Book excerpt: Since 1991 more than two dozen states have adopted merit-based student financial aid programs, intended at least in part to increase the stock of human capital by improving the knowledge and skills of the state's workforce. At the same time, there has been growing concern that the U.S. is producing too few college graduates in science, technology, engineering, and mathematics (STEM) fields. Using both microdata from the American Community Survey and student records from the University System of Georgia, this paper examines whether recently adopted state merit-aid programs have affected college major decisions, with a focus on STEM fields. We find consistent evidence that state merit programs did in fact reduce the likelihood that a young person in the state will earn a STEM degree.

Our primary analysis uses microdata from the 2000 United States Census and 2001-2010 American Community Survey to estimate the effects of exposure to merit programs on educational outcomes for 25 states that adopted such programs by 2004. We also utilize administrative data for the University System of Georgia to look more in depth at the effects of exposure to the HOPE Scholarship on degree completion. We find strong consistent evidence that exposure to state merit aid programs have no meaningfully positive effect on college completion.

Book excerpt: The Community College Research Center (CCRC) conducted a study to better understand how two-year public colleges react to new state merit-based financial aid programs by evaluating the institutional behavior of each of Florida's 28 community colleges before and after the Florida Legislature created the Florida Bright Futures Scholarship (FBFS) program in 1997. This brief describes the FBFS program, the dataset and model for analysis used in the research, as well as the study's findings and conclusions. The results of the study suggest that community colleges respond to the economic incentives created by the introduction of a merit aid program by modifying their institutional financial aid policies in unexpected ways. The brief is drawn from the full-length report, "Institutional Responses to State Merit Aid Programs: The Case of Florida Community Colleges" (CCRC Working Paper No. 8).

Levels of awards in the National Merit Program are Commended Student, Semifinalist, Finalist, and National Merit Scholar. Even earning a semifinalist placement can lead to a scholarship for free tuition at many major universities, while a full-fledged National Merit Scholar can receive free tuition, free room & board, and a stipend as well at some schools.Now, some brilliant students fail to win a National Merit Scholarship. And, some surprisingly "average" students do win a National Merit Scholarship, allowing them to attend college at little or no cost to them!I became a National Merit Scholar, and received extremely generous scholarship offers from many different major universities. Many of these scholarships covered at least the cost of tuition and room and board for all four years of an undergraduate degree; some were for an even larger amount. But, as I said, I know students more intelligent than I who did not do particularly well in the National Merit Program!It is my goal, through this book, to show you the strategies that allowed me to succeed in the National Merit Program (strategies that can apply to a variety of major scholarship programs). The first volume in the series, Fiscal Policy in Urban Education, addressed the continuing challenge of large, complex urban school systems to operate both equitably and efficiently. Guest edited by Faith Crampton and David Thompson, the second volume in our series, Saving America's School Infrastructure, examined the relationship between the physical environment of schools and student achievement. The third volume, High Stakes Accountability in Education: Implications for Resources and Capacity, compiled a diversity of research studies focused local, state and national efforts to respond to the reauthorization of the federal Elementary and Secondary Education Act, commonly referred to as No Child Left Behind (NCLB). In this fourth volume, attention is turned to both theoretical and pragmatic concerns in American higher education. During the final stages of the preparation of this manuscript, our schools, colleges, and universities have been confronted with what can be referred to as a “once in a century” set of challenges. As the global COVID 19 pandemic penetrated the United States in early 2020, colleges and universities have scrambled to address this ongoing public health crisis. Emergency task forces were established, campuses were shut down, faculty moved their instruction to virtual formats, and the entire higher education industry braced itself for the financial fallout. In addition to having to invest additional resources in classroom technology, ventilation, and personal protective equipment, colleges and universities continue to respond to revenue shortfalls, including reductions in both tuition and room and board revenue. With this in mind, contributing authors were asked to pay specific attention to contemporary challenges and opportunities during a pivotal period in America’s colleges and universities. The contributing authors were asked to think of policymakers and practitioners at local, state, and national levels as the intended audiences for their work. Our contributors responded with a collection of studies examining the impact of federal and state policymaking on higher education finance and on specified educational outcomes and practices.
