The lush green mountainous archipelago of today, with its highly productive lowlands, supports a population of more than 127 million people and one of the most advanced economies in the world. How has this come about and at what environmental cost? Conrad Totman, one of the world's foremost scholars on Japanese, here provides a comprehensive and detailed account of the country's environmental history, from its beginnings to the present day. Professor Totman traces the country's development through successive historical phases, as early agricultural society based on non-intensive forms of cultivation gave way to more intensified forms. With each stage came greater utilisation of natural resources but a steady reduction in the richness of the indigenous biosystem. By the late seventeenth century the country was well on the way to ecological disaster. Yet Japan's isolation in the seventeenth and eighteenth centuries led to an unusually enlightened set of environmental policies, and the system of regenerative forestry brought in during the Tokugawa period prevented certain devastation of the country's forests. At the end of the nineteenth century, however, the country began to go to the opposite extreme, as industrialisation brought with it a period of unprecedented change. Growth and diversification led to a surge in environmental pollution as it became necessary to look beyond the country's domestic natural resources to meet the demand for foodstuffs, fossil fuels and the raw materials necessary to an advanced industrial economy. The population was particularly badly affected, and some of the problems that emerged, especially from the 1960s onwards, provided important test cases not just for Japan but worldwide. What makes the Japanese story particularly instructive is that the country's boundaries are uncommonly clear and the nature, timing, and extent of external influences on its history are unusually identifiable. The Japanese experience, therefore, not only yields important insights into the processes of environmental history, it offers important lessons for the wider environmental history of the planet and for our understanding of current global ecological problems. A work of immense erudition and reflecting a lifetime of scholarship, Japan: an Environmental History will be welcomed by all with an interest in environmental history and the historical development of Japan.

Book excerpt: This is a study of Sino-American relations and the editorial policy of the China Weekly Review / China Monthly Review , published in Shanghai by John William Powell during the Chinese Civil War and the Korean War. The Review supported US attempts in early 1946 to avert civil war through the creation of a coalition government. By 1947 it reflected growing disillusionment with Guomindang policies, and increasing sympathy for the demands of impoverished students and faculty for multi-party democracy and peace. As the Civil War shifted in favour of the Communists in late 1948, Powell and the Review counseled US businessmen to remain in Shanghai and urged the US government to establish working relations with the Communists, and later to recognize the new regime. Staying in Shanghai to report changes engendered by the Communist victory, the Review 's staff accomodated themselves to the new orthodoxy and to the regime's coordination of the press. During the Korean War, the Review opposed the expanding US air war, becoming the foremost American purveyor of Chinese and North Korean allegations of American use of bacteriological weapons. The Review was also utilized for the political indoctrination of US prisoners-of-war by the Chinese and North Koreans. After closing the Review in July 1953 and returning to the United States, Powell, his wife Sylvia Campbell and assistant editor Julian Schuman were put on trial for sedition. As the government narrowed its focus to the bacteriological warfare issue, Powell and his lawyers countered by trying to prove the veracity of the charges, seeking witnesses in China and North Korea. Adverse publicity led to a mistrial in January 1959 and limitations in both the sedition and treason statutes ended plans to renew prosecution. Powell and the Review had insisted that positive diplomatic and economic relations between China and the United States were both possible and desirable. The gradual normalization of trade, investment and political relations since the 1970s seemed to validate this belief. In the post-Cold War age when Sino-American relations are often strained and tempestuous, this book serves as a reminder of the value of making the extra effort to achiece understanding.

Book excerpt: For close to a thousand years Amida’s Pure Land, a paradise of perfect ease and equality, was the most powerful image of shared happiness circulating in the Japanese imagination. In the late nineteenth century, some Buddhist thinkers sought to reinterpret the Pure Land in ways that would allow it speak to modern Japan. Their efforts succeeded in ways they could not have predicted. During the war years, economist Kawakami Hajime, philosopher Miki Kiyoshi, and historian Ienaga Saburō—left-leaning thinkers with no special training in doctrinal studies and no strong connection to any Buddhist institution—seized upon modernized images of Shinran in exile and a transcendent Western Paradise to resist the demands of a state that was bearing down on its citizens with increasing force. Pure Land, Real World treats the religious thought of these three major figures in English for the first time. Kawakami turned to religion after being imprisoned for his involvement with the Japanese Communist Party, borrowing the Shinshū image of the two truths to assert that Buddhist law and Marxist social science should reinforce each other, like the two wings of a bird. Miki, a member of the Kyoto School who went from prison to the crown prince’s think tank and back again, identified Shinran’s religion as belonging to the proletariat: For him, following Shinran and working toward building a buddha land on earth were akin to realizing social revolution. And Ienaga’s understanding of the Pure Land—as the crystallization of a logic of negation that undermined every real power structure—fueled his battle against the state censorship system, just as he believed it had enabled Shinran to confront the world’s suffering head on. Such readings of the Pure Land tradition are idiosyncratic—perhaps even heretical—but they hum with the same vibrancy that characterized medieval Pure Land belief. Innovative and refreshingly accessible, Pure Land, Real World shows that the Pure Land tradition informed twentieth-century Japanese thought in profound and surprising ways and suggests that it might do the same for twenty-first-century thinkers. The critical power of Pure Land utopianism has yet to be exhausted.

Bourdaghs explores how the literary and theoretical works of Natsume Sōseki (1867–1916), widely celebrated as Japan's greatest modern novelist, exploited the contradictions and ambiguities that haunted this new system. Many of his works feature narratives about inheritance, thievery, and the struggle to obtain or preserve material wealth while also imagining alternative ways of owning and sharing. For Sōseki, literature was a means for thinking through—and beyond—private property. Bourdaghs puts Sōseki into dialogue with thinkers from his own era (including William James and Mizuno Rentarō, author of Japan’s first copyright law) and discusses how his work anticipates such theorists as Karatani Kōjin and Franco Moretti. As Bourdaghs shows, Sōseki both appropriated and rejected concepts of ownership and subjectivity in ways that theorized literature as a critical response to the emergence of global capitalism.
