Available in PDF, EPUB and Kindle. Book excerpt: The Temporary Assistance for Needy Families (TANF) block grant provides federal grants to states for a wide range of benefits, services, and activities. It is best known for helping states pay for cash welfare for needy families with children, but it funds a wide array of additional activities. TANF was created in the 1996 welfare reform law (P.L. 104-193). TANF funding and program authority were extended through FY2010 by the Deficit Reduction Act of 2005 (DRA, P.L. 109-171). TANF provides a basic block grant of $16.5 billion to the 50 states and District of Columbia, and $0.1 billion to U.S. territories. Additionally, 17 states qualify for supplemental grants that total $319 million. TANF also requires states to contribute from their own funds at least $10.4 billion for benefits and services to needy families with children -- this is known as the maintenance-of-effort (MOE) requirement. States may use TANF and MOE funds in any manner "reasonably calculated" to achieve TANF's statutory purpose. This purpose is to increase state flexibility to achieve four goals: (1) provide assistance to needy families with children so that they can live in their own homes or the homes of relatives; (2) end dependence of needy parents on government benefits through work, job preparation, and marriage; (3) reduce out-of-wedlock pregnancies; and (4) promote the formation and maintenance of two-parent families. Though TANF is a block grant, there are some strings attached to states' use of funds, particularly for families receiving "assistance" (essentially cash welfare). States must meet TANF work participation standards or be penalised by a reduction in their block grant. The law sets standards stipulating that at least 50% of all families and 90% of two-parent families must be participating, but these statutory standards are reduced for declines in the cash welfare caseload. (Some families are excluded from the participation rate calculation.) Activities creditable toward meeting these standards are focused on work or are intended to rapidly attach welfare recipients to the workforce; education and training is limited. Federal TANF funds may not be used for a family with an adult that has received assistance for 60 months. This is the five-year time limit on welfare receipt. However, up to 20% of the caseload may be extended beyond the five years for reason of "hardship", with hardship defined by the states. Additionally, states may use funds that they must spend to meet the TANF MOE to aid families beyond five years. TANF work participation rules and time limits do not apply to families receiving benefits and services not considered "assistance". Child care, transportation aid, state earned income tax credits for working families, activities to reduce out-of-wedlock pregnancies, activities to promote marriage and two-parent families, and activities to help families that have experienced or are "at risk" of child abuse and neglect are examples of such "nonassistance".

Book excerpt: For many Americans who live at or below the poverty threshold, access to healthy foods at a reasonable price is a challenge that often places a strain on already limited resources and may compel them to make food choices that are contrary to current nutritional guidance. To help alleviate this problem, the U.S. Department of Agriculture (USDA) administers a number of nutrition assistance programs designed to improve access to healthy foods for low-income individuals and households. The largest of these programs is the Supplemental Nutrition Assistance Program (SNAP), formerly called the Food Stamp Program, which today serves more than 46 million Americans with a program cost in excess of $75 billion annually. The goals of SNAP include raising the level of nutrition among low-income households and maintaining adequate levels of nutrition by increasing the food purchasing power of low-income families. In response to questions about whether there are different ways to define the adequacy of SNAP allotments consistent with the program goals of improving food security and access to a healthy diet, USDA's Food and Nutrition Service (FNS) asked the Institute of Medicine (IOM) to conduct a study to examine the feasibility of defining the adequacy of SNAP allotments, specifically: the feasibility of establishing an objective, evidence-based, science-driven definition of the adequacy of SNAP allotments consistent with the program goals of improving food security and access to a healthy diet, as well as other relevant dimensions of adequacy; and data and analyses needed to support an evidence-based assessment of the adequacy of SNAP allotments. Supplemental Nutrition Assistance Program: Examining the Evidence to Define Benefit Adequacy reviews the current evidence, including the peer-reviewed published literature and peer-reviewed government reports. Although not given equal weight with peer-reviewed publications, some non-peer-reviewed publications from nongovernmental organizations and stakeholder groups also were considered because they provided additional insight into the behavioral aspects of participation in nutrition assistance programs. In addition to its evidence review, the committee held a data gathering workshop that tapped a range of expertise relevant to its task.

Book excerpt: The Brookings Institution's Welfare Reform & Beyond Initiative was created to inform the critical policy debates surrounding the upcoming congressional reauthorization of the Temporary Assistance for Needy Families (TANF) program and a number of related programs that were created or dramatically altered by the 1996 landmark welfare reform legislation. The goal of the project has been to take the large volume of existing and forthcoming research studies and shape them into a more coherent and policy-oriented whole. This capstone collection gathers twenty brief essays (published between January 2001 and February 2002) that focus on assessing the record of welfare reform, specific issues likely to be debated before the TANF reauthorization, and a broader set of policy options for low-income families. It is a reader-friendly volume that will provide policymakers, the press, and the interested public with a comprehensive guide to the numerous issues that must be addressed as Congress considers the future of the nation's antipoverty policies. The collection covers the following topics and features a new introduction from the editors: - An Overview of Effects to Date - Welfare Reform Reauthorization: An Overview of Problems and Issues - A Tax Proposal for Working Families with Children - Welfare Reform and Poverty - Reducing Non-Marital Births - Which Welfare Reforms are Best for Children? - Welfare and the Economy - What Can Be Done to Reduce Teen Pregnancy and Out-of-Wedlock Births? - Changing Welfare Offices - State Programs - Welfare Reform and Employment - Fragile Families, Welfare Reform, and Marriage - Health Insurance, Welfare, and Work - Helping the Hard-to-Employ - Sanctions and Welfare Reform - Child Care and Welfare Reform - Job Retention and Advancement in Welfare Reform - Housing and Welfare Reform - Non-Citizens - Block Grant Structure - Food Stamps - Work Support System - Possible Welfare Re

Available in PDF, EPUB and Kindle. Book excerpt: Welfare has been central to a number of significant political debates in modern America: What role should the government play in alleviating poverty? What does a government owe its citizens, and who is entitled to help? How have race and gender shaped economic opportunities and outcomes? How should Americans respond to increasing rates of single parenthood? How have poor women sought to shape their own lives and influence government policies? With a comprehensive introduction and a well-chosen collection of primary documents, Welfare in the United States chronicles the major turning points in the seventy-year history of Aid to Families with Dependent Children (AFDC). Illuminating policy debates, shifting demographics, institutional change, and the impact of social movements, this book serves as an essential guide to the history of the nation's most controversial welfare program.

This book was released on 2001 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) significantly changed federal welfare policy for low-income families with children. PRWORA eliminated eligible families legal entitlement to cash assistance and created Temporary Assistance for Needy Families (TANF) block grants to states. The Department of Health and Human Services (HHS) administers the TANF block grant program, which provides states with up to $16.5 billion each year through fiscal year 2002 and requires them to maintain a historical level of state spending on welfare-related programs. Under TANF, states have much greater flexibility and responsibility than under the prior Aid to Families With Dependent Children (AFDC) program to design and implement programs that meet state and local needs. At the same time, TANF emphasizes the importance of work and personal responsibility over dependence on government benefits. More specifically, to avoid financial penalties, states must demonstrate, yearly, that an ever-increasing proportion of adults receiving TANF are working or engaged in work-related activities. In addition, after 2 years of assistance, or sooner if the state determines the recipient is ready, TANF adults are generally required to be engaged in work or work-related activities, and each state has the prerogative to define work and work-related activities. These work requirements are more stringent than those of the previous program. Moreover, states must enforce a lifetime limit of 60 months (or less, at state option) on the length of time adults receive federal assistance, although up to 20 percent of a state's adult caseload may be exempted from this time limit.
