Book excerpt: In December 2015, the Every Student Succeeds Act (ESSA) asked each state to design a plan to hold accountable their State Education Agency to provide flexible pathways to college and career with a commitment to ensure personalized learning and equitable opportunities for high school learners. With decades of effort to provide personalization through college and career pathways, the Vermont House and Senate Committees on Education holds its Agency of Education (VAOE) responsible for reporting how the Agency increases high school graduation rates and reduces dropout rates through the state-funded dual enrollment program. As State Education Agencies implement their ESSA plans, the literature provides a historical perspective of personalized learning, college and career readiness, and the dual enrollment pathway adopted by all 50 States. As a quantitative study of secondary data from the VAOE and the New England Secondary Schools Consortium (NESSC), this study explored the effect of program outcomes for subgroup dual enrollment voucher usage for gender, Special Education, Economically Disadvantaged, and the English Language Learner. The research further examined the number of high schools that participated in the state-funded dual enrollment program and its effects on graduation and dropout rates. The evidence for voucher usage and an increase in the number of participating high schools was not strong enough to suggest a positive effect exists to influence state graduation rates or reduce dropout rates. However, this study found that a decrease, rather than an increase in the number of participating high schools was a statistically significant predictor to reduce the state's dropout rate. The insights gained through this study and its implications on dual enrollment configuration remain fruitful for future research. Therefore, it is only through continued examination of the nuances of state-sponsored dual enrollment programs and their configuration that state policymakers, State Education Agencies, high school leadership, and community college and university decision-makers can personalize learning through this pathway, and prepare its community of learners now and into the future.

Book excerpt: Research shows that students who participate in dual enrollment are more likely than their peers to finish high school, enter college and complete a degree. This means dual enrollment can greatly benefit students in rural areas, which report lower college-going and postsecondary attainment rates than other locales. However, rural areas face unique challenges in providing high-quality dual enrollment programs: (1) Securing qualified instructors, either high school teachers who have the qualifications to lead college-level courses or postsecondary instructors; (2) Covering program costs, as many rural districts face declines in enrollment and the funding that follows students in many states; and (3) Addressing program logistics, including the challenges of offering a course to a small number of students and offering career/technical education coursework when high schools may not have the latest technical equipment but the nearest community college is a long drive away. This report will discuss how states are rising to these challenges, including these examples: (1) A public-private partnership in Ohio includes funding to help eight colleges and universities create and administer an 18-month master's degree with a teacher-friendly schedule; (2) Texas authorizes workforce investment funds to support dual enrollment programs targeted to address the needs of high-demand fields; and (3) Ten states authorize a course to be offered at a location other than a high school or college, easing travel burdens. This includes Illinois and Wyoming. A final section will address the opportunities posed by delivering dual enrollment through tribal colleges. State policies are often silent on the inclusion of tribal colleges in dual enrollment programs. However, one state, New Mexico, created a tribal college dual credit program fund to address this issue.

Book excerpt: A three-year study tracking outcomes for approximately 3,000 students across California shows that career-focused dual enrollment programs can provide important benefits for those who are underachieving and underrepresented in higher education. Dual enrollment, which allows high school students to take college courses and earn college credit, was once geared primarily toward high-achieving students seeking greater academic challenge. The Concurrent Courses initiative comprised eight programs involving 10 colleges and 21 high schools across California. Among participating students, 60 percent were students of color and 40 percent came from non-English speaking homes. Extensive evaluation shows that program participants, compared with other students in their districts, were: (1) More likely to graduate from high school; (2) More likely to transition to a four-year college rather than a two-year college; (3) Less likely to take basic skills courses in college; (4) More likely to persist in postsecondary education; and (5) Accumulating more college credits. Policymakers and community leaders can build on the lessons learned from the Concurrent Courses initiative and further reduce the barriers to program development and student participation. Based on the experience and outcomes attained in high schools and colleges across California, here are three high-value recommendations for state policymakers: (1) Remove funding penalties; (2) Make dual credit earning consistent and portable; and (3) Standardize broad student eligibility. Book excerpt: This study investigated the impact of the Dual Enrollment Program on the academic achievement of low-income and minority high school students, in a coastal district in a southern state. Bridging the gap between high school and college is the ultimate goal of this program. The study focused on how students find out, about the program, their participation, and success rate, in the program. A survey was sent to high school guidance counselors, and a few of them completed it. They indicated that students were informed about the program through teachers, administrators, guidance counselors, school postings, and letters sent home to parents. A telephone interview was conducted with Personnel from the Community college, and Archival data were examined. The results of the study revealed that there was a small percentage of minority students participating in the program, compared to white students. It also indicated that minority students who participated in the program were successful, and went on to college. There was reluctance on the part of many guidance counselors to respond to the surveys, even after repeated requests from their Supervisors. Community College personnel pointed out, that recent increased efforts have been made to promote the DE Program in the district.

States are developing a range of strategies to increase college completion rates. Performance-based funding is an increasingly popular way for states to fund public colleges and universities: Produce more graduates; get more funding. The author suggests that in addition, states should invest this funding in colleges that partner with high schools on dual enrollment programs that better prepare future college goers. This report makes the case for using this particular funding to sustain these programs and highlights how four states are already doing so. Most performance-based funding strategies target improved outcomes for students already enrolled in college, and do not create incentives for reaching back to work with high school students to prepare them for college without the need for remediation. However, four innovative states have incorporated incentives for colleges to collaborate with high schools on college readiness. This report looks at the experiences of these four states--Indiana, Louisiana, Tennessee, and Texas--and their performance-based funding.
