically show the relative importance of the agricultural sector in the productive framework of Mato Grosso State (Brazil) using an inter-regional input-output model for two regions: Mato Grosso and the rest of Brazil for 1999. The idea was to identify the most important sectors of the economies in question, their connections and the propagation of impacts between regions, besides verifying the impact on the Mato Grosso soybean exports on the total production of other activities. The hypothesis on the importance of the primary sectors for the state economy has been confirmed, and some agricultural sectors and others directly linked to them have been found to be key-sectors, or centres of economic growth in the region under study. Special mention should be given to soybean cultivation in Mato Grosso state, which shows a high employment and income multiplying effect on the economy, as well as being a centre of economic growth and major exporter, attracting exchange gains to the country and positively impacting the production of other sectors. Finally, this paper provides a useful tool for drafting public policies for Mato Grosso state.

Book excerpt: "Although private forest use in Brazil has been regulated at least since the Forest Code of 1965, cumulative deforestation in the Brazilian Amazon reached 653,000 km2 by 2003 (INPE 2004). Much of this deforestation is illegal. In 1999, the State Foundation of the Environment (FEMA) in Mato Grosso introduced an innovative licensing and enforcement system to increase compliance with land use regulations. If successful, the program would deter deforestation that contravenes those regulations, including deforestation of riverine and hillside forest (permanent preservation areas), and reduction of a property's forest cover below a specified limit (the legal forest reserve requirement). This study seeks to assess whether introduction of the program affected landholder behavior in the desired direction. Simple before/after comparisons are not suitable for this purpose, because there is considerable year to year variation in deforestation due to climatic and economic conditions. Nor is it valid to assess program impacts by comparing licensed and unlicensed landholders, even though the program focused its enforcement efforts on the former. This is because, first, landholders with no intention of deforesting may choose to become licensed; and second, unlicensed landholders may be deterred from deforestation by the mere existence of a serious program that aims for universal licensing. To meet these challenges, the study applies a difference-in-difference approach to geographically explicit data. It looks for, and confirms, post-program declines in deforestation in high-priority enforcement areas relative to other areas; in more easily observed areas relative to less easily observed areas; and in areas of low remaining forest cover (where further deforestation is probably illegal) relative to high remaining forest cover. Thus, even against a backdrop of higher aggregate deforestation (driven in part by higher agricultural prices), there is evidence that the program in its early stages (before 2002) did shift landholder behavior in a direction consistent with reduced illegal deforestation. (The legality of deforestation was not however directly observed). The study hypothesizes that this behavioral change resulted from an initial perception of increased likelihood of the detection and prosecution of illegal deforestation, following announcement of the program.
